1 Vocational Teacher Education Application Guide 1 (15) The vocational teacher education program includes basic studies in pedagogy, teacher training and vocational pedagogy studies. The objective of the program is to provide the knowledge and skills for the guidance of student learning and the development of the changing field of education and its related professions. Upon completion of the program in vocational teacher education, the graduate receives a diploma of pedagogical studies for teachers (60 credits). The pedagogical studies (60 credits) are part of the qualification requirements for teaching faculty, which vary according to where a person is employed as a teacher. In order to fulfill the requirements, in addition to the aforementioned pedagogical studies, a teacher in vocational education must complete the education specified in decree 986/1998 and have work experience. The following information is requested in the application form: Personal data Preference for place of study Educational background and degrees Pedagogical studies Further professional education Current employment and position Work experience in professional field Teaching and training experience Merits and special activities. Please submit (by mailed envelope) a carefully and fully completed application form by January 24 th, 2014 at 4:15 p.m. (16.15.) to your first-choice teacher education institution. Late applications will not be accepted. Numbered copies of certificates and other appendices must be submitted by January 31 st, 2014 at 4:15 p.m. (16.15). Applications with missing documentation will be ignored. If one appendix provides documented proof for several items, it is not necessary to copy and attach it several times. Instead, clearly label the appendix number to which you are referring on the document. Don t use a number if you haven t entered any information on the applicable cell of the form and if you don t have any attachments. Send the missing documents as soon as possible, because the time is limited and we cannot proceed without the documents. The applicant must verify his/her qualifications and the matters that affect scoring by submitting necessary copies of certificates. Because you are required to prove the authenticity of the information you submitted, the teacher education institution can request that you provide the original certificates or official Finnish translations of them. Your application will be checked and scored by your first-choice teacher education institution.

2 Vocational Teacher Education Application Guide 2 (15) Entry requirements According to Act 351/2003, a person with the education and work experience required for a teaching post at a polytechnic or an institute of vocational education can be admitted to vocational teacher education. Qualification Requirements for Polytechnic Teachers (Decree 352/2003) To be qualified for a principal lecturer s position at a polytechnic, one must have a relevant licentiate s or doctoral post-graduate degree. A relevant master s degree is required from senior lecturers. For a specific reason, subsection 1 notwithstanding, a person with a Master s degree may be appointed to the post of Principal Lecturer, and a person without a Master s degree to the post of Senior Lecturer, if this person is very familiar with the subject area of the post. In addition, Principal Lecturers and Senior Lecturers, whose tasks mainly include the provision of professional studies, have to have at least three years of practical experience in duties consistent with the degree. A Principal Lecturer and Senior Lecturer must complete at least 35 credits of teacher education studies within three years of starting the position/from appointment to the position, in the event he/she did not already have such an education at the time of starting in the position or at the time of appointment. Qualification Requirements for Vocational Subject Teacher Education (Decree 986/1998) The qualifications required from teachers providing instruction in vocational subjects are 1) a relevant university or polytechnic degree; 2) pedagogical education for teachers of at least 60 credit points (35 credit units); 3) a minimum of three years of work experience in a field corresponding to the teaching position. Application of clause 1, section 1 of the qualification requirements for a relevant university-level degree can be disregarded on the condition that within the university degree system there is no required and applicable university level degree decided by the education provider or if the teaching assignment decided by the education provider requires particularly strong or specialized practical expertise. In this instance, the teacher must have the applicable specialist vocational qualification for the teaching assignment decided by the education provider or, in the event that there is not a specialist vocational qualification, other applicable degree or education in the degree structure, the teacher pedagogical studies mentioned in clause 1, section 2 apply, as well as a minimum of 5 years of practical work experience in a field corresponding in content to the teaching assignment decided by the education provider. A relevant Master s degree is required for vocational teacher education in the field of social services and health. In the field of social services and health, a person who has a relevant polytechnic degree, pedagogical education for teachers and a minimum of five years of work experience in a filed corresponding to the degree, is also qualified as a vocational teacher. Exception can be made in the vocational studies for the field of social services and health concerning an applicable tertiary level university degree or applicable polytechnic degree in the qualification requirements regulated in clause 2 for the fields of hair and beauty care leading to vocational degrees. Persons who have completed at least three years of relevant studies and who have artistic or other professional merit in the field are also eligible for teacher education within the fields of dance and circus.

