1 4 SENIOR SOCIAL WORKERS - ADULT AND CRIMINAL JUSTICE SOCIAL WORK SERVICES 1. Reason for Report The reason for this report is to seek Members agreement to the establishment of Senior Social Worker graded posts within Adult Services and Criminal Justice Social Work teams and a process for assimilation of Senior Practitioners into Senior Social Worker posts. 2. Report Summary 2.1 The professional career grade for social workers agreed by the Council in September 2004 took the place of the existing senior practitioner grade. This requires that the existing senior practitioner posts are reviewed to determine whether the role is consistent with that of a senior social worker post or the new career grade post. A management process will be operated to objectively assess each post against a proposed set of criteria. The effective date of any change will not be before April The proposed establishment of senior social worker posts in Adult Services and Criminal Justice social work teams will give consistency with the posts already established in Children and Families Services social work teams. It will establish a 4 tier career pathway of social worker - career grade social worker - senior social worker - team manager in fieldwork teams. 3. Glossary of Terms Dip SW - Diploma in Social Work SVQ - Scottish Vocational Qualification SWlA - Social Work Inspection Agency 4. Recommendations Members are asked to agree: 4.1 to support the development of a management process to objectively assess current Senior Practitioners in Adult and Criminal Justice Social Work Services into the Senior Social Worker post using the following criteria: Registered as a social worker with Scottish Social Care Council 0 4 years post professional qualification (Dip SW or equivalent experience) 0 A recognised Post Qualifying [PQ] Award or a Senior Practitioner who does not have a PQ Award but otherwise meets assimilation criteria and can demonstrate a commitment and ability to work towards a PQ Award. Criteria for this element need to be developed and agreed before the assimilation process can be finalised. 0 Has delegated management responsibility

2 I Carries out delegated case decision making responsibility Chairs care planning meetings for complex needs cases Co-ordinates and leads adult protection investigations Carries out professional supervision for qualified social workers and/or nonprofessionally qualified staff who have case management responsibility. Carrying out professional development planning for staff under supervision Deputise for the team manager, as necessary, during holiday leave and short ii I- heal t h absences. Responsible for alerting the team manager about, and assist in the management of, more complex and higher risk case issues. Assists the team manager to carry out staff health and safety requirements; 4.2 to support the establishment of Senior Social Worker posts in Adult Services and Criminal Justice Social Work Service; and 4.3 to refer this report to Asset Management committee with a recommendation for approval of the assimilation criteria and establishment of Senior Social Worker posts. 5. Corporate Plan Links and Contribution This proposal supports the Corporate Plan priority to provide services for vulnerable and older people, especially people with disabilities. The role of these staff will be to support personal development and learning of other staff and contribute to the priority of lifelong learning. 6. ResourcesNalue for Money Assessment The post holder in each post that meets the assimilation criteria will be placed at spinal column point 42 within the PO3 grade with effect from the date they met the criteria. The estimated additional annual cost for each post is f Additional costs estimated at f 12, Risk Assessment This development is part of the workforce development that began in September 2004 and Recommendation 12 of the SWlA report states that this work should be progressed. It is very likely that non agreement of the proposal will result in the services not being able to provide adequate professional supervision of staff, a delay in assessments of need and care planning meetings and limits to the provision of training. There would also be a negative impact on the morale of a group of experienced staff. 8. Consultations The Director of Finance, Corporate Director for Corporate Services and the Trade Unions have been consulted and their comments are incorporated into this report. 9. Background 9.1 A number of Senior Practitioner posts have been established within Adult Services since 2002 to provide line management, supervision and support for the non qualified Care Co-ordinators. These Senior Practitioner posts enabled the introduction of a competency based training qualification for Care Co-ordinators with Senior Practitioners acting as their workplace supervisor and assessor for the SVQ

3 4 - Care Level 4 programme as well as line manager for case management decision making. This was to ensure that practice as a whole is based on recognised competency based standards, i.e. Diploma in Social Work for Social Workers; SVQ for Care Co-ordinators. 9.2 The Care Co-ordinator position has also been introduced into the Learning Disability team structure and Senior Practitioners appointed to provide the supervision and support to the staff and to carry out delegated management responsibility. These Senior Practitioners were all appointed from within the existing staff establishment. 9.3 Several Senior Practitioner posts have also been established in other areas of Adult Services in recognition of their enhanced professional responsibilities but they do not carry delegated management responsibility. A Senior Practitioner post in Criminal Justice Social Work has enhanced professional responsibilities and undertakes some supervision and training. 9.4 The Children and Families Service staff structure was comprehensively reviewed in 2001 and this has resulted in the establishment of Senior Social Worker posts Children and Families fieldwork teams. The posts carry delegated decision making responsibility and responsibility for supervising qualified Social Workers. Children and Families Service also has Senior Practitioners who have enhanced professional responsibilities. 9.5 The existence of one grade being utilised for two different positions within social work services - one with designated management responsibility and another with enhanced professional responsibility - has resulted in some confusion, which the proposals in this report seek to address. 9.6 The Education and Community Service Committee agreed in September 2004 to a career grade post. This post retained the title of Social Worker but progression to this post is based on evidence of a post qualification [PQ] award, a requirement that the social worker deals with highly complex cases, providing a mentoring role to other practitioners and is practising skills and responsibilities inherent in the relevant PQ Award. The new posts were graded at PO2 and were introduced in The awards designated for progressions to the career grade position are: e Advanced Criminal Justice Award e Mental Health Officer e Certificate in Child Protection e Practice Teaching Award 9.7 Agreement was also given that if a qualified Social Worker is currently operating as a Senior Practitioner or Planning and Assessment Officer (in Children and Families Services), these posts would be regraded at P02. Similarly, Senior Social Workers, who have responsibility for supervising Social Workers, were regraded to P03; and Team Managers were regraded to P The developments outlined above meant that the Senior Practitioner post title, graded at P02, is no longer appropriate. Either the existing Senior Practitioner meets the professional career grade criteria or, the post has been designed to carry out delegated first line management responsibility and the range of tasks are similar 3

