1 The English version is translated from Lao version Lao People s Democratic Republic Peace Independence Democracy Unity Prosperity Ministry of Health No. 039 /MoH Vientiane, Date 24 JAN 2008 Nursing/Midwifery School Management and Implementation Guidelines - In reference to the ministerial decision on the Nursing and Midwifery Regulation, No. 656/MoH, dated 20 June 2007 The Minister of Health issues the following guidelines; Chapter 1. General Provisions Article: 1. Purposes These guidelines are details of the principles and rules for the implementation of the relevant ministerial decision No. 656/ MoH, signed on June 20, 2007: the Nursing and Midwifery Regulations. Article: 2. School regulations Nursing and midwifery educational institutions (hereinafter referred to as NMEI) shall establish rules for the management of schools. The contents are as follows: 1

2 The purpose of establishment; Name of the institution; Certificate title; Student admission capacity; Duration of the course; Academic terms and vacations; Curriculum; Performance evaluation, transcripts and certificates; Matters of entrance/withdrawal/absence/graduation; Teachers organization; Management meetings for related matters; Healthcare for students; Tuition; Entrance and other fees. Article: 3. Other necessary rules All NMEI shall establish the necessary students rules, examination rules, library rules, dormitory rules, canteen rules, etc. Chapter 2. Nursing and Midwifery educational institutions Article: 4. Nursing and Midwifery educational institutions 4.1. NMEI shall provide nursing educational programs authorized by the Ministry of Health (hereinafter referred to as the MOH) and Ministry of Education (hereinafter referred to as the MOE). NMEI are: 2

Responsibilities of the Department of Organization and Personnel and Provincial Health Offices 5.1. Overall responsibilities of the Department of Organization and Personnel DOP, shall include scrutinizing and proposing to the MOH and MOE as follows: Establish NMEI; Accredit course programs; Recommend student admissions; Appoint teachers for nursing subjects, clinical practice coordinators, responsible persons for clinical practice and clinical practice instructors; Appoint a committee for decisions on final examinations; Acknowledge examination results; 3

4 Nominate students, who are government staff, to work in certain places; Besides the above, the DOP will have the following responsibilities: Put the seal and sealing number on both graduate certificates and transcripts for students; Manage macro level of technical administration; Guarantee the quality of nursing and midwifery education; Develop and evaluate curricula; Advise the NMEI with regard to materials for learning and teaching; Make and implement plans for training of teachers in NMEI; Support NMEI in making training plans for staff, work and budget plans, and implementing these; Supervise, monitor and evaluate implementation based on teaching plans; Support NMEI in making bi-annual and annual reports; Support NMEI in producing teaching manuals and conducting research: 5.2. Responsibilities of Provincial Health Offices 4

5 Provincial Health Offices (hereinafter referred to as PHO) have the following responsibilities: Lead political directions and support the implementation of political activities of those NMEI within their own provinces; Manage and utilize human resources; Manage projects and project staff, and cooperate with other governmental and private sector organizations, both internal and external, that have been approved by the MOH; Propose to the MOH to create, transfer or cancel the positions of director, deputy director(s), full-time nursing teachers who teach nursing professional subjects at those NMEI within their own provinces; Appoint new employees, make appraisals, promotions, levels and grades of salaries, and transfer, dismiss or penalize staffs at those NMEI within their own provinces. Article: 6. Organizational Structure 6.1. Minimum organization structure shall consist of consultative board, technical board, administration unit, educational affairs unit and student affairs unit NMEI have the right, after receiving prior approval from the MOH, to organize other boards and units depending on their needs, in order to implement efficiently the school s activities. 5

The functions and roles of boards and units 7.1 Consultative Board The Consultative Board is the board offering consultations and discussions on school management in order to formulate policies and education development methodologies The Consultative Board shall consist of the director or deputy director of DOP, representative of Training and Education Division, DOP, director or deputy director of PHO, director or deputy director(s) of schools, and representatives from teachers, administration unit, educational affairs unit, student affairs unit, and mass organizations Duties are as follows; Discuss the NMEI, with the director or deputy director of DOP acting as chairman of the meeting; 6