3 Vocational Teacher Education Application Guide 3 (15) For a specific reason, a person with a specialist vocational qualification in the field, or who in some other way has developed a high level of expertise through education or work experience, is also qualified to provide other further vocational education except education preparing for a specialist vocational qualification. Qualification Requirements for General Subject Teacher Education in Vocational Education (Decree 986/1998) The instruction, aiming to develop and complement professional skills, offered in Finnish, Swedish, foreign languages, mathematics, natural sciences, humanities, social sciences, sports and other practical and art subjects, as well as that of health education (Act 630/ , sect. 2) can be provided by a person who 1) has got a master s degree with at least 120 credit points or 55 credit units or equivalent studies in one of the subjects he/she teaches plus at least 60 credit points or 35 credit units or equivalent studies in the other subjects he/she teaches; or has got the degree of Master of Science in Technology in a relevant degree programme; and 2) has completed pedagogical education for teachers of at least 60 credit points (35 credit units). A relevant degree of higher education provides qualifications for teaching posts in the following specific areas: practical and art subjects except for sports, humanities and social sciences, information and communication technology included in mathematics and natural sciences, and health education. The entry requirements regarding both education and work experience must be met by January 24 th, The applicant must prove qualifications with official copies of degrees. Selection procedure The one-phase selection is based on the application form. It is implemented according to the selection criteria agreed on by teacher education institutions, considering your choices of preference. Your application form will be scored if you have been found eligible. Identical criteria and (point) scales are used for scoring in every teacher education institution. Your application will be scored in your first-choice institution. The areas to be scored and maximum points in them are as follows: degrees 15 pedagogical studies 13 further professional education 3 employment 6 work experience (non-teaching) 10 teaching experience 7 special activities 8 Total maximum 62 points In case applicants have similar points the criteria below will be applied: 1. First preference for admission 2. Full-time vocational teacher 3. Full-time teaching experience over 24 months 4. Full-time teaching experience from months 5. Full-time teaching experience from 6-16 months 6. Part-time teaching experience over 24 months 7. Work experience in field related to education over 10 years 8. Work experience in field related to education over 5 10 years 9. Work experience in field related to education from 3 5 years. If the applicant selection is not finalized based on the aforementioned criteria, a random computer-generated selection will be employed.

4 Vocational Teacher Education Application Guide 4 (15) Selection process schedule Non-eligible applicants will be mailed letters of rejection on March 24 th, Others will be notified of the results in a letter mailed on April 14 th, Confirmation of enrolment (student place) Approved candidates will receive a student place confirmation form along with the letter of acceptance, sent by their teacher education institution. It is to be returned to the same institution by April 25 th, 2014, or the candidate will lose his/her enrolment (student place). Supplementary selections Supplementary selections take place if there are vacancies due to approved candidates rejecting their student places. Every qualified applicant who was not selected to the program will be placed on a waiting list according to the number of points received. When a study place becomes available, the teacher education institution will contact the next person in line according to the points received. If you are selected to the school of your first choice, you cannot be selected to any other school. If you have been selected to a school of your secondary choice, you have to accept the student place. You cannot wait for a possible vacancy in another school. Appealing According to the Act on Personal Data Registers (523/1999), the applicants have the right to check their personal information. You can check your information either at your first-choice teacher education institution or at the one you have been accepted to. If you think the selection was not made in accordance with the selection criteria, contact the teacher education institution. Guidelines for filling in the application form Please fill in the application form carefully and completely. Compulsory fields are marked with an asterisk (*). Applicant (01 14) 03 You can only use one of your officially registered first names in the application form. (Nicknames are not allowed.) 04 Enter your complete social security number. If you do not have a Finnish social security number, fill in your date of birth (ddmmyy) Even if you are living abroad during the application period, fill in your complete address in the address fields. 13 Enter an address valid through spring Please provide only one address. You cannot use an address with capital letters (e.g., as in some Hotmail addresses). An address is not compulsory, but it is an important communication tool used extensively in the teacher education institute. Preference for place of study (15 18) 15, 16 First-choice institution is compulsory to fill in. Mode of study (16, programme in English) has already been marked in the application form. Please give also the asked information concerning your skill of the Finnish language. Applicants with sufficient skills in the Finnish language are automatically considered for the Finnish programs in the first-choice institution if their points were not enough for the English programme.

