1 New European Wind Atlas Joint Programme NEWA Call for Proposals 03/06/2014
2 1. Background The NEWA initiative. NEWA is an ERA-NET Plus consisting of 9 members the Belgian region of Flanders, the Belgian region of Wallonia, Denmark, Germany, Latvia, Portugal, Spain, Sweden, and Turkey aiming to develop and strengthen the coordination of national and regional research programmes for the development of a more detailed wind condition mapping for the wind energy sector. The NEWA objective is to integrate and coordinate national efforts around R&D initiatives towards the creation and publication of a new European Wind Atlas, thereby allowing for a more efficient use of financial resources and research capabilities. The Atlas, based on improved modelling competencies on atmospheric flow and its interactions with wind turbines and wind farms, will cover all EU Member States and some Associated Countries, as well as their exclusive economic zones, both onshore and offshore, and should become a key tool not only for manufacturers and developers, but also for public authorities and decision-makers, by reducing overall uncertainties in determining wind conditions. The NEWA initiative aims to leverage the long term European wind energy research potential, which will ultimately translate into attaining the demanding European ambitions for wind energy generation in the future. Moreover, by promoting the integration of research efforts and identification of synergies, NEWA will fulfil the objectives of supporting the research and innovation agenda of the SET plan. 2. Aims and scope In order to accomplish the above, the NEWA consortium will launch a call for proposals for the development of a new European Wind Atlas, involving the assessment and mapping of wind resources towards the reduction of uncertainties to less than 3% for flat homogenous terrains, and to less than 10% for any terrain, concerning wind energy production and wind conditions that affect the design of wind turbines. This goal can be broken down into several technological and scientific objectives that need to be taken into account in the proposal: Development of the methodologies for the improvement and use of the new advanced models for wind farm development, wind turbine design conditions, spatial planning and policy promotion This will involve the development of dynamical downscaling methodologies and improvement of the open-source models, validated through measurement campaigns (described below), to enable the provision of highly accurate wind resource and external wind load climatology and short term prediction at high spatial resolution. The models should be able to simulate onshore and offshore conditions with stability effects and large offshore wind farms with cumulative wake effects and modified atmospheric boundary layer. The developed downscaling methodologies and models, together with their uncertainty estimates, will be fully documented and made publicly available to ensure the impact of the project, guarantee the transparency, and facilitate scientific and technical progress and cooperation. Development of a high-value data bank from a series of wind measurement campaigns Intense measurement campaigns will be carried out to build and validate the developed models covering complex terrains, offshore, large changes in surface characteristics (roughness change) and cold and rough climates. Measurement methods will be developed which improve the validation of model results with experimental data. The produced data must be made available to the scientific community outside the funded consortium, so that it can be used by a broader community of private and public partners to develop models and engineering tools. Verification and estimation of uncertainty The uncertainty estimate map makes an important statement about the confidence of the Wind Atlas and the intensity to which in situ measurement must be employed before development of a wind farm, being thus of upmost importance.
