CMGG holds forum on APEC, neoliberal policies By Mhike R. This initiative is an effort of the CMGG to humbly contribute in the education of the general public regarding the APEC and its neoliberal policies. 4 4OPINIONHeadline Gitnang Luzon NOVEMBER 17, 2015 EDITORIAL Unending support THE key for poverty alleviation is education this is what Gov. Lilia Pineda believes, and is the reason behind her unending financial support to deserving students of Pampanga. The Governor envisions that Kapampangan students, upon graduation, can help their parents uplift their quality of life which is possible through education. This is why the provincial government continues with its education financial assistance. Just yesterday, at least P590,000 was distributed to 100 Aeta college students. The distribution is part of the Educational Financial Assistance Program (EFAP) of Gov. Pineda, which is aimed at providing basic social services and quality education to the indigenous people. The beneficiaries came from different barangays of Floridablanca, Porac, and Mabalacat and were given P10,000 and P5,000 each, and are enrolled in various colleges and universities all over Pampanga. As of this writing, 18 Aeta scholars have already finished their college education, and most of them are undergoing review for their licensure board examination. Governor Pineda had also ordered the PSWDO and Public Employment Services Office (PESO) to conduct trainings and provide employment opportunities to the graduates. (045) WITHOUT even glancing at me or asking a few questions as to the nature of my trip to France, the French Immigration personnel immediately put the customary stamp noting my arrival date and tossed back my passport at a small glass encased cubicle in Nice, the gateway to the Mediterranean and the playground to the rich and famous. The atmosphere at the Nice International Airport was so serene and clean while passengers do not fear the immigration or any airport personnel just like in Manila. I am after all in France the cradle of democracy, the country who fought dearly for freedom in the wars of the past and the country who gave the Statue of Liberty to the United States. These freedom and relative peace, however, will soon be things of the past as France puts a tight grip on its borders to contain international terrorism. To the few undocumented Filipinos I met in Southern France, they told me that the country does not go Check and Balance Arnel San Pedro after them and actually fill some odd jobs along the Promenade des Anglais (Walkway of the English) at Cote D Azur. One Filipino hotel worker even asked me: Would you like to work as a bellboy? I told him that I had a wife and two kids waiting for me in the Philippines. At the Jewish center in Nice, two soldiers were attacked by a knife-wielding man several days ago. More than a month past, 17 people were killed in two terrorist attacks in Paris and days earlier police officers were shot at by a gang of hooded gunmen in Marseille. Until most recently, some 129 people were shot dead at the Bataclan concert hall, a Cambodian restaurant and elsewhere in the City of Lights in a new wave of ISIS terror campaign in Europe. This is the hallucinatory new normal in France today. WITHOUT any cloud of doubt, the meaning of Friday the 13th is correlative to the machination of the devil and the annihilation of human life. What happened in Paris, France last Friday, November 13, 2015 was an act of war and damnation. In just one night, the city of romance was turned into shambles and bloodbath. More than a hundred people died including the attackers in a series of coordinated terrorist attacks, consisting of six mass shootings, three separate suicide bombings and hostage-takings. The world watched in horror and in silence as the police and the rescue teams earnestly helped the victims in need of medical attention. Even Pope Francis condemned Peace on earth is fleeting, as far as I am concerned. RIVERA Since France is a strong ally of the US in the war on terrorism particularly in the hotbed of insurgency nations in the Middle East it was likely that it will also suffer the fate of the US which still agonizes over the 9/11 terror attacks. All allies of the US will at some point experience the rising hegemony of some recalcitrant Arab nations and their all-pervading hatred against Western nations. France is under siege. But we do not have to be selective. In fact, the world is under siege. A day before the France is under siege. But we do not have to be selective. In fact, the world is under siege. An Act of War Now We Know! ELLEZ J. DAVIO Paris attacks, suicide bombings in Beirut killed 43 people and wounded 239 others. The Beirut attack, claimed by the terror group ISIS, did not get media attention, perhaps because it happened against Arabs. An outpouring of support was evident after the Paris attacks. This is now the new normal the new order that grips the entire world in constant fear with no end in sight. such an act of terror instituted by the terrorists. The day after the tragedy, the terrorist group ISIS claimed the responsibility for the attacks. They said the onslaught was retaliation to the French government due to the country s involvement to the Syrian and Iraqi civil wars. Killing innocent people to prove your crooked principle is beyond cognizance to the capacity of mankind to absorb such an appalling incident. We all know that life is short, yet too precious to snip in a second. I extend my deepest sympathies to the victims of the terrorists all