However,inthelongertermourmembershavemadeitclearthattheyarelookingforthe governmenttoinvestfurtherinsocialsecurity.toviewbothcarersanddisabledpeoplein termsofwhattheycontributetosociety,ratherthanwhattheycostandtoprovidethem withthefinancialsupporttheyneedtoenablethemtobeactivecitizenswiththesame opportunitiesasothermembersofsociety. CarersareserviceprovidersandCarersAllowanceandanyadditionalbenefitscarers receivemustbeviewedasaresourceforwhatisequivalenttofulltimeemployment 4.Our healthandsocialcaresystemreliesonthesupportofunpaidcarerswhocontributecare valuedat 10.8billionayear. WhilstwewelcomeanyincreaseintheamountofCarersAllowancepaid,itisnotusefulto comparecarersallowancewithjobseekersallowanceandseekanequivalency. JobseekersAllowanceisintendedtobeatemporarypaymentthatisprovideduntilincome issecuredthroughpaidemployment.incontrast,manycarerswillneedtoreceivea carersbenefitonalongtermbasisbecausetheircaringrolesarelongtermandaretoo intensivetoallowthemtoseekpaidemploymentalongside. Itisaconsequenceofthecurrentsystemthatpeoplewithlongtermcaringrolesareoften livinginpoverty. Thereneedstobeanunderstandingfromgovernmentthatunpaidcarers,likethepaid workforce,requireresourcesintheformofbothfinancialsupportandservicestoenable themtocontinueintheircaringrole.failingtoprovidethemwithadequateresourcesisa falseeconomywhichwillleadtothebreakdownofcaringrolesandadeficitofpeople willingtotakeonanunpaidcaringroleinthefuture. Carers!and!Poverty! 77%ofcarersfacehigherfuelbills.44%arecuttingbackbyhavingtheheatingon less. 5 3 "NCO"Survey" 4 "One"of"the"qualifying"conditions"of"Carers"Allowance"is"that"the"recipient"must"be"caring"for"at"least"35"hours"a" week" "the"equivalent"of"full"time"employment." 5 "Caring"and"Family"Finances"Enquiry,"2014,"Carers"UK"

3 47%ofcarerslivinginthemostdeprivedareascarefor35hoursaweekormore; comparedwith24%ofcarerslivingintheleastdeprivedareas. 6 Oneintencarershadusedupalltheirsavingstopaybasicbillsandalmosthalf (44%)hadendedupindebt. 7 53%saidtheirmoneyworriesweretakingatollontheirhealth. 8 Carers!and!Employment! 4 Atallourconsultationeventscarersmadeitclearthattheywerenotsatisfiedwiththe currentfinancialsupporttheyreceivedintheformofcarersallowance.theydidnotview CarersAllowanceasadequatecompensationorrecognitionofthecaretheyprovide. Evidenceclearlysupportsourpositionthatitisdoesnotprovidesufficientfinancial supportandpushescarersintopoverty. FurthermoretherestrictionsplacedaroundCarersAllowancemeanthatitisalmost impossibleforcarerstocombinepart>timeemploymentwithcaring,whilereceiving compensationforthesubsequentlossofincome. TheconsultationfocusesmainlyonraisingthelevelofCarersAllowancebyasmall amountandtweakingtherulesaroundincomedisregard,studyingandothercriteria.we believethisapproachisnotenoughandanewcarersbenefitmustbedevelopedinorder toproperlyrecognisecarersandprovidethemwithadequatefinancialsupport. TheNationalCarerOrganisationshaveproposedatwo3tier!carer!benefit.Thefirsttier wouldbeacarersallowanceequivalent,paidatasimilarratetootherincome replacementbenefitsthatwouldprovidesupporttoallcarerseligibleforit.therewould beapermittedearningsrule,withtheopportunityforcarerstoundertakepaid employment. Thesecondtierwouldbeapremiumpaymentavailabletothosecarerswhoare undertakingmoreintensivecaringroles(definedbyhoursperweek,ascurrently).the premiumpaymentwouldbeavailabletoallqualifyingcarers,includingthoseoverstate pensionage,tocompensatethemfortheadditionalcostsofcaringand/ortoenablethem topurchasehelp,goodsorservicestoeasethepressureoftheircaringrole.thispayment couldbesetatsimilarlevelstosimilarpaymentssuchaschildbenefit,i.e.between 25 and 50perweek. Webelievethisapproachwouldbegintoaddresstheissuesofpoverty,genderinequality andaccesstoemploymentcurrentlyfacedbycarers.furthermore,itwouldenablepeople tobeeconomicallyactivealongsidecaringandcontributetotheeconomy.thiswouldalso reflecttheinvestmentthegovernmenthasmadeinchildcaretosupportparentswith youngchildren. Carer!Benefits!!Summary!of!Views! Short!Term!Proposals! AcrossalldiscussiongroupstheincreaseinCAtoJSAlevelswaswelcomed,butwasnot felttobesufficient.manypeoplesuggestedcashouldreflecttheminimumorlivingwage ascarersarerequiredtocarefor35hourstoreceiveit. Theoverlappingbenefitsruleswerementionedbymanypeopleasbeingunfairand requiringreform.itwaspointedoutthatanyincreaseincawouldnotbereceivedby carerswhereoverlappingbenefitrulesapply.