3 Creation and publication of a European WindAtlas (database on wind data, environmental and other constrains). The Atlas shall cover all EU member States (MS) as well as MS exclusive economic zones, both onshore and offshore, with the exclusion of any overseas department or territory. The new EU Wind Atlas database shall include: wind resources and their associated uncertainty; turbulence characteristics; adverse weather conditions together with the probability of occurrence; the level of predictability for short term forecasting; guidelines and best practices for the use of data, such as extreme winds, extreme shears and turbulence (particularly relevant for micrositing). The Atlas will also indicate restricted areas (e.g. Natura 2000 sites, military areas) and their respective wind data, making it a useful tool for public authorities and decision-makers. Focus on these technological and scientific objectives is expected to: (1) at a technology level, improve standards, software packages, site-optimised wind turbines, with the overall aim of optimising the use of European wind energy resources; (2) at an economic level, reduce the lifetime cost of wind energy due to a better site information and planning and, thus, reduced project risk; (3) at a political level, help decision-makers to decide when to set up new deployment policies or spatial planning rules. Furthermore, in order to ensure consinstency with other on-going initiatives and making use of existing knowledge the succesfull proposal shall seek cooperation with other EU and international fora and organisations, such as National Renewable Energy Laboratory (NREL), USA, European Space Agency, European Wind Energy Association (EWEA), TP Wind,, and the Multilateral Working Group on Solar and Wind Technologies within the framework of Clean Energy Ministerial The successful proposal shall also include adequate training and capacity building activities, both at the level of the EU member states, the European Wind Energy Association (EWEA), the European Wind Initiative of the SETplan and outreach activities through the NEWA cooperation with other international bodies and fora, such as IRENA and the Multilateral Working Group on Solar and Wind Technologies within the framework of Clean Energy Ministerial. 3. NEWA Eligibility The NEWA joint call will support projects that: 1. Are within the scope of NEWA and adequatly address all the objectives (see scope); 2. Are compliant with national and/or regional funding rules 3. Include at least two legally independent partners, from at least two different NEWA partner countries 4. Demonstrate value for money; 5. Have appropriate sources (either internal or external) of matched funding where applicable by national programme rules. It is expected that economic and technical parameters as well as project results will be published in accordance with national rules and regulations, which may vary from case to case (see Annex A). Proposals are invited from transnational consortia involving large companies, SMEs and/or research organisations depending on national or regional funding conditions. Exploitation of R&D, including IPR, is focussed in the NEWA partner countries. Project partners are required to sign a consortium agreement in order to agree on Intellectual Property Rights (IPR) and other relevant issues dealing with responsibilities within the project and exploitation of results. The consortium agreement must be provided (not necessarily signed yet) together with the full proposal and must be signed by all partners before the first payment can be made. Although the project duration is limited to 5 years, continuation of operations is highly welcome in order to further prove the achieved results.

Guidance for applicants 4.1 Call procedure The NEWA call procedure will include a first phase of assessment of national and regional eligibility and, if approved, proposals will then be sent for evaluation at European transnational level by an independent panel of experts. After the eligibility check by funding agencies there will be a grace period during which the applicants will have the opportunity to address legal, administrative or minor financial issues found. No other alterations to the proposal will be allowed during this period.the NEWA call procedure timeline is: Publication of the call for proposals: 03/06/2014 Deadline for the submission of full proposals: 04/08/2014 Deadline for Funding Agencies Eligibility verification: 31/08/2014 Deadline for Proposal evaluation: 30/09/2014 Expected start date of funded project: 20/10/ Submission of Proposals All proposals must be submitted through the electronic form available at no later than 04/08/2014 at 17:00. Proposals submitted by any other way, or proposals submitted after the deadline will not be considered.it is the responsibility of each applicant consortium to ensure the proposal is submitted on time, and that are in accordance to all the requirements of the call text. Please note that some national funding agencies may require additional documents specific to national or regional regulations. These are NOT submitted to the central website, but directly to the relevant ministry or agency. Please consult the relevant National Annexes at the end of this document for further details. Proposals must be submitted in a single PDF file with no more than 60 pages, using the template available at Evaluation The evaluation criteria, to be used by the panel of experts, are: - 1. Fit to call scope - 2. Innovation - 3. Quality of the technological concept - 4. Project set-up and implementation planning - 5. Risk analysis With the exception of the first one, each criteria will be scored from 0-10 points, with different weighting factors attributed to each, as further clarified in Annex B. The first criteria, Fit to call scope, is evaluated with a YES/NO, and failure to qualify in this criteria determines the rejection of the proposal. As general attributes of the proposal, it is expected true cooperation between the consortium partners, with each partner contributing to and benefiting from the results of the project. 4.3 Funding arrangements The total funding available for NEWA projects is up to 13,1 M, made up of national budgets and an EU