5 Vocational Teacher Education Application Guide 5 (15) It is mandatory to answer any questions pertaining to the waiving your right to study if you have marked either of the following schools as your primary selections: Jyväskylä University of Applied Sciences or Oulu University of Applied Sciences (or Tampere University of Applied Sciences which does not offer vocational teacher education in English). For more info, refer to page , 18 Fill in the second-choice institution only if it is a real alternative for you. Vocational teacher education in English is available in Helsinki (HAAGA-HELIA), in Hämeenlinna (HAMK), in Jyväskylä (JAMK) and in Oulu (OAMK). If you are able to study in Finnish, you may also choose a Finnish programme as your second-choice, but it must be a Finnish programme (mode of study) offered by another institution than your first-choice. Read the instructions from the paragraph Supplementary selections. HAAGA-HELIA University of Applied Sciences (HAAGA-HELIA) School of Vocational Teacher Education, Helsinki Programme in English, 1,5 year long, Helsinki Teacher s Pedagogical Studies, 60 credits, include Basic Studies in Pedagogy (25 credits) and other pedagogical studies such as Teaching Practice etc. (35 credits). Studies will involve working with others in diverse teams or independently using virtual environments and supported with personal guidance counseling. If you have already completed Basic Studies in Pedagogy (Finnish university level 25 credits), your credits can be transferred to the Teacher s Pedagogical Studies program. Studies begin in May 2014 and end in December 2015 Studies in pedagogy require participation on contact teaching days (1 10 weekdays) Other pedagogical studies will require participation on approx. 22 contact days (weekdays) Programme in English is recommended for students who are teaching, or intend to teach in Finland, and are not proficient in Finnish Approximately 20 students are selected on the basis of points received in the application process. If the applicant possesses adequate Finnish language skills, he/she will be considered eligible for the teacher education program in Finnish. Studies require a good level of English, both spoken and written. An applicant may be required to provide a language certificate and/or be interviewed in order to determine language proficiency. HAMK University of Applied Sciences (HAMK) Professional Teacher Education Unit International Professional Teacher Education programme Duration 1,5 years (part-time) in Hämeenlinna Aim of this programme is to provide the teacher students with the knowledge and competencies to teach and work in international learning environments. In addition, after completing the programme, the teacher student will be able to combine pedagogical and multicultural expertise know-how when teaching students of diverse backgrounds. Programme is recommended for individuals from Finland or abroad, who wish to complete their professional teacher education in English or who do not have the required skills in the Finnish language to qualify for similar programmes conducted in Finnish. Teaching language of the programme is English. The applicant s English language level must be B2 or higher. The applicants can self-evaluate their language proficiency by using the European Language Level Self Assessment Grid found at: The applicant may be interviewed in order to determine language proficiency or be required to present a formal language certificate. Teaching methods of the programme include contact days, distance learning and elearning. This programme is also suitable for inviduals who are employed concurrently.

6 Vocational Teacher Education Application Guide 6 (15) Contact days: approximately two contact days with lectures, seminars and group work in Hämeenlinna per month (20 25 days during the whole programme). During the distance learning and elearning periods, the teacher students use online platforms to complete given learning assignments individually or in groups. A part of the programme includes teacher training. Programme begins in autumn Students will be ranked and selected based on their application score (please see the point scale on page 3). The new International Professional Teacher Education programme at HAMK will begin when there are a minimum of 20 admitted applicants. If the applicant possesses adequate Finnish language skills, he/she can be considered for the teacher education program in Finnish. Jyväskylä University of Applied Sciences (JAMK) Teacher Education College, Jyväskylä Multimodal studies in English Part-time, multimodal studying while working with a possibility to full-time studies. Studies require a good level of English, both spoken and written. Length of studies 1 to 2 academic years depending on the student s background and individual study plan. Methods include seminars, learning circles, e-learning, independent study and teaching practice. Oulu University of Applied Sciences (OAMK) School of Vocational Teacher Education, Oulu Online study in English (ivet) The programme in English is recommended for students who work in Finland as teachers and who are not proficient in Finnish, or who want to achieve teacher's competence in English. Studies require a good level of English, both spoken and written. An applicant may be required to provide a language certificate and/or be interviewed in order to determine language proficiency. Approximately 20 students are selected on the basis of points received in the application process. If the applicant possesses adequate Finnish language skills, he/she will be considered eligible for the teacher education program in Finnish. Studies require good IT and communication skills as well as active interaction in various virtual learning environments. Earlier acquired skills are acknowledged as extensively as possible. Studies are multiform and include web-based and virtual study environments. Program can be completed flexibly in one year.

