2 Job description Designation: Business Continuity Manager Post Number : Department: Residents Services Division: Safer Communities Division Section: Emergency Services Responsible to (designation): Deputy Head of Emergency Services Employees directly supervised (if any : Council Staff / PCT staff None This is a partnership post between The London Borough of Hammersmith and Fulham and Hammersmith Fulham NHS (PCT). The direct line management of this post comes under the London Borough of Hammersmith & Fulham and it is subject to LBHF terms and conditions. Hammersmith & Fulham NHS PCT will maintain a supervisory line management function over the post with respect to the PCT business continuity work programme. The post will have two locations of work, one at the PCT s head office at Hammersmith Broadway and one at the Council Town Hall on King Street. Both organisations will receive an equal amount of the post holders time although how this time is allocated is flexible based on agreement between the (PCT supervisor tba) and the Deputy Head of Emergency Services. 3 NHS Hammersmith & Fulham Communising Arm Public Health A/D Public Health Hammersmith & Fulham Council Residents Services Department Safer Communities Division Emergency Services Section Head of Emergency TBA Deputy Head of Emergency Business Continuity JOB PURPOSE Be responsible for the development, maintenance and review of corporate business continuity strategies for the Council and PCT that will ensure critical services are maintained at times of service disruption. Act as part of a team for the promotion of business continuity to the local community and voluntary sector organisations. DESCRIPTION OF DUTIES 1. Develop and co-ordinate the production, maintenance and review of the portfolio of corporate business continuity plans for the Council and PCT. 2. Prepare, deliver and implement a corporate business continuity awareness programme, including the delivery of appropriate staff training. 3. Co-ordinate Council and PCT wide business continuity strategies and response arrangements enabling and facilitating the identification of critical functions, events that could disrupt delivery of services, recovery priorities and critical resources required to maintain services. 4. Develop corporate templates that will assist departments/directorates develop their own business continuity plans. 5. Provide advice and assistance to all departments/directorates in order that they can carry out Business Impact Analyses and prepare business continuity plans, consistent with corporate strategies.

4 6. Develop, deliver and evaluate in conjunction with departments a structured exercise programme that will test the effectiveness of business continuity plans and the preparedness of staff. 7. Establish and maintain a corporate group that facilitates and guides the consistent implementation of business continuity planning principles and good practice within Council and PCT departments. 8. Liaise with senior Officers, elected members, other NHS bodies and local authorities, emergency services and public and private organisations in developing business continuity planning capabilities. 9. Participate in, and lead on where appropriate, business continuity projects and initiatives, presenting proposals and reports to elected and Board members, management and staff. 10. Liaise with the Council and PCT s other risk and assurance functions to ensure activities complement each other and work towards the achievement of broader corporate goals. 11. Assist Council senior managers and departments in the operational response to incidents or disruptions affecting service continuity by providing guidance, and working outside normal working hours if necessary. 12. Liaise with other NHS bodies and Councils, government departments, responding agencies and professional groups to ensure business continuity arrangements are in line with current best practice. 13. To participate in the PCT and Council s on-call Service Response Team and respond to emergencies affecting the NHS, PCT, Borough or Council services. 14. Undertake any other duties of a similar nature appropriate to the grade as directed by the Deputy Head of Emergency Services / (PCT supervisor). 15. To ensure all work undertaken including plans and documentation are in full accord with employers policies and take appropriate account of the needs of minority and/or disadvantaged groups Progression to PO4 will require: Full knowledge and experience of managing Business Impact Analyses, IT Disaster Recovery Strategies, 3 rd party service providers, continuity plans and exercises. Full understanding and experience of the application of all Civil Protection Duties. Monitors and reviews delivery of the service in accordance with service standards, performance indicators and comparative data. Delivery of good practice advice to members of the Hammersmith & Fulham Security & Resilience Network.

5 Experience of managing operational service delivery. Delivery of significant improvements in the Council and PCT s resilience levels. Progression to PO5 will require: Ability to deputise for role of Emergency Planning & Out of Hours Service Manager. Ability to perform the role of Silver for the PCT or LBHF. Experience in delivery of all Civil Protection related duties. Leadership in the development and implementation of partnership continuity strategies Management of Complex Incidents. The identification and implementation of opportunities that will enhance service delivery within the section. Extensive experience of council service delivery. The delivery of substantial internal controls in relation to business continuity for the PCT and the Council. Demonstrate the ability to deal effectively with the senior management of the Primary Care Trust and Council. I agree to the above job description Continue on separate sheet if necessary. A Demonstrate the ability to be responsible for the management of a Corporate Business Continuity Programme within a Local Authority and Primary Care Trust which may involve the management of internal or external project staff. B C Demonstrate an excellent understanding of the Civil Contingencies Act and how the principles of Business Continuity Management should be applied within the Public Sector. Demonstrate initiative and excellent communication skills in order to work around planning or logistical problems with any level of personnel. D E F Demonstrate an excellent understanding of Council or PCT service management and the current strategic priorities of these organisations. Demonstrate experience of designing, implementing and ensuring maintenance of a corporate initiative across a large organisation. Demonstrate the ability to deliver an effective Business Continuity training and exercise programme for Local Authority and Primary Care Trust personnel. G Demonstrate experience of effectively managing incidents or events that have disruptive impacts on service delivery.