5 contribution of 4,3 M. NEWA will only fund ONE consortium, the one with the highest ranking at the end of the evaluation procedure. National or regional partners will receive funding from their respective funding agencies that will incorporate the EC contribution. Partners of the consortium are therefore subject to national/regional and EU funding rules.projects must demonstrate the source of co-funding within their proposals, with evidence of the commitment from the stakeholder as needed. Since demonstration units, by definition, aim to produce marketable products, any such products must be put on the market. Revenues generated during the project run-time will be deducted from the public funding initially granted (please refer to your national/regional agency for detailed procedures). Participation in and presentation at two NEWA status seminars (mid-term and final seminar). 2. An annual, common interim report following the template which will be provided in due time. This interim report will be available to the funding organisations involved, but will not be made public. 3. A common publishable and public final report, describing the activities and outcomes of the work including an exploitation plan stating how the results of the project will be implemented. Confidential results will be presented in a separate confidential report. Detailed requirements for this report will be distributed to successful applicants once the projects have started. 4. An abstract of the main results of the project, to be published in a joint call brochure after the end of the projects. A high degree of transparency is essential to the expected type of project. Consequently, experiences made during operation, as well as the operation process itself, must be meticulously documented, analysed and evaluated. Potential for optimisation must be identified and the appropriate strategies be formulated. Annex A National/regional requirements
6 Belgium Walloon region The total budget for the Belgian Walloon Region under this Programme will be about 350,00. The Walloon funding body will be the DGO4 Department of Energy and Sustainable Building. It may choose not to allocate the budget if the Walloon participants do not fill the following requirements. In every cases, Walloon Region will only fund ONE project uner NEWA call. Requirements for Participants The call will be led under Decree of July 3 rd 2008 on support for research, development and innovation in Wallonia which defines the rules of participation to research programmes. The call will be open to Belgian french speaking Universities, High Schools and Public Research Centers and to SMEs and Large industries settled in Walloon Region. There will be no restrictions on the size of the consortium. However, the consortium will need to be consistent with the object of the call. Under walloon rules, participant are granted as follow: - Universities and High schools : 100% of eligible costs; - Public research centers : 75% of eligible costs; - Small enterprises : 70% of eligible costs; - Medium enterprises : 60% of eligible costs; - Large industries : 50% of eligible costs. The maximum project duration for Walloon partners will be 48 months. The central transnational application will be sufficient to evaluate the scientific quality of the proposal. However, the funding body remains authorized to ask Walloon partners further informations in order to refine its evaluation. These informations may include, for example : - Specific role of the partner in the project; - Win-win character of the consortium agreement; - Valorization; - Deliverable; - Budget; -... Final approval of the project is the responsability of the Walloon Minister for Energy. Regional call coordinator : LEHANCE Pascal, Attaché. +32(0) pascal.lehance@spw.wallonie.be Belgium Flemish region IWT, the government agency for Innovation by Science and Technology is the Flemish funding agency that will provide funding for Flemish participants in the NEWEA joint programme. The total budget for the Flemish Region under this Programme amounts to about 0.5 million. IWT may choose not to allocate the full budget. All interested Flemish companies can apply for funding directly at IWT (through the industrial R&D projects programme). Denmark The EUDP - Energy Development and Demonstration Programme - will be the Danish national funding body to fund NEWA projects. EUDP funding is awarded with an expectation that the projects funded will lead to market implementation of the new products and technologies developed by the project and an important objective is to ensure involvement of private investors in projects. It is important to concentrate on functionally delineated projects, with innovative and patentable technological content that is deemed technically practicable and which meets a market demand and has a well-defined customer target. The total minimum budget for EUDP funding in a NEWA context will be 2 M on the condition that projects are qualified to receive support. EUDP will fund projects according to the EU state aid rules which allows up to % support to demonstration projects for large companies and up to 35-0 for SME s. Universities and research
