5 CTE certificates are classroom certificates designed for teaching in the CTE assignments, preparing students for specific occupations. NOTE: There is no single certificate called Career and Technical Education There are two general types of CTE certificates: Certificates that require skill, experience, and licensing in specific occupations Certificates that do not require skill, experience, and licensing in specific occupations
6 How do I get a teacher CTE Certified? Regardless of a person s prior experiences or education, they must go through the required certification process! Just like I would have to do to become an attorney or a cosmetologist, etc. (In some instances, adding a CTE certificate might not be necessary teacher might be eligible to teach the CTE course with their current certificates. Refer to TAC 231.)
7 How do I get a teacher CTE Certified? The process will be different for each individual and it would be best for the candidate to contact SBEC. In general, if a teacher already holds a valid Texas teaching certificate, he/she may test out of any of the CTE areas that do not require work experience. (Agriculture, Business, FCS, and Technology Education.) For Marketing, Health Science Technology, and Trades and Industrial Education, there are other requirements that must be in place in order for certification to occur.

10 HQ and NCLB In order to teach the new CTE courses for academic credit, instructors must meet the highly qualified provisions under the federal No Child Left Behind Act. Under HOUSE rules, subject-matter competency is the critical component for CTE teachers teaching math, science, fine arts, or speech. According to the law, this can be demonstrated through: coursework, passing a certification test, or meeting HOUSE.
11 NCLB Highly Qualified NCLB highly qualified requirements Bachelor s degree and Full state certification or 24 semester credit hours with 12 hours of upper division in subject Pass content exam or High, Objective, Uniform Standard of Evaluation (HOUSE) for experienced teachers

21 CTE Certificates Prior Experience Required CTE Certificates that require skill and experience in an occupation: Health Science Technology Education Marketing Education Trades and Industrial Education Statement of Qualifications (SOQ) form, detailing prior wageearning work experience, must be approved by an educator preparation program. The SOQ form can be found on the TEA website at Texas Education Agency 22
22 Health Science Technology Education 8-12 Bachelor s degree from accredited university Current license in a health care profession, which must require at least two years of college. (Ex: RN, Dental Hygienist) Two years of full-time wage-earning experience in a health care profession utilizing the license listed above. Completion of an approved educator preparation program Teach in the assignment for one year on an emergency permit or probationary certificate Pass the TExES for PPR EC-12 #160 and Health Science Technology 8-12 #173 23
23 A note about HST the SBEC will likely need to develop rules for implementation, perhaps as early as August. Stay tuned. Most likely will know more after the SBOE meeting this week.