7 Scrutinize and provide recommendations on tasks such as political training, learning and teaching activities, and others in order to ensure the unity of all officials and teachers; Approve plans and summary reports for each month, and acknowledge other reports submitted to the director; Scrutinize and make comments on the improvement of the school s organizational structure Technical Board The Technical Board is the council for educational matters and has the duty to assist the director It shall consist of the deputy director for technical matters, chief of educational affairs unit, administration unit and student affairs unit Duties are as follows; Scrutinize, discuss and make recommendations on training, work shops and seminars to improve the capability of staff and teachers; Scrutinize, discuss and make recommendations on curriculum development, teaching documents and training for students and teachers; Arrange meetings three times a year; at the beginning and end of the first semester, and at the end of the second semester. If necessary, the Technical Board may also convene extraordinary meetings; Make recommendations on the rules which refer to academic tasks; 7

8 Have consultations regarding academic tasks with the NMIE and other related organizations Administration Unit The Administration Unit assists the director, supervises and supports administration of the educational institute, and is under the authority of the director Duties are as follows; Make weekly, monthly, annual and long term plans regarding education institution management and report to the related organizations; Manage and maintain inward-outward copy files and typed documents, and provide news and information; Cooperate and coordinate with related organizations; Prepare a budget, accounts, and salary plans of personnel and student allowances; Manage policies and welfare for personnel and students ; Provide and maintain teaching facilities and equipment; Ensure security, cleanliness and compliance of regulations; Manage the institute s official seals and the director and deputy director s seal; 7.4. Education Affairs Unit The Education Affairs Unit is the unit for supervising and supporting educational matters and is under authority of the deputy director for technical matters, who has duties assigned by the director. 8

9 Duties are as follows; Manage and implement the curriculum, teaching schedules and teaching documents on theory and practice; Provide research activities and training for improving the technical knowledge, skills and capabilities of teachers; Manage the demonstration room, teachers rooms, library and equipment room; Make plans, organize and guide students of clinical practice in healthcare facilities in accordance with their field of studies; Summarize, evaluate, plan and conduct activities regarding technical work; Study, write, and disseminate all technical documents; Study, design and utilize teaching methods Students Affairs Unit The Student Affairs Unit is the unit for consulting on educational matters and supporting services for students, and is under the authority of the deputy director who has duties assigned by the director Duties are as follows; Study and make rules for managing students; Register new students, and record their certificates and transcripts after course completion, collect statistical information and manage students profiles; Manage dormitories and canteens; Manage outdoor school activities (athletics, arts and others) 9

10 Provide counseling and direction on policies, welfare and others for students; Make weekly, monthly, annual and long term plans regarding student matters, and report these to related organizations. Article: 8. Documentation and reports on educational matters 8.1. Modified from Article of NMR, besides making an annual activity plan and a draft budget plan and evaluating these, the director shall summarize, circulate, and report to MOH and PHO the implementation of activities twice a year, at the end of March and September (Annex 1) and Nursing and Midwifery educational institution information once a year at the end of September (Annex 2) The documents relating to job descriptions and rules required for personnel management shall be maintained in NMEI under the director s responsibility. Article: 9. Teachers 9.1. Full-time nursing or midwifery teachers shall take the nursing or midwifery pedagogical training course authorized by MOH, and be certified. This will also include nurses who have graduated in a nursing and midwifery pedagogical training equivalent course; 9.2. Full-time nursing teachers: Shall have their designation and job as per their speciality, such as Fundamental Nursing, Mother and Child Nursing, Pediatric Nursing, Adult and Geriatric Nursing, Community Health Nursing and Psychiatric Nursing; 10

