1 About the Organization Environment Department, Government of West Bnegal is tasked with regulation and policy formulation in matters related to conservation of the environment, natural resource management and matters related to pollution of air and water and sound pollution in the state. About the present IT Infrastructure Environment Department Government of West Bengal has established a functional Intranet with Data Center via 512 Kbps Leased Line from BSNL. HQ hosts the Data Centre, from where the Internet Portal is hosted. Annexure - A exhibits the architecture of the Data Centre.

Certificate/Work Order for at least 4 similar jobs i.e. Data Centre Creation and Maintenance, Web Portal Creation and Maintenance, Web based Dynamic Application Creation and Maintenance along with Resource Facility Management Support each having value not less than Rs 15 Lakhs should be enclosed with the bid. URL for sites already hosted should be clearly mentioned and should be currently Running Web Sites. 3) Bidder must be experienced in working with environment science and must have executed some live project where they played a pivotal role in environmental data collection, collation, reporting, analysis etc. 4) Turn over of last 3 years should be minimum 3 Crore in aggregate and 1 Crore in last financial year. 5) Bidder should possess valid statutory license/ registration/ certificate etc like, Service Tax registration, company registration, PAN etc.

4 6) The Bidder should have at lest one CCNP Certified Person for Project Management. 7) Consortium with other company is not allowed. Scope of Work The scope of work generally required to be undertaken by the vendor may be broadly identified as under: Roles for the Data Centre Maintenance: 1) To maintain the IT infrastructure of leased-line connectivity, internet security devices like Linux Firewall, Cisco Router and Managed Switch at Data Centre, Server (Linux Mail Server), Web Servers, Database, DNS Server (Primary) etc. Software upgrade, Licenses, Patch Management Reconfiguration if required shall however, be guided as per OEM/OES. Supply of such software, patches and licenses shall not be the part of this contract. 2) Network Monitoring & Troubleshooting: Monitoring the entire LAN and WAN infrastructure & liaison with the hardware vendors for upkeep of the same, monitoring for virus and ensuring proper bandwidth availability by ensuring routine maintenance of the servers and Data Centre desktop computers. The service is limited to Troubleshooting and rectification of all Software & Configuration problems, all hardware faults will be redirected to hardware vendors and ENVIS will be update accordingly. 3) Backup and Archival of Web, Database and Mail Server (Linux Mail Server) Data etc. 4) Running Dynamic Application Software Maintenance, Bug Fixing and Up gradation as and when required. 5) 24x7x365 days monitoring of the Data Centre Services is required to identify the failure of any Services immediately and take necessary action as defined in support scheme. 6) Regular Handholding Support of the Running Dynamic Software and Liaison with HQ. Support Scheme The Support personnel shall be deployed at the respective site i.e. ENVIS Center. They have to Work as per the working time of that site / as decided by ENVIS representative. No separate charges will be paid for overstay. At least Three Dedicated personnel need to be posted at the Data Centre for Monitoring All the Services of the Data Centre Regularly. Working Certificate in each month for Support Personnel needs to be collected from the respective ENVIS Office authority for Bill Processing Quarterly.

5 In case of system failure attributable to hardware, the entire recovery time is governed by the hardware support and service terms. In case of Software crash, recovery responsibility lies with Data Centre Maintenance Team and would be restricted to below Time Frame: Sl.
