These affordable, rehabilitated homes are being sold through our NeighborHomes program. We call this program NeighborHomes because we are revitalizing entire neighborhoods as we rehabilitate individual homes. This program utilizes subsidies that allow NHS Redevelopment Corporation to renovate homes to a high standard of quality and sell them at affordable prices. Certain income and residency requirements apply. NHS Redevelopment Corporation (NHSRC) is a subsidiary of Neighborhood Housing Services of Chicago, Inc. (NHS) that buys and redevelops single and multifamily properties and builds new homes. Our activity is strategically targeted to support the work of neighborhood based programs and promote neighborhood development. As the developer of NeighborHomes, we are dedicated to making your home-buying process a smooth one. NHS Redevelopment Corporation can offer you more than a quality rehabbed home. Our NHS of Chicago neighborhood offices provide pre-qualification analysis, referrals for credit counseling, homebuyer education, HB 4050 counseling and referrals to many bank and City mortgage programs. We also offer several loan products to facilitate your home-purchase through our Neighborhood Lending Services subsidiary. 2 NeighborHome Purchasing Process Neighborhood Housing Services (NHS) is able to offer quality homes at affordable prices by partnering with the City of Chicago and federal programs which subsidize some of the costs associated with rehabilitating homes in Chicago. These programs (Asset Control Area 2, Chicago Homeownership Rehabilitation Initiative Program, Troubled Building Initiative II and the Lawndale Restoration) require purchasers to fall within designated income guidelines. Buyers wishing to submit an offer to purchase a NeighborHome must first provide proof of income. Determining your position within the income guidelines is a quick process and is dependent upon your submission of the following complete documents: Application form. Mortgage pre-approval letter on lender s letterhead (if available). Household size affidavit and member list. All household members over age 18 must provide: o One month of recent pay stubs. o W-2s, 1099s or other proof of income for the last two years. o Signed tax returns for the last two years. o A no income affidavit (if household member earns no income) Submit complete application to Bryan Esenberg, NeighborHomes Manager, via fax to ( ) or mail to: NHS 1279 N. Milwaukee, Chicago, IL Within 48 hours of receipt of your application and all required supporting documentation, NHS will inform you of which NeighborHomes are available for you to purchase based on your position within the income guidelines. This notification will not proceed if application is submitted without all necessary documents. Once you have completed the income guideline process and received a mortgage pre-approval letter from your lender, you may make an offer to purchase a NeighborHome property. Submit the Offer to Purchase Real Estate Form, along with proof of financing (pre-approval letter) and the income notification letter issued by NHSRC via fax to Rhonda Prichett at All purchase offers are considered on a weekly basis. The weekly offer period ends every Tuesday at 4 p.m. Upon confirmation that your offer to purchase has been accepted by NHSRC staff, you will have 48 hours to sign the sales contract and addenda. An earnest deposit of $1,000 per unit is required at contract signing. All buyers are also required to attend a HUD certified homebuyers education class. NHS offers free classes at several of our neighborhood offices. Within 45 days after contract signing, you will close on your NeighborHome. Please remember: you must be the owner-occupant of the NeighborHome you purchase throughout the required residency period (3-5 years depending upon the property).
3 Income and Residency Guidelines Asset Control Area (ACA2) Household income less than 115% of area median (see chart below). Property must be the owner s primary residence for 3 years. Police Officers/Teachers: income requirement waived for ACA2 properties. Property must be owner s primary residence for 1 year. Chicago Homeownership Rehabilitation Initiative Program (CHiRP) Household income less than 115% of area median (see chart below). Property must be the owner s primary residence for 3 years. Lawndale Restoration Household income less than 115% of area median (see chart below). Sale or lease of property within 20 years of purchase must comply with limits on income and net proceeds set forth by HUD. Troubled Building Initiative II (TBI2) Household income less than 80% of area median (see chart below). Property must be the owner s primary residence for 3 years. Please note: When funds from more than one program are used in the rehabilitation of a property, the income and residency guidelines from the most restrictive program apply.
