1 PRESIDIO INSTITUTE CROSS SECTOR LEADERSHIP FELLOWS THE PRESIDIO INSTITUTE Service is central to our nation s effort to improve the lives of people and their environments. Through leadership education, convening, and research initiatives, the Presidio Institute brings leaders together from business, non-profit, and government sectors to advance the public good. The Presidio Institute occupies historic Fort Winfield Scott in the 1,500 acre Presidio in San Francisco, a national park that is among the world s most iconic landmarks. Drawing on the site s legacy of military service, the setting provides a symbolically rich environment for renewal, learning, and collaboration. SAN FRANCISCO Our year-long, multi-city, Cross Sector Leadership Fellows program is the next critical step in a partnership with the White House Office of Social Innovation and Civic Participation. It was developed through a series of Forums on Cross Sector Leadership, co-hosted by the White House. THE CROSS SECTOR LEADERSHIP FELLOWS PROGRAM As we challenge our nation s leadership to collaborate more effectively, and we seek to become more trusting toward corporations and civic institutions, there is need to inspire leaders that can marshal resources to work successfully across a variety of sectors. With anchor partners the White House Office of Social Innovation and Civic Participation, Office of Personnel Management, and the Presidio Institute, the Cross Sector Leadership Fellows program will develop leaders that can engage and collaborate to greater effect across business, government and non-profit sectors. WASHINGTON, DC Fellows will be a cohort of mid-career professionals that have demonstrated a commitment to collaboration, resulting in measurable impacts for the public good and new opportunities for growth. These leaders must come with balanced motivations and a prepared mind a desire to create public value no matter where they work, and a genuine interest in learning how to effectively partner across sectors. These leaders will benefit from a rigorous fellowship experience to enhance their skill set, expand their network, and alter their perceptions on how to best solve community challenges. "This program will convene a cohort of top flight people who will be exposed to cutting-edge learning experiences and will engage in real-time project-based learning to adopt best practices from across sectors. 2 PRESIDIO INSTITUTE CROSS SECTOR LEADERSHIP FELLOWS PROGRAM GOALS The program will expose Fellows to multi-disciplinary, cross sector learning and leadership development experiences from some of the nation s most innovative organizations. Over the course of the year, Fellows will develop the six characteristics of cross sector leaders as defined in the Harvard Business Review article Triple Strength Leadership (September 2013). Fellows will be asked to come into the program with a project or organizational challenge that could be improved through more effective cross sector partnerships or better understanding of the interplay between sectors. Fellows will have the opportunity to apply their new and enhanced skills, networks, and knowledge to advance their cross sector project. By the end of the 12-month program Fellows will have developed: An expanded mindset to understand how cross sector collaboration can address societal issues and create new opportunities for growth The knowledge, tools, and approaches necessary to navigate working across and among sectors A network of leaders who remain a lifelong source of encouragement, collaboration and support An improved cross sector project that provided for real-life application of lessons learned The Six Characteristics of Cross Sector Leaders 1 Balanced Motivations 2 Transferable Skills 3 Contextual Intelligence 4 Intellectual Thread 5 Integrated Networks 6 Prepared Mind From the Harvard Business Review article Triple Strength Leadership (September 2013). The full article can be found at PILOT STRATEGY At full-scale the Cross Sector Leadership Fellows is envisioned as a year-long program with 24 Fellows and three learning visits each being a five-day immersive experience hosted in various cities across the nation. In its pilot for 2014, the program will launch with a nine-month experience with Fellows and three learning visits. The goal is to recruit partners and Fellows in the winter of 2013/14 and launch the pilot in March 2014 with a combination of preparatory work and the first learning visit. 3 PRESIDIO INSTITUTE CROSS SECTOR LEADERSHIP FELLOWS LEARNING JOURNEY Fellows will develop and hone the six characteristics of cross sector leaders: balanced motivations, transferable skills, contextual intelligence, intellectual thread, integrated networks and a prepared mind. To accomplish this learning journey, Fellows will participate in the following: A. LEARNING VISITS will focus Fellows time on learning innovative multi-disciplinary, cross sector skills to build their leadership capacity and advance their innovative projects. Each learning visit will include site visits to leading businesses, non-profits, government agencies, and training organizations, where Fellows will experience cutting-edge examples of cross sector leadership in practice. Fellows will also undertake specific leadership and personality indicator assessments to strengthen their understanding of self and working relationships with others, including Myers-Briggs Type Indicator (MBTI) Step II. Through these learning visits, Fellows will develop a deep appreciation for the differences within and between sectors especially those of perception, language, culture and key performance indicators so they are better equipped to engage and collaborate with diverse organizations. They will also build a set of critical leadership skills that are transferable across sectors, including: SOLVING PROBLEMS Using human-centered design Understanding the system and managing complexity Using data to enhance decisionmaking DRIVING CHANGE Creating innovative operating models that sustain themselves Scaling impact through policy and legislative channels Making the case through storytelling and movement building LEADING TEAMS Fostering a culture of risk taking and honest dialogue Leading diverse teams towards a shared purpose Managing power