7 SEE Action EM&V Working Group Goals Improve stakeholders ability to accurately and cost-effectively estimate, document, and report efficiency savings Improve the comparability of reported savings across programs, sectors, portfolios and states Improve current methods and increase adoption of best practices Explore new EM&V approaches Increase the number of EM&V practitioners and their level of expertise and experience Current Projects Test a standardized form for reporting savings at the portfolio and sector level on a voluntary basis in five states Exploration of national protocols/standards Develop databases to serve as a clearinghouse for EM&V resources 6
8 Does a National Standard Make Sense? A national standard has the potential to: Improve the comparability of reported savings. Reduce costs. Enhance the credibility of energy efficiency programs. Improve the role of energy efficiency in resource planning. 7
9 S. 20 Clean Energy Standard Act of 2010 An electric utility shall meet the requirements by submitting Federal energy efficiency credits the Secretary shall establish a Federal energy efficiency credit trading program under which electric utilities shall submit to the Secretary Feral energy efficiency credits to certify the compliance of the electric utility 8
10 American Clean Energy Leadership Act of 2009 (ACELA) S (1) IN GENERAL. Not later than January 1, 2011, the Secretary shall establish a Federal renewable energy credit trading program, and a Federal energy efficiency credit trading program, under which electric utilities shall submit to the Secretary Federal renewable energy credits and Federal energy efficiency credits to certify the compliance of the electric utilities with subsection (b)(1). 9
