1 JOB PROFILE Post:- Accountable to:- Data Analyst & Information Governance Project Lead Director of Finance & Support Services Responsible to:- Director of Finance & Support Services (SIRO) / Medical Director (Caldicott Guardian) / Director of Clinical Services Location:- Heald Green or Little Hulton Pay Scale :- Band 6 Job Role / Purpose To provide robust information and performance analysis as required externally by the commissioners and internally by managers to support strategic decision making within the Hospice To project manage the commissioning and implementation of the new patient database To lead the implementation of the information governance agenda to ensure compliance of the legal and regulatory framework by providing an effective support service to the SIRO, Caldicott Guardian and IG Group The postholder is expected to spend approximately 70% of his/her time on the Data Analyst and Project Management aspects of the role and 30% on the IG aspects of the role Main Duties Data Analyst To provide & analyse information and complex datasets to produce detailed, accurate, concise reports, suitable for formal presentation to external commissioners and internal managers To identify, investigate and understand possible anomalies in the information analysed To respond in an accurate and timely manner to ad hoc information requests from managers, providing information & guidance relating to activity. To establish an effective exception reporting process Where necessary, develop new reports to produce information for any new requirements To support commissioners, managers and staff to analyse and understand activity information so that the necessary action can be taken. To support service redesign activity by providing modeling information and statistics on activity and the potential impact of service change. To maintain the patient database, carrying out regular healthchecks on the data and ensuring there are regular and secure back up procedures in place.

2 Patient Database Project Management To undertake a full consultation with relevant members of staff, Executive Management and Trustees on the requirements for the new patient database To scope out the requirements for a new patient database To research existing patient database systems, visiting other organisations to see these working in practice To manage the tender process for the new system To project manage the implementation of the new system, including data migration, regression testing, user training, user acceptance testing and parallel running if required, ensuring that the project is delivered on time and budget and to a specified standard To implement a full suite of reporting to meet the needs of the commissioners and the Hospice To be the budget holder for the project and to provide regular reports to the Project Steering Group on the progress of the project Information Governance To lead information governance support in the Hospice To lead on information security in the Hospice To provide specialist advice and direction to Hospice initiatives and operational improvements acting as the expert in the subject matter. To be the authoritative source of advice on any query for any member of staff (inc partnership arrangements) utilising detailed knowledge and experience to investigate and analyse problems and research solutions. Contribute to the development and review of protocols and policies relating to Information Governance by providing specialist knowledge and presenting the Hospice perspective. Provide the information governance perspective in the development of wider Hospice policies that have an information sharing and handling component. To lead implementation of the Information Governance policy and process and to ensure Hospice policies are appropriately linked and meet the legal and national requirements relating to information governance. To undertake and report on the annual IG Toolkit submission ensuring organisational compliance with the national standards. To develop, manage and maintain individual organisational improvement plans. Represent the Hospice at local, regional and national meetings. Engage with the Caldicott Guardian and SIRO to ensure they have a full understanding of the advice and support required for their roles. To attend committees to communicate and provide assurance that the organisation is compliant with the IG standards thus reducing risk to the organisation. Engage with partner organisation staff and private sector organisations to ensure compliance with data protection laws. To develop, provide and deliver regular detailed education sessions to all staff on compliance with laws around the safe handling of information. To contribute to organisation induction and statutory and mandatory training programmes. General Maintain professional confidentiality at all times.

3 Maintain a professional interest in your own personal development programme. Any other duties reasonably assigned by the Line Manager You will be expected to maintain high professional standards and to keep abreast of relevant issues and to continue your personal and professional development. You will be expected to attend internal and external training courses, particularly with regards to Information Governance. The Hospice will aim to provide relevant education and development opportunities whenever possible, as agreed in your Individual Performance Review. Special Conditions The post holder can be based at Heald Green or Little Hulton and there is a requirement to visit and work at the other sites on a regular basis. This job description will be regularly reviewed and may be amended in consultation with the postholder to reflect developments. The post holder will be subject to regular individual performance reviews and the job description along with the Hospice Business Plan will be used as a basis for determining objectives.

4 PERSON SPECIFICATION Post:- Information Governance Lead/Data Analyst Pay Banding: 6 Department:- Finance & Support Services Accountable to:- Director of Finance & Support Services Responsible to:- Director of Finance & Support Services, Medical Director, Director of Clinical Services ESSENTIAL DESIRABLE Evidence QUALIFICATIONS Educated to degree level or equivalent Degree in either maths, statistics, IT or information related subject Application form/certificate ISEB Data Protection or ISO17799 qualification/training EXPERIENCE Proven experience working in an analytical or Information Team/Role. Experience of delivering training/awareness sessions An understanding of the Data Protection Act 1998, Interview and application Detailed analysis & validation of various types of data. Freedom of Information Act, Human Rights Act and principles of common law. form Highlighting key messages from detailed datasets Knowledge of ISO17799 and Caldicott Proven experience in an analytical role within the NHS or Specialist knowledge & experience of statistical, analytical & numerical techniques, problem solving and high numeracy - other healthcare related organisation. Experience in an information governance/information security role Project management experience PERSONAL SKILLS Very high level of computer literacy & technical competence including Microsoft Access Excellent verbal communication & interpersonal skills. Excellent organisational skills & ability to prioritise own workload and that of other staff. Effective time management & ability to work to tight deadlines.