7 organisations can apply for higher rates - the actual rate will be decided case by case. The received proposals for NEWA support will be by a to be evaluated (national evaluation) by the EUDP Board prior to the evaluation (transnational) by the NEWA. EUDP may request further information from the applicant as needed. Only projects that the EUDP Board finds to be qualified for support will proceed to the transnational evaluation stage. The regular EUDP funding rules and conditions in general will apply also for funding in a NEWA context. Further information: Germany Funding body for the New European Wind Atlas Joint Programme is the German Federal Ministry for Economic Affairs and Energy (BMWi). The funding quota for German participants can be up to 100 % for universities or research organisations. In the case of companies, funding quota will be decided on a case-by-case basis depending on the size of the company, type of research/development, risk associated with the research activities, commercial perspective of exploitation and will typically be 50 % maximum. Joint research projects comprising company participation are recommended. In case of small and medium enterprises, an additional bonus to the funding quota can be awarded. The relevant national R&D programme for German project partners is the. Energieforschungsprogramm ( th Energy Research Programme ) managed by Projekttraeger Juelich (PtJ). The usual funding rules and forms will apply. Applicants are requested to submit AZA-, AZV- or AZK-forms using the electronic proposal assistant called easy online (see and contact Dr. Klaus Korfhage via for details). The maximum project duration for projects with German partners will be 36 months. There is no need to submit additional national application forms without special request by the funding organisation. The central transnational application is sufficient. Only German project partners of positively evaluated projects will, at a later stage, be invited by PtJ to submit national application forms within one month after notification. Latvia Funding body for the New European Wind Atlas Joint Programme is the Latvian Academy of Sciences (LAS). Eligibility criteria defined in the Regulations of the Council of Ministers of the Republic of Latvia No 414 on the procedure for providing support for participation in international cooperation programs for research and technology (adopted on 19 June 2012) are applied. Following organizations are eligible for funding: research institutions that are listed in the Registry of Research Institutions operated by the Ministry of Education and Science of the Republic of Latvia and enterprises that are registered in the Register of Enterprises of the Republic of Latvia. The total budget available in Latvia is 0.7 M. Contact person of LAS during the application phase is: Dr. Gunta Šlihta, , fei@edi.lv Portugal Fundação para a Ciência e Tecnologia (FCT) is Portugal s main funding agency for Science and Technology. For Portuguese applicants to NEWA FCT will have available if the application contemplates a test site in Portugal, or if there is no test site in Portuguese territory. Eligible applicants are Institutions of higher education, their institutes and R&D centers; Associate Laboratories; State Laboratories; Private not-for-profit institutions whose primary object is S&T activities; Companies (enterprises), when they are involved in R&D programs; Other public or private not-for-profit organizations that carry out or participate in scientific research activities. Funding will cover 50% of eligible, submitted costs for companies, and 100% of eligible, submitted costs for every other institution. During the execution of the project the institutions should present to the documents related to the total costs incurred, either supported by FCT or by themselves. In case of a positive
8 decision for funding, the Portuguese participants will be asked to submit a national formal submission of the project. Portuguese participation in a proposal must follow the Regulations governing access to funding for scientific research and technological development projects, available at Spain The Spnish funding body for NEWA is Ministerio de Economia y Competitividad. MINECO funds depend on a national open call to be published in The support provided by MINECO is composed of a standard financing package which includes grants. The Spanish applicants have to submit a formal application through MINECO proposals submission system ( with the information related with the Spanish participation for the National Eligibility check. MINECO supports most of the private and public applicants, namely: Large Enterprises Small and Medium Enterprises Public Research Institutions Non-Profit-Organisations More precisely, public research labs and other research organisations (public and private), i.e. organisations which