4 Federal On-Scene Coordinators The federal On-Scene Coordinator (FOSC): The FOSC is the federal official responsible for directing efforts at the scene of a discharge or potential discharge of oil and hazardous substances. The OSC is the federal official responsible for containment, removal and disposal efforts and will provide a point of contact for coordination federal efforts with private, local, and state responders In general, the OSC has the following key responsibilities during and after a response to a hazardous substance release or an oil spill: (1) assessment and evaluation (does a threat to human health or the environment exist?); (2) monitor cleanup efforts by responsible parties; and (3) direct EPA funded stabilization and removal activities There are currently sixteen OSCs in Region 9

15 National Response System When do we Respond? Oil spills which have reached, or have potential of reaching, waters of the United States within the Inland Zone; Oil spills reported at, or greater than, 5,000 gallons; Train derailments involving the spill or release of oil or hazardous chemicals or substances; Fires and explosions involving chemicals, pesticides, petroleum, or other hazardous substances; Pipeline ruptures, failures or accidents; Releases of oil, hazardous substances, pollutants or contaminants which could endanger a drinking water intake, recreational area, or protected ecological area; and, Releases which may be classified as deliberate acts of terrorism or of National or Regional significance.

46 Region 9 Response Support Corps RSC is a new group of dedicated and trained EPA volunteers, administrative and technical. RSC support is requested by an OSC or by an Incident Command. RSC can support EPA-only incidents or those under an Incident Command System (ICS).