Therewerealsosomepracticalsuggestionsforimprovingtheprocess,suchaschanging theearningslimitfromaweeklyamounttoyearly,whichwouldbeafairersystemand alsocutdownonadministrationforpeopleinpart>timeemploymentclaimingca OverallpeoplethoughtthatCAwasanover>complicatedandinadequatebenefitand shouldbereplaced. Disability!Benefits! 6 Theeligibilitycriteriashouldbeclearlysetoutsothattheapplicationprocesscan beastransparentandasstraightforwardaspossible. Theformsarelongandoverly>complicatedandaremoresuitedtopeoplewitha physicaldisability.theapplicationprocessneedstobesimplified.tickboxesand closedquestionsshouldbeavoidedtoallowpeopletofullyexplaintheimpactof theircondition Newapplicationformsshouldbeco>producedinpartnershipwithdisabledpeople andtheircarers.thefocusneedstoanassetbasedapproach,wherethequestions focusonwhatsupportpeoplerequiretoliveafullandindependentlife. Peopleshouldhaveaccesstoinformationandsupporttohelpthemthroughthe processfrominformation,applicationassessmentandifrequired,appeal.this shouldbuildontrustedservicesalreadyavailableincommunities.manyofour membersmentionedthesupporttheyhadreceivedfromtheirlocalcarerscentres. Advocacyservicesshouldalsobeavailablewhererequired. Wesupportthepositionofanautomaticentitlementtodisabilitybenefitsforsome people.thediagnosisofcertainconditions,providedbymedicalprofessionals, shouldbesufficientincaseswhereitisclearthattheconditionwillhavea significantimpactonsomeone.weunderstandthatthisisacomplexareawhich willrequirecarefulconsiderationbymedicalprofessionals,workingjointlywith disabledpeople,carersandotherstakeholdersindecidingwhatconditionsshould beincludedinthiscategory. Assessment! Thereshouldbeaframeworkfordecisionmaking,butthisshouldnotrelyona rigidpointssystem,asitdoesnotallowenoughflexibilityforpersonal circumstances. Decisionsshouldbebasedontheevidenceprovided,inasmanycasesaspossible TheSocialSecurityAgencyshouldplayaroleingatheringevidence.Forexample, throughthesharingofinformationkeptelectronicallyandaddingarequirementto thegpcontract. Claimantsshouldbeaskedfortheirconsenttoshareinformationandshould receiveacopyoftheinformationsent.claimantsshouldalsobeabletospecify who knowsthembest andcanprovideevidence Assessmentsshouldbeavoided.Wheretheyarerequiredtheyshouldbe undertakenbyasomeonewiththeappropriatetrainingandknowledgeofthe conditiontheyareassessing.thereisnoroleforprivateagenciesandnoplacefor targetsorincentivestoreduceclaims Iftheindividual sconditionorcircumstancesareunlikelytochange,theyshould theynothavetobere>assessed.theclaimantshouldbeabletorequestare> assessmentwheretheirconditionhasbecomeworseandtheymaybeentitledtoa higherrateofbenefit.butwhereitiscleartheirconditionwillnotimprovethey

7 shouldnotberequiredtoundergore>assessment Motabiity!Scheme!and!alternatives!to!cash!payments! WeagreewiththecontinuationoftheMotabilityschemewhichhashelpedmany peopleremainindependent. Ourmembershadmixedviewsinrelationtoalternativestocashpayments.Weare notopposedtothisideainprinciple,butbelievethatitrequiresacautious approachduetothepotentialforunintendedconsequenceswhichhavebeen identifiedbyourmembers.thegovernmenthasindicatedthatthiswouldbean opt>inchoiceforpeopleandweagreethatthisprincipleisessential. Weareconcernedthattheexampleofequipmentandadaptationswasusedinthe consultation.peopleonalowincomewhohavebeenfinanciallyassessedandare notrequiredtopayacontributionfortheseservicescurrentlyreceivethemforfree! Other! Thereshouldbethreelevelsofcarecomponentinordertoprovideapaymentto peoplewithvaryinghealthandsocialcareneedsinamorepreventativemanner. Sanctionsshouldbeended Therewassomesupportforawholelifebenefit,althoughpeoplefelttheyrequired moreinformation. Thereviewprocessshouldbeclear,transparentandasspeedyaspossible.People shouldbeabletogethelpthroughthisprocessandadvocacyprovisionshouldbe availablewhererequired Principles!and!Process! Weacknowledgethatthisisthebeginningofaverycomplexprocess.Carersacrossallour meetingshaveexpressedtheirdesiretocontinuetheirinvolvementindevelopmentsas theyemerge. Wearealsooftheviewthatthecarersbenefitinparticularneedstobefullyreformed. Thisneedstohappenalongsideanewvisionforthedesignandfundingofsocialcare. Socialcarewasalsomentionedatmanyofourconsultationevents.Carersexpressedthe viewthatthesystemwasfailinganddoesnotmeeteventhemostcriticalneeds.atthe momentdisabledpeopleandcarersareaffectedbothbylowincomeandashortfallin availablesocialcare. Untilboththeseissuesareaddressed,theywillcontinuetohaveanimpactonpeople s health,wellbeingandqualityoflife.