Appendix 1 A copy of your degree diploma and if necessary a copy of the decision proving an equivalent degree. The certificate should state the name of the degree, the year of completion, the extent/duration of the studies and the learning institution. If you have not completed your university degree - in the Nordic Countries or - your degree is a degree in the educational field of Social Services and Health and you have not completed your degree in Finland or - you belong to the applicants of General Subject Teachers and you have achieved your degree abroad attach also the decision on the recognition of your degree (by the Finnish National Board of Education or the Ministry of Education). Please visit Without the decision your application will not be considered. Note that according to the Finnish National Board of Education, the average time for a decision is from three to four months. 21 Your field of education and specific area of education are determined by your degree. Your field of education is also your admissions group. Please see the list on the last page of this application guide. The selection process of 2014 follows the fields of education and study for educational administration defined in the Ministry of Education and Culture (within the Finnish Government), decision number 19/400/ Mark to the form other diplomas and degrees you have taken (mark copies of certificates as Appendix 2). The degree has to be completed by the end of the application period. Further vocational or specialist vocational qualification Please see Act 631/1998 and Decrees 216/2001 and 179/2011. The Decree 179/2011 includes the vocational qualifications, which can be completed by the competence test system and the requirements defined by the Finnish National Board of Education. Secondary or college level diploma Mark section 23 if you have completed a vocational upper secondary education or college. University or Polytechnic Master s or Bachelor s degree Furthermore, you will not receive credit from a lower-level degree, which was an essential requirement of a higher degree (e.g., candidate degree in humanities as part of the master of philosophy degree). You will not receive admission points from a matriculation examination (International/European Baccalaureate, Reifeprüfung). Please notice that the education level required in sections must be defined and meet the requirements of a degree. From each section (22 25), a maximum of three points can be obtained.

Pedagogical Studies (26 27) 26 If you have completed basic studies (25 credit points / 15 credit units, approbatur, according to degree requirements of a Finnish university) either in pedagogy, adult pedagogy, special pedagogy or vocational pedagogy, mark it here. Studies can also be included in the degree with which you apply to the vocational teacher education and courses that are graded do not have a time limit for completion. Most completed basic studies cannot be used towards raising points. Appendix 3 A copy of your degree diploma Completed basic studies (25 cr / 15 cu) in pedagogy, adult pedagogy, special pedagogy or vocational pedagogy. Additional pedagogical studies 27 If you have completed other pedagogical studies which are not included in the degree/degrees you have completed, mark it here. If you marked the above mentioned basic studies in section 25 they will not be scored again. Several courses can be added, but each individual course has to be at least 2 credit points / 1 credit unit. Appendix 3 A copy of your diploma or study transcript Other pedagogical education (minimum 2 cr / 1 cu) Completed studies in credit units are calculated into credit points by multiplying them by 1.5. If the studies/education has been measured in days/hours, please calculate as follows: 54 hours = 2 credit points. Further Education (27) 28 If you have completed further professional studies since January 1 st, 2007 which either add or diversify your professional skills, mark them here. Other studies with existing credits can also be classified as further professional studies. These credits can be applied only once. Several courses can be added, but each individual education has to be at least 2 credit points / 1 credit unit. Appendix 4 A copy of your diploma or study transcript Completed studies in credit units are calculated into credit points by multiplying them by 1.5. If the studies/education has been measured in days/hours, please calculate as follows: 54 hours = 2 credit points. If the extent of your studies is not stated in the report, please ask the original organizer to supply a separate credit proof of your studies. Work and present assignment (29 32) Only an employment/task to be continued at least for the application period ( ) will be taken into consideration.