over the world. The senseless killing is too much to imbibe. Some say it could be the start of World III. As of this writing, the French government is responding with airstrikes against Isis in Syria. More innocent people will be killed because of misguided principles. Peace on earth is fleeting, as far as I am concerned. All I know right now is... not a single place on the planet is safe. We can never hide or run when the claws of death grab your being. An act of war is an act against humanity. WHEN I was a child, I never dreamt of becoming a teacher. Although my aspirations then were simple, little did I realize that I enjoyed sharing to other children what I know while learning from them what I wanted to know. As I climbed up my own educational ladder, I began to love sharing ideas with classmates and friends, often earning me the title Ma am to describe my friends forecast that I would be in the academe someday teaching my own students. There are friends meanwhile that actually discouraged me from taking up a teaching course, saying that teaching is not such a profitable job and is not as glamorous as other courses offered in colleges. Despite such and while studying the course, I began to love what I was studying and even became excited to the career path I am threading to. This even made me imagine having my own students and making them learn what I have prepared and what I have learned myself when still a student. When I became a teacher some still attempted to entice me to find another job, one that is profitable and would make me financially stable. Despite such insinuations, I chose not to be bothered but instead made me more motivated to find my success in the teaching profession. Not only did I find what I consider success in the profession that I chose but I found real happiness in teaching. I consider myself more successful than others for I know I am a part of the learning processes my students are undergoing. I believe that through my profession, I am a part of building a nation through the provision of quality education to the youth of today. Aside from happiness, I found my self-fulfilment, not only as a teacher but as a person who advocates on making others learn even through my own little way. 5 OPINION 5 NOVEMBER 17, 2015 Headline Gitnang Luzon teacher s corner AS an adult and a teacher, one of the most important things we can teach our students is respect. There is a distinct difference between respect and obedience, however, and must not mistake one for the other. Our students may obey us because they are afraid of the consequences. But if they respect us, they will obey us because by then, they know what is best for them. Our elders say that the best way to teach respect is to show it. When our students experience respect, then they know what it feels like and begin to understand how important it is. When history matters most (Last part) FEELINGS of disgust fill me when I observe the identity of an individual (except for deserving politicians and showbiz personalities) being crushed by the widespread need to fit in with society and be like everyone else. Differences in character, appearance, and emotion are created by unique pasts, and form the foundation for personal beliefs (whether in politics of show business or not). When these differences are erased by society s attempt to create similar beings, history, individualism, and the future are lost. I acquired these values from my personal intuition and taking advice from my mentors. Throughout my life, I have been blessed with a combination of two traits; I am observant and skeptical. Watching other people s lives and hearing other people s opinions have given me the impression that the human spirit has been confined to the impersonation of other people s wisdom and virtue or to the past or even to the future that society has imagined or wanted or forced to an individual. I believe in the saying that imitation is the sheerest form of flattery, but I also believe that it hinders the evolution of a person s mind. To the best of my knowledge, this is what my intuition on the conformity of mankind is based upon. The other source that aided in the instalment of individualism in me is history and the various authors, poets, songwriters, I believe in the saying that imitation is the sheerest form of flattery, but I also believe that it hinders the evolution of a person s mind. To the best of my knowledge, this is what my intuition on the conformity of mankind is based upon. and other people who I value as authority. Any sort of publication that celebrates the individual captures my attention and can range from the books and essays that we read in class to the graphic content in the music of the Beatles or Travolta. Conformity (and not at all history) really binds this world in a tourniquet. People feel that they cannot express their true emotions without the fear of people looking down on them and brand them as being different. I think that it is best stated by this quote: The dissenter is every human being at whose moments of his life when he resigns momentarily from the herd and thinks for himself. Remember the saying, Do unto others as you would have them do unto you? This is a very apt saying in teaching and showing respect to our students. Having respect for others leads one to success. How can one be successful if they don t have respect for peers, authority, or even themselves? While schools should make sure to teach children about respect, parents too have a big role in influencing their children about