4 Na*onal Higher Educa*on and Workforce Ini*a*ve: Expansion Channel Strategy, Cyber Illustra,on Over the past two years BHEF s CyberUP ini#a#ve has made significant impact across regional expansion channels and plans to con#nue to scale these results in new geographies. College / University Projects Regional Ini*a*ves / University Systems Na*onal Networks Na#onal: Expanded BHEF s Na*onal Cyber Network to 20 colleges / universi*es and more than 70 par*cipants in 2013 and received $4.5M NSF grant. Developed na*onal priori*es and ac*on agenda including three working groups: 1. Vision and Growth 2. Talent Development 3. Evidence College / University: In Maryland, helped establish the first undergraduate honors program in cybersecurity, the Advanced Cybersecurity Experience for Students (ACES): Launched in 2013, planning funded by the Sloan Founda*on, while programma*c investment came from Northrop Grumman and was matched by the university Brought Parsons into the project resul*ng in support for ACES scholarships Regional: Expanded CyberUP through the University System of Maryland (USM): Northrop Grumman awarded Cyber Scholars grant to University of Maryland, Bal*more County Introduced collabora*ons linking Raytheon Company with Towson University, and Lockheed Mar*n with Bowie State University through support from the Sloan Founda*on Launched the Undergraduate Cybersecurity Network, Greater DC coali*on with $1M ONR grant 2014 BHEF 4

5 HEWI Expansion and Partner Engagement: Expansion Overview Across its three channels, BHEF is expanding HEWI in two ways: by building on exis#ng projects, and by launching ini#a#ves in new geographies based on market demand. Exis1ng Program Expansion BHEF will build on past successes to con*nue to increase HEWI impact in regional geographies through: 1 Growing individual projects to more students 2 Expanding within university/regional systems 3 Developing regional networks and scaling to the broader region (e.g., from Maryland to the Greater D.C. Area) Expansion in New Geographies 4 New target loca*ons are iden*fied by market demand and member input; HEWI is then launched in each loca*on through one of two approaches: Regional Approach: A region with high workforce need and poised for partner engagement to form a network College/University Approach: A college or university program with poten*al to expand with BHEF support Illustra,ve Map 2014 BHEF 5

Elevate the region s cyber workforce needs and promote state and federal policies and investments to support adop*on of cyber strategies developed in Maryland using a strategic partnership with the Greater Washington Board of Trade. Apply the learning from Maryland, both the network and launch of projects, to a en*rely new region responding to the high demand for cyber professionals building a regional network to support projects that create career pathways with mul*ple onramps for low- income students to cyber creden*als and careers. Create a community of future cyber leaders by exposing select groups of undergraduates to enriched internship experiences including social ac*vi*es, professional development, and mentored internship work. Apply the learning from Maryland, both the network and launch of projects, to a en*rely new region by building a regional network to support projects that create career pathways with mul*ple onramps for students, including veterans and military dependants, to cyber creden*als and careers..

9 Na*onal Cyber Network Implementa*on Approach To accomplish the Network s agenda, BHEF will both support the Network directly with its own staff and set up three commi_ees to engage network members in implemen#ng the priori#es. Establish Na#onal Partner Network Set Vision and Growth Plan Develop Cybersecurity Talent Codify Cyber Evidence and Advance Policy Progress To- Date Next Steps In 2012, BHEF launched its Na*onal Undergraduate Cyber Network Membership has expanded to more than 70 par*cipants, represen*ng more than 20 colleges and universi*es as well as business, government, and other stakeholder partners An agenda and priori*es for both the Network and for BHEF have been set based on the 2013 convening. 10 Na*onal Cyber Network & Future Growth BHEF s Na#onal Cyber Network convenes business, higher educa#on and other leaders, sets the cyber workforce strategic agenda, and provides a plaaorm to scale effec#ve prac#ces across the na#on. Descrip#on BHEF s Na*onal Cyber Network hosts an annual Cyber convening to share the research findings and highlight effec*ve and replicable cyber program prac*ces. Working sub- commi_ees of partner organiza*ons will focus on: Vision and Growth Set long- term priori*es for the network Cyber Talent Development Develop competency frameworks, work experience rubrics, as well as guiding principles for academic programs development & assessment Cyber Evidence and Policy Develop insights into priority challenges in cybersecurity (e.g., strategic workforce surveys to priori*ze problems); integrate high- impact prac*ces on persistence into cyber pathways The na*onal network aims to: Shape and focus the na#onal dialogue on cybersecurity demand and the need for engagement and persistence of low- income students and underrepresented minori*es Create a robust channel through which business- higher educa#on partnerships can be built, expanded, and share lessons for adop*on of evidence- based prac*ces Inform BHEF s strategic selec#on and priori#za#on of future expansion sites Outputs Valida*on of industry- recognized creden*als, work experience rubrics and play book based on employer & higher educa*on input Increased baccalaureate aiainment and cybersecurity career pathways for low- income students and underrepresented popula*ons Research to inform policy Na*onal and state policy agenda How is this Expansion Strategy Disrup#ve? Bringing leaders together at the na*onal level disrupts the status quo of compe**on within and across stakeholder groups The na*onal plamorm further scales ins*tu*onal change, across regions, through sharing of effec*ve prac*ces and policy
