3 General Information Why attend a Senior Service School or Fellowship Program? - Provides a broadened perspective of national security and public management. - Prepares officers for Senior Officer/ Executive-level responsibilities in military and national security positions. - Lifelong learning is valued by the organization.
4 General Information - There are 19 programs available for AY total tabs (ESNS, Nat l War College, & Naval War College all have tabs). - Members can apply for as many programs as they meet eligibility requirements Use e-resume & comments to show desires/rank order. - Return on Investment (ROI) MIT- SDM, CIO, and ESNS (Acq) have specific ROI For all other programs, expect to serve in an appropriate payback assignment. OPM will seek Program input in identifying a follow-on assignment where the service can best utilize your newly acquired educational experience. - Obligated service 3 months for each month of school. No obligated service requirement for O-6 programs.

7 Eligibility Requirements O-5 War Colleges and Fellowships (Does not apply to Sloan, CIO & MIT-SDM) - O5/O5(s) - Tour complete in AY-15 - Not yet selected for O6, - O5s in-zone for O6 in PY-15 can also apply (will change in PY16), but will be removed if not selected - O4s in-zone for O5 in PY15 may also apply - Command endorsement not required if tour complete in AY-15
8 Eligibility Requirements O-5 War Colleges and Fellowships - Command Endorsements are only required if not tour complete. Not reviewed by panel unless required Only require impact on unit (ie. Backfill rqmts) - For War Colleges Must complete JPME Phase-1 prior to May 2015 Title 10 Law Requires completion of JPME Phase 1 prior to convening JPME Phase 2 - Navy War College programs - Air War College programs - Marine War College programs - Army War College programs - National War College - Eisenhower School for National Security
9 Eligibility Requirements O-5 War Colleges and Fellowships - What is Joint Professional Military Education (JPME) Phase 1? - JPME 1 is earned through completion of a DoD Command and Staff College. - Complete any DOD approved distance learning course. - Air Force program can be completed in 6-8 months. - Navy program is months.
10 Eligibility Requirements (cont.) Sloan - The panel will consider: - Have demonstrated the ability to perform well at the graduatelevel, - Command endorsement required, - Letters of recommendation will not be accepted, and - GRE/GMAT scores are not required.
11 Eligibility Requirements (cont.) MIT - Systems Design and Management (SDM) - Hold a Masters of Science in engineering or an equivalent degree, - Three or more years professional experience in a technical field, includes leadership experience, BS degree in engineering or hard science (such as biology, chemistry or physics), and 5 or more years of professional experience, preferably combined with graduate engineering education, - Command endorsement required, - Letters of recommendation will not be accepted, and - Standardized test scores (GRE OR GMAT) within the last 5 years recommended but not required at time of application.
12 Eligibility Requirements (cont.) Center for Strategic and Intelligence Research Fellowship - Previous Intelligence Tour, - Targets officers with a MS Degree (Intelligence or related field preferred), - Be tour complete, - Must be TS/SCI eligible, and - Positive command endorsement.

NDU Chief Information Officer (CIO) - Targets officers with strong academic and technical background in C4IT - At least 8 years of field and enterprise level C4IT experience prior to course convening - Time spent in Post-graduate opportunity or other AE program does not apply towards tour experience

15 Application Procedures - Must request to screen via e-resume Use position numbers contained in ALCGOFF 040/14 to apply for schools. Can apply for as many programs as desired as long as prerequisites are met. - Must meet Program Specific Requirements for; SLOAN MIT-SDM CSIR CIO
16 E-Resume Timing - Detailers can see all E-Resume submissions - Deadlines SEFP/SCSP 15 Jun - Apply on the same E-Resume - No need to prioritize Senior Command Screening opportunities over SEFP, but you should rank order desired SEFP programs since nominations for programs are directly connected to how a member prioritizes these opportunities - You can add other special Assignments or other desired positions O-5 Special Assignment E-Resumes are due 1 Aug - Submission of this E-Resume will not over write past submissions All other O-6 and below E-Resumes are due 01 Sep 2014
17 E-Resume Timing Cont What if a member has screened for a Command and SEFP opportunity? Officers affected will be contacted by their assignment officer If member selects a SSS opportunity over a command opportunity then the process stops. If member desires to continue to compete for a command opportunity; They will submit an E-Resume listing specific command opportunities, followed by SSS. If the officer does not compete for a command opportunity then the member would go to the SSS previously selected for.

20 Waivers If you do not meet the eligibility requirements, you may request a waiver from PSC-OPM per ALCGOFF 040/14: - Should request via page 11, Full Text Resume and provide justification for the request - PSC-OPM will release an initial candidate message OOA 18 July, which will include candidates with an approved waiver request Waiver review will take into account the following: - Future eligibility window - Tour length and tour completion date - Past eligibility - Officers currently in a Command position not yet tour complete will not normally be granted a waiver - Waivers will not be granted a waiver for missing application deadline
21 Eligibility Notification Process - Initial SEFP Candidate Message will be released OOA 18 July - Final SEFP Candidate Message will be released OOA 04 August - All waivers will be collectively reviewed - If your waiver was approved, your name will appear on the initial candidate message - If disapproved you will be notified individually via - There will be no appeal to the waiver process
22 Command Major Screening and Senior Education Fellowship Panels - SEFP candidates for O-5 programs will be notified of their selection via the SEFP results ALCGPSC message - Primary O-5 SEFP candidates will be listed on the results message by program in alphabetical (vice precedence) order - Alternates will not be assigned to a specific SSS program on the results message, but will instead be listed on a consolidated list in alphabetical order
23 Command Screening and Senior Education Fellowship Panels Cont. - Should an alternate be necessary OPM will use the panels program-specific criteria to fill the need from the alternate list - Selectees should anticipate that orders to SSS will be issued in November or early December.