dynamics with multiple stakeholders Fellows will learn and apply these foundations via a three-part pedagogical approach: 1) learn foundational concepts, 2) conduct detached experimentation, and 3) apply to the cross sector project. This format affords Fellows a safe space to discover and test new concepts before applying them to their projects. B. GROUP COACHING AND MENTORSHIP will take place on a monthly basis to ensure continuity of their learning and project impact. The Presidio Institute will create small home teams of 5-6 Fellows and assign a professional coach to guide their development during and between site visits. Fellows will also nominate two mentors one from their own organization and one from another sector to help them apply their new tools to their cross sector project. C. COHORT CONNECTIVITY through a private online portal will allow for regular contact among the class of Fellows. Fellows will be encouraged to share their learning takeaways and project updates and seek support on critical challenges they are encountering. The program will also provide alumni services to allow further connectivity after Fellows graduate. Page 3 of 6

The New York City and Washington DC site visits will be structured in a similar fashion. Organizational names are provided as potential partners who have engaged in early discussion, however, these have not been confirmed and may change prior to the launch of the pilot. 5 PRESIDIO INSTITUTE CROSS SECTOR LEADERSHIP FELLOWS METRICS AND OUTCOMES The effectiveness of the fellowship program will be measured by the (A) Fellows inner journey as cross sector leaders, (B) applicability of the learning program to Fellows cross sector projects, and (C) persistence of the cohort network. The program will not be evaluated by the absolute success of the Fellows innovative projects, as several factors outside of the program s control may impact the actual success of projects. It is the journey, not the destination, which matters. That said, the program will seek to improve its design and pedagogy based on Fellows and their organization s feedback on how the program helped meet their goals and expectations. A. Inner Journey: Over the course of the year, Fellows will develop the six characteristics of cross sector leaders as espoused in the Harvard Business Review article Triple Strength Leadership (September 2013). Fellows will complete pre- and post-assessments along the six characteristics of cross sector leaders, including character (balanced motivations, prepared mind) and capacity (transferable skills, contextual intelligence, intellectual thread, integrat ed network). Fellows will also be assessed a year later to gauge how well their development continued over time. B. Applicability to Projects: Fellows and the relevant supervisor for the cross sector project will complete an end-of-fellowship assessment on how well the learning program helped the Fellow advance key aspects of their selected project. The assessment will be built around the transferable skills and contex tual intelligence covered through the learning journeys and focus on the process undertaken by Fellows, not on the specific results of the project. C. Network Persistence: The program will also be evaluated by how well the cohort utilizes one another as a resource as well as and potentially collaborates with each other after graduating. 6 THE PRESIDIO INSTITUTE CROSS SECTOR LEADERSHIP FELLOWS a yearlong cross sector learning and leadership development program PARTNERSHIP OPPORTUNITIES Potential partners can participate in the program in three ways: A. Fellow Contributor. Nominate a Fellow to the program that fits the profile of a mid-career, high potential, executive leader. For Fellows that are accepted, their organizations are expected to: 1. Allow the Fellow to travel to three off-site learning visits lasting five days each 2. Support the Fellow in his or her identification of a real-life project to apply cross sector lessons to during the course of their fellowship 3. Assign a mentor within the institution to oversee and support the Fellow in the cross sector project 4. Contribute to the Presidio Institute to cover a subsidized cost for the program at a rate of: $10,000 for non-profits $12,000 for government $16,000 for businesses and foundations B. Learning Host. Host a site visit from the cohort and provide a learning experience consistent with the program s Learning Journey. For those confirmed as Learning Hosts, the organization is expected to: 1. Facilitate a training and/or working session that is consistent with Learning Journey objectives 2. Provide the cohort with access/exposure to senior personnel 3. Nominate a mentor that will engage with a Fellow from another sector during the program To the extent possible, the Learning Journey should leverage existing training programs run by partner organizations for their own employees at similar seniority levels. The Presidio Institute is a Presidio Trust initiative. The Presidio Trust is an innovative federal agency created to save the Presidio and transform it for a new national purpose. The Trust s vision is that the Presidio will be forever a public place: vital to the Bay Area, important to all Americans, and recognized for achieving broad benefits for the nation. The work of ensuring the Presidio as a public place is ongoing. Now financially self-sufficient, the Presidio is poised to deliver new levels of benefit inviting people to enjoy its beauty, engage in its preservation, and contribute to its continuing influence in shaping American history. The next chapter for the Trust will focus on a three-fold mission: welcoming the public, launching programs that serve a greater purpose, and continuing to carefully steward this magnificent American landmark. The Presidio Institute is a critical element in the Presidio Trust s commitment to create broad impact beyond its walls. C. Founding Sponsor. The Presidio Institute is actively seeking foundations and other supporters to fund a sustained launch and execution of the Cross Sector Leadership Fellows program. Funds will be used to support Fellows who require financial assistance. 1. Sponsor a single Fellow to participate in the pilot ($25,000) 2. Sponsor all Fellows from a specific sector ($100,000) 3.
