3 Introduction National Transport Medical Institute has long history. The Medical Center which belonged to the South Western Bus Company was located in the premises of the Ratmalana Depot of the Company Limited was vested in The Ceylon Transport Board with the nationalization of bus companies. Medical facilities were supplied to the employees of the company at the time the bus company was functioned and after the nationalization; medical facilities were supplied to the Ceylon Transport Board. But later it was identified as The C.T.B Medical Division. Subsequently the Medical center which was located within the premises of Ratmalana Depot as an independents Institute from as per the National Transport Medical Institute Act No.25 of 1997 was shifted to the premises belonged to C.T.B at No.170, High Level Road, Nugegoda functions as an independent Institution under The Ministry of Transport as National Transport Medical Institute and now this premises belonged to our institute. At present eighteen branch offices are being functioning through out the country excluding the Head Office at Nugegoda in order to extend their Services Supply by us to maintain the health of all the heavy vehicle drivers of the country in a good condition on the powers delegated by the National Transport Medical Act.No. 25 of

5 (i) (ii) (iii) Inspect the physical and mental suitability of all applicants to direct the medical suitability for a heavy driving licence. Contribute to minimum the number of road accidents by issuing suitable medical certificates obtainable driver licences only for the applicants who are having physical and mental suitability. Collecting and analysis of data in respect of deathly and mortal accidents and utilize those data for future Planning. Functions The functions of the National Transport Medical Institute are given as follows -: a) To provide medical services and assistance to drivers and operators operating or driving all categories of motor vehicles including heavyduty vehicles. b) To examine drivers and operators of all categories of motor vehicles including heavy-duty vehicles and furnish certificates of physical and mental fitness to such drivers and operators. c) To carryout medical examinations on drivers and operators of all categories of motor vehicles including heavy-duty vehicles and furnish recommendations regarding their suitability and fitness. d) To provide medical services and assistance in the cases of accidents involving any category of motor vehicles. e) To ensure either by itself or in consultation with other organizations that motor vehicles of all descriptions are operated or driven only by person who are physically and mentally fit and competent. 3

6 f) To appoint a panel of suitable Medical s to various districts and provinces for the purpose of discharging its functions. g) To render medical advise and recommendations on industrial hygiene and industrial accidents. h) To provide advise and special guidelines relating to the quantum of compensation or damages payable in cases on accidents. i) To set standards and prescribe parameters regarding transport medicine to be adopted and implemented by the relevant implementing authority. j) To render medical services and assistance to drivers and operators employed in companies formed under the Conversion of Public Corporations or Government owned Business Undertakings into Public Companies act No.23 of 1987, public corporations and Private Omnibus Companies, registered under the National Transport Commission Act No.37 of The main divisions of the organization presently consists of I. Unidentified communications gaps among the internal stokeholds 3. Underdeveloped information storing system 4. Lack of a Development Plans at branch levels. 5. No proper network among the medical practitioner those who are issuing light vehicle medical certificate. 6. Absence of land buildings for improvement of branches 7. Absence of Database. 8. Enough building facilities are not available for expanded activities of the Institute and loss of market value rental(sltb Regional Office, Training school are locate in this premises) 6

The DMT act not insisting on the medical report issuing due to under facilities. 4. Absence of own building for establish branches in district level.. 7

10 Strategic Plan for the Year 2012 In order to follow main principles is achieving our objectives, following basic strategies / tools would be used in all our planned, activities where appropriate. Arrive at our decisions after careful examination on the subject followed by our Authorities. Educate and empower the stakeholders to participate in our decision making processes. Consult relevant stakeholders before reach to final decisions on technical matters. Conduct information collection, inspection, testing reporting and recommended activities to enforce standards etc. Compare our institute with the recognized other institutes which provide similar services. Give adequate time to respond / improve performance to our decisions When making policy decision consults all relevant authorities and the Ministry. Inquire frequent expected performance and impact assessment to evaluate our own performance. National Transport Medical Institute as the medical services provider and recognized government institutions in the transport sector take required steps towards achieving its broad objectives mentioned above by engage fulfilling of identified sixty services and other related services for the customers. 8

11 Strategies to Increase Revenue & Reduce Expenditure (a) Increase Revenue 1. Conducting awareness programmes for driving license applicants through GA / Divisional Secretariat. 2. Provide quality service to the customer through computerization and proper training. 3. Establishment of islandwide new branches. 4. To seek an amendment of the Motor Traffic Act to incorporate, NTMI activities. 5. To obtain the second floor of NTMI this is occupied by the SLCTB at present to expand our medical activities. 6. Establishment of x-ray plant in one or two key branches. 7. Improve laboratory facilities to the public. (b) Reduce Expenditure 1. Computerization (less minimize paper work, less time consumption) 2. Reduce unnecessary expenditure 3. Improve financial and administration procedures 9