respect. It all starts at home. First and foremost, we have to be honest with our students. If we have done something wrong, we These are words that I can live by. Headline in History A provisional revolutionary government of the District of Visayas was inaugurated On November 17, 1898 a provisional revolutionary government of the District of Visayas was organized as a political subdivision of the Malolos government. Steps were then taken to organize the towns in accordance with the regulations issued by General Emilio Aguinaldo. Roque Lopez was designated president of the revolutionary government of the District of Visayas. Upon the constitution of the government a manifesto was issued which reads in part as follows: The revolutionary government and the office of general of the liberating army having been thus constituted, it affectionately greets the sovereign people of the Visayas who have just succeeded in obtaining their liberty under the protection of God and of the Most Holy Virgin under the shadow of the tricolored flag and upon the basis of the constitution of the Philippine Republic. The inauguration ceremonies was held at the plaza of Santa Barbara, Iloilo where the Philippine flag was raised by General Martin Delgado, marking the first time the national flag was hoisted outside of Luzon. This flag was sewn by Patrocinio Gamboa patterned after the national flag created by Marcela Agoncillo. As the flag reached the top of the pole, the plaza was filled with the cries of Fuera España! Viva Filipinas! Viva Independencia! The band accompanied the inauguration with Marcha Libertador, a hymn for the revolution composed by Posidio Delgado, brother of General Martin Delgado. This event was to be known as the Cry of Santa Barbara. Subsequently an assembly was called and the revolutionary government of the Visayas was changed to the Federal State of Visayas. Official records show that this change was made by 71 representatives of the government of the army and of the people. Aguinaldo was notified of the change of administration. The government was entrusted to a council of state with the following officials: President of the Council of State, Señor Roque Lopez; Vice President, Señor Vicente Franco; Councilors for Iloilo: Sr. Jovito Yusay, Sr. Ramon Avanceña, Sr. Julio Hernandez, and Sr. Magdaleno Javellana; Members ex-officio from the army: Sr. Martin Delgado, and Sr. Pablo Araneta; Councilor for Cebu: Sr. Fernando Salas. Councilors for Occidental Negros: Sr. Agustin Montilla, for the south; Sr. Juan de Leon, for the north; Councilor for Oriental Negros: Sr. Juan Carballa; Councilor for Antique: Sr. Vicente Gella; Councilor for Capiz: Sr. Venancio Concepcion. Councilor for the District of La Concepcion: Sr. Numeriano Villalobos; General Secretary of the Council of State: Sr. Francisco Villanueva; Vice Secretary: Sr. Florencio Tarrosa. When General Miller in December, 1898, tried to take Iloilo by persuasion, President Roque Lopez said: In conjunction with the people, the army and committee, we insist upon our pretension not to consent, in our present situation, to any foreign interference without express orders from the central government of Luzon. When further negotiations for the peaceful surrender of Iloilo was made by General Miller who insisted that by the benevolent proclamation of January 5, Iloilo should be turned over to the United States, President Lopez said: Let the American commander sincerely tell us which authority we should prefer: That of the United States, arising under the treaty of Paris of December 10, 1898, with which we are not acquainted because we have not been legally notified thereof, or the legitimate authority of the revolutionary government of Malolos, based upon acts of conquest, prior to the said treaty of peace, and on natural bonds created by the policy and constitution established since the first moment of the revolution, on August 11, 1896? In view of all the foregoing, we insist upon not consent with the landing of your forces without express orders from our central government in Malolos. By February 1, 1899, Lopez and the other principal officials abandoned the government. Jovito Yusay was subsequently appointed president of the council. On April 28, 1899, in as much as many of the officials of the council had already surrendered or had been captured, Aguinaldo abolished the Federal Council of the Visayas and instead appointed politico-military governors of most of the Visayan provinces. Earlier on November 6, 1898 the Spanish officials surrendered themselves in Negros to the native leaders and a provisional government was established with Aniceto Lacson as president. Unang kuwento niya ay yung tungkol sa anak niyang si Ceanna who is now 6 years old. On her love life, inamin ni Vina na sobrang in love siya sa isang Mark something at inaamin niya yun. Why should I deny, I love him so much, may lambing na sabi pa ni Vina. I am still in love with Mark. Andito kami all the time at kailan man di naman kami umalis, medyo lay low lang pero patuloy din kami, sabi pa niya.