If you conduct trainings for business for more than half of your working time (fulltime employment), you can choose the alternative I have a full-time employment as an instructor in business life. Appendix 5 Temporary work certificate or a copy of your employment contract The document should indicate the name of the employer, position and when employment began If you are an entrepreneur (self-employed), please enclose a description of your work (time frame, amount and content) and a document verifying that you are insured by YEL or MYEL (Entrepreneur Pension Insurance). If you work as a trainer in the business sector, your work certificate should clearly prove that your work as a trainer involves more than half of your working time. If you work as a part-time trainer in the business sector, your work certificate should clearly prove that your work as a trainer involves more than one-fourth of your working time. If your work consists of educational planning tasks or administrative educational duties, your work certificate should clearly indicate those duties. Appointment (33) Appointment information is only applicable to a person already working as a teacher who has been employed in teaching on the condition that he/she will complete pedagogical studies within three years of the start of employment. In accordance with the decree, applicants who fulfil the qualification requirements are admitted regardless of their ranking defined by the point system. Decree 352/2003, 24, subsection 2 In addition, a principal lecturer and a senior lecturer are to complete a teacher education of at least 35 credit units (60 credit points) within three years of appointment to the position, if he/she has not completed one at the time of the appointment. Decree 986/1998, 13 a Education referred to in this section (subsection 1 paragraph 2 notwithstanding) may be provided by a person who has been appointed as a teacher on the condition that he/she completes teacher s pedagogical education, referred to in the given paragraph, within three years of the start of the employment. 10 Vocational Teacher Education Application Guide 10 (15) Degree deviating from the principal rule (34) A person with a degree deviating from the applicable university/polytechnic degree can be accepted only if the applicant has been accepted to a teaching position on the grounds of extended or specialized practical competence. Select this item if you have been hired as a vocational teacher without a university/polytechnic degree. You should also possess previous practical work experience of at least five years in the same field as your teaching experience. Decree 986/1998, 13, sect 2 An applicant s degree differing from an applicable university/polytechnic degree can be approved if it is based on the education provider s decision concerning a teaching assignment involving particularly strong or specialized practical vocational skills. The differing degree can only be approved to a person who is employed as a vocational teacher. In order to verify the decision of the education provider, a statement from the educational institution is required, which the applicant is to send in addition to other application attachments. A person working in a position mentioned above can be selected to the vocational teacher training. The pedagogical studies, when completed, do not however make the applicant eligible for other teaching positions. Appendix 7 A further clarification given by a vocational education institution to be completed on a separate form. Special reason (35) A special reason can be applicable to a person acting as a teacher for further vocational education and possessing extended competence in the field. Further vocational education is mainly offered by vocational institutions. Either long or short-term nondegree programmes are further training or supplementary education for people who have completed their basic education. Further vocational education aims to extend professional competence. Select this item if you have been hired as a teacher of vocational further education without a university/polytechnic degree. Decree 986/1998, 13, sect 6 An exemption can be granted to a person who provides other further vocational education except education preparing for Further/Specialist Vocational Qualification. During the application period, the applicant who is employed providing further vocational education with the aforementioned criteria can be selected to a vocational teacher education institution, but completion of pedagogical studies does not qualify him/her to other teaching positions. Appendix 8 A further clarification given by the employer to be completed on a separate form Work Experience (non-teaching) (36) Do not enter teaching experience here. A practical training included in the degree you apply with, is not considered as work experience. Calculate and fill in the length in years and months of your work experience and mention most important jobs (and attach the copies of employment references on all your jobs as Appendix 7). Work experience by January 24 th, 2014 is considered. If you are or have been an entrepreneur (self-employed), please enclose a description of your work and a document verifying that you are insured by YEL or MYEL (Entrepreneur Pension Insurance). Work experience is calculated according to a full-time employment. Full-time employment is defined as 150 hrs/month. Short-term employment periods are calculated together (11 months = 1 year, 21 days = 1 month).

11 Vocational Teacher Education Application Guide 11 (15) According to the field and specific area you have chosen, you can belong either to vocational or general subject teachers, whose qualifications are not identical. Please see the list of fields of education / specific teaching areas on the last page of this applicant s guide. The ones belonging to the applicant group of vocational subject teachers enter the amount of work experience in their own professional field, which is determined by the degree. According to the decrees, vocational subject teachers eligibility requires a minimum of three years or in some cases a minimum of five years of work experience. The ones belonging to the applicant group of general subject teachers can enter the length of work experience in all professional fields. Appendix 9 A copy of your work certificate indicating the employer, position and length of employment If you are or have been an entrepreneur (self-employed), please enclose a description of your work (time frame, amount and content) and a document verifying that you are insured by YEL or MYEL (Entrepreneur Pension Insurance). Attach copies of work certificates, also including periods of employment that do not fit on to the application form. Teaching and Training Experience (37 38) The work experience you have as a teacher and instructor at all educational levels and in business life by January 24 th, 2014 will be considered. The training should be systematic and target-oriented activity that develops the knowhow of the young people or adults to be trained. Customer guidance, consultation and induction of an employee will not be considered. Pre-school teaching is accepted as teaching experience, but not other assignments of a kindergarten teacher. 37 A minimum of 16 weekly hours of teaching/training is considered full-time. Appendix 10 A copy of your work certificate The certificate must indicate the employer, the nature of teaching/training and the length of employment. 38 On the average 2 15 weekly hours of teaching/training is considered part-time. For example: You have been teaching for one day (8 hours) in September and three days (24 hours) in December. You can break up the eight hours in September into four weeks, and receive one month of part-time experience (2 hours per week). You did not teach in October and in November, those months will not be calculated. Those 3 days (24 hours) in December meet the requirements (2 15 hours/week), so December will give you one month of part-time experience. Part time teaching experience does not increase your admissions points in the case that your receive the maximum number of points (7) from full-time teacher-/trainer experience. Appendix 11 A copy of your work certificate The certificate must indicate the employer, the nature of teaching/training and the length of employment.