4 to the Senior Social Worker post in Children s Services. 9.9 As a consequence, all qualified social workers were advised by the Director of Education and Community Services in June 2005 that existing Senior Practitioners would have their posts considered and be re-graded either as a Senior Social Worker or lose the title of Senior Practitioner and become a career grade Social Worker, if they met the appropriate criteria for this. This report sets out a process to meet that commitment given last year. 10. Current Role of Senior Practitioners 10. I An increased level of demand has been made on front line managers from the introduction of new legislation including Adults with Incapacity Act 2000, the Mental Health [Care and Treatment][Scotland] Act 2003 and the Management of Offenders [Scotland] Act A further increase is anticipated once the Adult Support and Protection [Scotland] Bill currently progressing through the Scottish Parliament becomes law. Current information on social work activity in relation to this legislation indicates both are significant growth areas in terms of staff and management resources, Consequently a more structured approach is required in terms of management decision making and policy and procedure development and implementation. All of which re-inforces the need for enhanced management input at the front line Some Senior Practitioners within Adult Services and Criminal Justice Social Work Services are carrying out delegated management tasks such as formal supervision and supporting practice development and day-to-day work. They are also operating delegated decision-making responsibility in respect of their work. It is inevitable that a significant number of cases, which begin as simple and low level, develop more complexity and risk as needs and circumstances change. When teams operate with a mixture of Care Coordinators and Social Workers it is vital that the appropriately qualified staff manage them. Currently the Senior Practitioner position is crucial for ensuring this process happens effectively Some Senior Practitioners are carrying out tasks delegated to them by the Team Manager. This has been a natural response to the demands now placed on the Team Managers to ensure that the continuing growth in customer needs and related risks can be managed within resources. Team Managers are under increasing pressure to find the time to effectively meet the requirements now placed on them to manage day to day team activity including delegated budget decisions as well as monitor, review and report on team performance and to oversee and coordinate changes related to Best Value, service strategy, redesign, new legislation and policy In the Older People s and Learning Disability Services the need for a first line manager post, similar to a Senior Social Worker, was effectively agreed with the establishment of the Senior Practitioner post. There are currently six Senior Practitioners reporting directly to Team Managers in Older People s Services. One Senior Practitioner [Hearing Impairment] reports to Team Manager OT and Sensory Support and there are two Senior Practitioner reporting to Team Managers in Learning Disability Services 10.5 A Senior Practitioner post in Criminal Justice Social Work has enhanced professional responsibilities and undertakes some supervision and training of staff. There is one Senior Practitioner post in the Community Mental Health service. The 4

5 operation of the Community Mental Health Teams is presently being reviewed and the outcome of this work will determine the appropriate social work staffing for this service A job description for a Senior Social Worker post in Adult and Criminal Justice Social Work Services has been developed and has been graded by Human Resources. The tasks include the requirement for professional social work practice as necessary. The creation of this post will establish a 4 tier career pathway of social worker - career grade social worker - senior social worker - team manager in social work fieldwork teams. 11. Assimilation Process 11.I An objective management process will be developed in consultation with Human Resources to enable the objective assessment of each existing Senior Practitioner post against the following set of criteria that must be met for the post to be assimilated to a Senior Social Worker post: e Registered as a social worker with Scottish Social Care Council; e 4 years post professional qualification (Dip SW or equivalent) experience; e A recognised Post Qualifying Award or a Senior Practitioner who does not have a PQ Award but otherwise meet assimilation criteria and can demonstrate a commitment and ability to work towards a PQ Award. Criteria for this element need to be developed and agreed before the assimilation process can be finalised; e Has delegated management responsibility; e Carries out delegated case decision making responsibility; e Carries out professional supervision for qualified social workers and/or nonprofessionally qualified staff who have case management responsibility; e Carrying out professional development planning for staff under supervision; e Deputise for the team manager, as necessary, during holiday leave and short ill-health absences; e Responsible for alerting the team manager about, and assist in the management of more complex and higher risk case issues; e Assists the team manager to carry out staff health and safety requirements; e Chairs care planning meetings for complex needs cases; and e Co-ordinates and leads adult protection investigations The assimilation process will identify the need for retrospective payments to staff. How far this goes back will depend on the length of time they have met the criteria but will be no earlier than April 2005 [the date social workers were regraded]. In line with the decisions made by Members in September 2004, the Senior Social Worker grade will continue to be on a temporary basis pending a full review of the service and the outcome of Single Status.