8 regional news VOLUME IV NO. 107 NOVEMBER 17, 2015 TUESDAY LTO Angeles City goes green By Marna Dagumboy -del Rosario ANGELES CITY The Land Transportation Office (LTO) in Angeles City went clean and green during its Big Clean-up and Sorting Day over the week. LTO Angeles City Chief Transportation Regulatory Officer Aida Santiago said the second semester big clean-up and sorting day, conducted by the agency in accordance with its ISO certifications regularly, was held in efforts to serve its clients better. Santiago said the activity was levelled up to give greater focus on environmental protection as well as excellent customer service. We are one in saving the environment and preserving it by properly sorting and segregating old files that need to be discarded, done through systematic inventory. Along with that, the office premises are spruced up, and our gardens kept green as our part in protecting the environment. That is why this time, we went clean and green, she said. Santiago added that LTO Angeles big clean-up day aims to provide comfort and convenience to its hundreds of daily clients applying for or renewing their licenses and vehicle registration. We want our clients to get that experience of excellent service when they transact with us. We want them to be comfortable while waiting for their documents and completing their transactions, she added. LTO Angeles City has an air-conditioned lounge, a breastfeeding area, and priority lanes for persons with disabilities, senior citizens and pregnant women. Santiago said that the agency will continue to conduct and sustain its big clean up and sorting days for the benefit of its clients. Baligod hopes anti-corruption drive to help him in Senate bid By Charlene A. Cayabyab CLARK FREEPORT Senatorial candidate lawyer Levito Baligod is hoping that his anti-corruption campaign will carry him in his Senatorial bid for the May 2016 elections. Baligod, a private complainant against the Priority Development Assistance Fund (PDAF) which resulted in the jailing of three Senators, believes that many Filipinos are tired of being short-changed by government as 40 percent of the total budget of the government only goes to corruption. He said that the United Nations Development Program estimated that our government is losing 40 percent of the national budget on corruption or about P800 billion and that s only for the year Baligod, an independent senatorial candidate, has a strong resolve that Filipinos are now matured to vote who they think are qualified to give true service to the nation. The country is tired of corruption, and many people will vote for candidates who have anti-corruption aspirations, Baligod said. He said that he is tapping the anti-corruption aspiration of Filipino people to bring him to the Senate, saying there s no way for him to wage a political campaign and compete with senatorial candidates because he does not have huge funds for his election bid. He said that his chances of winning in the May 2016 elections, is if the law on election spending is followed. Baligod was among the guests during Pampanga Press Club forum dubbed Talk Widus, a monthly forum of PPC in cooperation with Widus Hotel and Casino held regularly at the Prism Lounge. He said mounting a nationwide campaign entails a huge amount of money that s why instead of spending millions of pesos for a TV or radio ad campaign, he goes to places where he can visit and introduce himself to the people for him to be recognized as among the candidates aiming for a Senate seat in I cannot afford to buy air time, especially on TV, because major television networks are charging P350,000 per 30 seconds of air time for a primetime telecast, Baligod said. He said that only those with unlimited resources can buy air time and spend millions of pesos for TV and radio ad campaigns. What about those with less campaign funds, it would be really hard work just to succeed, Baligod said. GOING GREEN. The staff of LTO Angeles City headed by Chief Transportation Regulatory Officer Aida Santiago goes clean and green during their big clean up and sorting day over the week. --CONTRIBUTED PHOTO Protection of environment part of APEC agenda DFA QUEZON CITY The Asia-Pacific Economic Cooperation (APEC) is concerned not only with economic prosperity, but also with environmental issues. Department of Foreign Affairs assistant secretary and APEC spokesperson Charles Jose said APEC has an Experts Group on Illegal Logging and Associated Trade, a Mining Task Force, and an Energy Working Group. The APEC Low-Carbon Model Town Project, according to Jose, is a good example of APEC s initiative to focus on sustainable development and to address the needs of present and future generations in terms of environmental protection. For this year, Jose said, this distinction was awarded to Mandaue City, Philippines during the 12th APEC Energy Minister s Meeting last October. The other two nominees were Krasnoyarsk City, Russia and Subang Jaya, Malaysia. Department of Trade and Iindustry Undersecretary Chito Manalo said, Isa po sa pinaka important na pinanukala na agenda ng usapan sa APEC ay ang sustainability at marami po sa mga action agenda are with respect to sustainability and climate change. According to the APEC website, as early as November 1977, the Economic Leaders Declaration in Canada had stated that, Achieving sustainable development is at the heart of APEC s mandate. Meanwhile, Jose assured that the P10 billion budget for the Philippines hosting of APEC 2015 will not affect the government s aid for the Yolanda victims. He explained that the country s budget for APEC is a commitment as host economy this year. This is the country s international commitment because the 21-member economies of APEC take turns in hosting, and the last time we chaired was in 1996, he said in Filipino during the forum. There s a separate budget for Typhoon Yolanda, and it has already been allocated. Our hosting of APEC will not affect the rehabilitation program for Yolanda victims. APEC AGENDA...page 7