12 Vocational Teacher Education Application Guide 12 (15) Special Activities ( ) You can enter such special activities which can be documented International or multicultural study- or work experience At least 12 months of uninterrupted study- or work experience, e.g., in an international project or multicultural teaching group (N.B., one foreign student in a group does not constitute a multicultural group, therefore not fulfilling the requirement to receive credit). Cancellation of Study Right The cancellation of study right is regulated by the Polytechnics Act (351/2003, 25 a and 25 b ). In accordance to this Act, the applicants to Jyväskylä, Oulu and Tampere universities of applied sciences are asked about any possible health based obstacles and previous cancellations of right to study. If your primary or secondary selections are one of the institutions mentioned above, you must answer to the two questions about the cancellation of study rights. Health issues The teacher studies require adequate mental health and balance, concentration skills, good interactional skills and social competence. Do you have health issues that may impair your studies, such as An acute alcohol or drug problem? A social state of anxiety that will impair communicating with other people? A mental illness that will prevent you from studying such as psychosomatic symptoms or depression lowering the normal ability to work. Other illness that will put to risk your own or other students health or safety? Note that you may still be eligible if the health issues can be reasonably alleviated. If you answer yes to this section, please contact your primary school of vocational teacher education before Prior Cancellation of Study Right Has your right to study in been previously cancelled in Finland on the grounds of You have been deemed unfit to work in the practical tasks of your studies or training by putting another person s health or safety to risk? You have misinformed about the previous cancellation of your right to study (based on health issues or safety reasons)? Note that you should answer yes to this section only if your right to study has been cancelled based on the reasons stated above. If you have cancelled your application yourself or your study right has been cancelled because of other reasons (such as wrongly entered report grades or missing attachments), answer no. If you answer yes to this section, please contact your primary school of vocational teacher education before Act 351/2003, Amendment 25 a If the studies contain elements pertaining to the safety of minors, patient or client safety or traffic safety, the University of Applied Sciences can cancel the student s study right for the following reasons: 1. The student has repeatedly put another person s health or safety to risk and has thus proved to be unsuitable for practical work or training. 2. It is clear that the student s health or ability to function properly precludes him/her to be selected (Amendment 20 a). 3. The student has concealed information that might have precluded his/her selection (Amendment 20 a). If the studies or practical training require working with minors, the right to study can be cancelled, if it is necessary to protect the minors or if the student has been sentenced to punishment of a crime detailed in the criminal law (39/1989; Chapter 17, sections 18, 18 a and 19; Chapter 20, sections 1-3 and 6; Chapter 31, section 2; and Chapter 50, sections 1, 2, 3, 4 and 4a).

14 Vocational Teacher Education Application Guide 14 (15) Before the cancellation of study right the school and the student mutually have to find out if there is a possibility for the student to be transferred to another form of education. The student willing, he/she can be transferred to another appropriate study course. The studies for which this clause can be applied are regulated with a separate Amendment. Act 351/2003, Amendment 25 b If there are grounds (in accordance to the Chapter 25 a, section 1, paragraph 2) to think that the student has a heath related or functional hindrances, he/she can be ordered to professional medical fitness checks or examination. The school will pay the resulting examination costs. The school has the right to obtain a medical report from a practising doctor to show that the student has been examined to judge his/her ability to study properly. This right surmounts any obligation to maintain secrecy. The school has the right to obtain any necessary information of the decision pertaining to the cancellation of the student s study right and the grounds for that decision. This information can be gathered from another University of Applied Sciences, university or another party offering education or training. If the student will work with minors, he/she has to provide a valid extract on criminal background (in accordance to the Chapter 25 a, section 2 and Act 770/1993, Chapter 6, section 3). If the student has been applied to a University of Applied Sciences as a transfer student, the school has the right to gain access to any previous information pertaining to any ongoing motion to cancel the student s study rights. This right also applies to passing the necessary information to Valvira The National Supervisory Authority for Welfare and Health (in accordance to the Chapter 25 a). The aforementioned rights supercede any obligation to maintain secrecy.
