9 Possible Strategic Actions Decline in utilization of dental care among young adults Increase oral health literacy; Promote value of dental care and dental benefits; Expand scope of practice for dentists. Continued austerity within state budgets Demonstrate that dental benefits are a good buy in Medicaid, e.g. the cost of evaluating toothaches in hospital emergency rooms. Possible Strategic Actions Shift from financing procedures to financing outcomes Lead in the development of quality and outcome measures (DQA). Pressure on dentists to become more efficient Help dentists manage their practices more efficiently, e.g. ADA s CPS initiative. 9