are involved in continuous scientific research or experimental development activity which are legal entities with a registered seat in Poland. The maximum rate of support for research organisations is 100% of total costs (for all type of R&D); for SMEs: 100% for fundamental research, max. 80% for Industrial research and max. 60% for Experimental Development of total costs; for SMEs: 100% for fundamental research, max. 75% for Industrial research, max. 50% for Experimental Development; for LE s: 100 for fundamental research, max. 5 for Industrial research and max. 40% for Experimental Development. Theses figures could be updated in the national open call. Eligible expenditure in R&D projects are: Personnel, Instrument and Material, Contractual research, Technical knowledge and Patents consulting and equivalent services intended exclusively for the research activity. The total budget available in Sweden is 1 million. Decisions on funding research, development and innovation in the energy area are taken according to the ordinance SFS 2008:761 in the Swedish Code of Statues in case the applicant is a company. In the case of companies, funding quota will be decided according to the ordinance SFS 2008:761 depending on the size of the company, type of research/development, risk associated with the research activities and commercial perspective of exploitation. State aid rules allows up to 25 % when it is close to market and regarded as experimental development, 50 % when it is applied research and 100% when it is basic research. In case of small and medium enterprises, an additional bonus of % funding quota can be awarded for experimental development and applied research. Funding quota of for universities or research organisations can be up to 100 % and decisions are taken according
9 to the letter of regulation for the Swedish Energy Agency - the actual rate will be decided case by case For applications with Swedish partners it is necessary to send in a full proposal for the Swedish part of the project to Swedish Energy Agency (in Swedish), using the online application form E- kanalen The proposal must be submitted in E-kanalen in parallel with Expressions of interest to the central website. The common proposal for the consortium should be appended. Granted projects have to meet conditions such as submitting interim and end reports as well as accounts. In addition, the projects should contribute to evaluations, conferences and other common programme activities. Sweden has a constitutionally founded right of public access to official records. All documents sent to, sent from or drawn up at the Swedish Energy Agency are therefore official. In this call, the documents concerned are e.g. applications, minutes from expert evaluation meeting, project contracts. Secrecy can only be claimed when legally supported. If a project leader wishes to keep an application confidential due to for example IPR reasons, Swedish Energy Agency should be informed. In case e.g. the application is asked for, Swedish Energy Agency decides whether (parts of) the document can be marked as confidential. The decision can be appealed to the Administrative Court of Appeal and subsequently to the Supreme Administrative Court. More criteria might be added depending on the topic. Commercial research oriented proposals are advised to apply for the TEYDEB 1509 International Industrial R&D Funding Programme. In addition to the national funding regulations provided herewith, all Turkish applicants are strongly advised to check the web pages of these programmes for the conditions of funding, and before applying they are strongly advised to contact with the Turkish national contact point. Is additional/parallel application requested to the funding organisation? In TEYDEB 1509 Programme a parallel application should be made online to TÜBİTAK via the TEYDEB 1509 Programme website. The deadline for this application is same as the deadline of the NEWA Call - 04/08/2014. The applications made simultaneously to the TÜBİTAK TEYDEB 1509 International Industrial R&D Funding Programme will be subject to TÜBİTAK review in addition to the evaluation made by independent peer-reviewers in the frame of the Call. TÜBİTAK will only fund the projects which have successfully passed from both review processes. In ARDEB 1001 Programme, the national project budget form and CVs of the project personnel should also be submitted to TÜBİTAK by sending mail to National Contact Point. 10 The applications made to the TÜBİTAK ARDEB 1001 Research Projects Programme will be checked only in terms of eligibility and budgetary regulations. The scientific merit of the projects will only be evaluated by the independent international peer-reviewers in the frame of the NEWA Call. In ARDEB 1001 Programme, the full proposals passed successfully from the international evaluation, should be submitted to TÜBİTAK. However, this application will not be made online. For the documents which are required to be filled in at this stage by Turkish researchers for applying to TÜBİTAK 1001 Programme, please contact the National Contact Point of Turkey. Budget for participation in scientific meetings (national/international conferences, congresses, workshops,... ) and scierntific visits is maximum TL per year (maximum TL throughout the project) for ARDEB 1001 Research Projects Programme. An additional TL, i.e. maximum TL in total, would be proposed in ERA-NET projects.
