1 Workforce Development System Workgroup 2012 Action Plan Background In November 2010, Virginia received a $1M grant award to develop a workforce longitudinal system under the US Department of Labor s Workforce Data Quality Initiative (WDQI). The lead agency for this grant is the Virginia Community College System (VCCS), and the Virginia Employment Commission (VEC) is serving as co-director. The WDQI in Virginia has five primary objectives: 1. Develop a workforce longitudinal system; 2. Develop the capacity to link education and workforce data; 3. Improve the quality of workforce data; 4. Use data to understand workforce programs and drive improved performance; and, 5. Promote the system through the development of web-based portals. The Workforce Development System Workgroup was created in July 2011 as a part of the implementation of Virginia s workforce data quality initiative. Agencies represented on the Workgroup include the VCCS, VEC, Department of Education (DOE), Department of Rehabilitative Services (DRS), Department of Social Services (DSS), Department of Correctional Education (DCE), Department for the Blind and Vision Impaired (BDVI), and Department of Labor and Industry (DOLI) (additional representatives may be added in the future). The Workgroup was charged to examine workforce data issues within and across public workforce programs in Virginia, develop potential strategies to enhance workforce data, create a unified method to describe how the workforce system is serving Virginia, and identify areas of improvement for the workforce system. Year One Action Plan Over the course of its first three meetings, the Workgroup members conducted a comprehensive review of the items that would be required to achieve the objectives established under the WDQI, as well as provide a foundation for future work related to enhancing Virginia s public workforce development system. The group identified three priority issues that should be addressed to meet the needs of the workforce development system relative to the WDQI initiative: A. Strengthening leadership understanding of and commitment to the initiative B. Ensuring data integrity, understanding and usefulness to system users C. Developing a shared architecture that meets user needs The group developed an action plan for implementation during 2012; specific activities, milestones, and responsibility parties are outline on pages 2-4.
