1. Regulatory Framework in Europe 25 th November 2009 the European Parliament and the European Council adopted the so-called Communications Package that includes: Directive 2009/136/EC Directive 2009/140/EC

1. Regulatory Framework in Europe 25 th November 2009 the European Parliament and the European Council adopted the so-called Communications Package that includes: Directive 2009/136/EC amending Directive 2002/22/EC on universal service and users rights relating to electronic communications networks and services, Source:

1. Regulatory Framework in Europe The European Commission contracted BEREC (Body of European Regulators for Electronic Communications) with the investigation of the key issues influencing an open and neutral Internet. The Expert Working Group EEC BEREC, composed of experts and representatives of various European Union regulators worked on the report "A Framework for Quality of Service in the scope of Net Neutrality.

2. Quality Parameters in Mobile Networks Recommendation ETSI TS (1-6) [14-18] The special conditions for measurements made in GSM/UMTS networks QoS parameters for various services in the GSM/UMTS networks

2. Quality Parameters in Mobile Networks Recommendation ETSI TS (1-6) [14-18] Coverage maps with signals in 2G and 3G technologies GSM technology UMTS technology Establishment of measurement sites (urban, rural, motorway, etc.) Establishment of duration, frequency and time of measurements Establishment of measurement scenarios, mode of operation of the measurement terminals (automatic, not automatic), portability of the measurement terminals (fixed, mobile)

2. Quality Parameters in Mobile Networks Recommendation ETSI TS (1-6) [14-18] QoS parameters for various services in the GSM/UMTS networks Voice Service Data Transmission FTP, Service (download/upload) and HTTP Service Mean Data Rate in [kbps] SMS Service MMS Service

5. Conclusion and future works The results contained in this paper permit the very first assessment of the services of Internet providers from an objective, technical point of view. From the end-user's point of view, however, there are further non-technical parameters that influence their judgment of Internet access, e.g. price per megabyte of transferred data, flexibility of the upload / download process, and how the cards operate. Measurements of additional QoS parameters are necessary before the quality of a service can be assessed completely. And then there is also the question of suitable QoS measuring systems. It is altogether a very complex matter indeed that must be tackled in furtherreaching work. The authors are already planning their strategy.