11 There shall be at least two teachers for each professional subject being taught, and the number of teachers shall increase according to student enrollments In case of only two full-time teachers for the professional subjects mentioned above 9.2.2, one or two part-time teacher(s) shall be invited to teach professional subjects A teacher shall be appointed as a full-time teacher for one course in a NMEI For the general fundamental subjects such as foreign languages, mathematics, and chemistry, it is preferable that students are taught by professional teachers. Article: 10. Facilities, educational equipment and materials The size of classrooms shall be suitable for the courses and the educational institute shall consider the student admission capacity (1.5m 2 / student) Library It shall have enough space for reading and studying, bookshelves, lockers for library users and other convenient equipment and materials for library services NMEI shall make the library rules and appoint a full-time librarian Demonstration room 11

12 Demonstration room shall be appropriately equipped and have enough equipment and materials for each professional subject; There should be sinks for washing hands, soap, protection materials, etc There shall be a storage room for keeping demonstration equipment and materials Teachers room There should be the necessary equipment for preparing lessons, such as computers, printers, copy machines, etc Management of materials and equipment Director of NMEI shall issue rules and appoint a responsible person to manage and maintain an inventory of materials and equipment. Chapter 3. Education Article: 11. Curriculum NMEI shall implement two curriculums; Nursing Science Curriculum Technical Level (Annex 3) Bachelor of Nursing Science Curriculum / continuing education(annex 3) Besides the two curriculums mentioned above, the NMEI shall implement other new curriculums after approval by the MOH and MOE. 12

13 Article: 12. Implementation of education Teachers of NMEI shall make course syllabi and teaching documents for each subject, and shall teach on schedule for the stipulated duration and stipulated course credit. Learning and teaching details as follows; Teaching hours Full-time nursing teachers have the responsibility to teach students according to MOH decisions concerning teacher appointments The teaching hours for each teacher will be according to the protocol decided by the MOH and MOE Learning experience Emphasize to students the need to be competent (knowledge, skills) and have the right attitude Emphasize the importance of four dimensions of nursing services such as illness prevention, healthcare promotion, health recovery and rehabilitation The areas of learning experience are to emphasize on clinical practice in hospitals and work in communities The target groups of the clinical practice for students are individuals, families and communities. 13

14 12.3. According to teaching plans, the teaching methods chosen shall relate to teaching contents, lectures, seminars, brain storming, discussions, debates, group work, demonstrations, role play etc The stipulation of clinical practice hours will be according to the clinical practice plans and conditions of clinical practice in healthcare facilities The number of students in each class; Principally, the number of the students in one class shall not exceed 60 persons; however, it depends on specific educational occasions Lecture plan (Teaching plan) A lecture plan is each teacher s detailed teaching plan on the title of lectures Lecture plan contains The title of the subject; The title of the lecture; The time line of lecture; General objective; Specific objective; Contents of lecture; Educational equipment; Teaching methods; Evaluation and summary Clinical practice plan 14

15 Clinical practice plan is the study plan, both theory and practice, for students to practice at hospitals, communities and healthcare facilities according to plans identified in the curriculums Teachers shall make clinical practice plans with clinical practice instructors to set the objectives and practice requirements of clinical practice for students Clinical practice instructors shall make supervision plans according to the purpose and practice requirements. Supervision plans shall include activities as follows: Orientation Pre-post conference; Nursing rounds; Bedside teaching; Case studies; Providing health education; Consultation, etc. Article: 13 Clinical practice Clinical practice coordinators at NMEI The clinical practice coordinator shall be the head or deputy head of nursing division who has the duty to manage and set clinical practice plans The clinical practice coordinators have the following roles; Prepare entire clinical practice documents of NMEI; 15

16 Contact and inform responsible persons of the clinical practice facilities; Hold coordination meetings ( at least twice, at the beginning and on completion of clinical practice ) and collaborate with the responsible person(s) at the clinical practice facilities; Follow up and evaluate teachers activities; Attend student evaluations; Hold evaluation meetings with all concerned people Teachers (at NMEI) Teachers have the following roles for clinical practice; Collaborate with clinical practice instructors; Assign patients to students for clinical practice; Teach, give suggestions, consult, monitor, evaluate and assist students; Report outcomes of clinical practice to clinical practice coordinators The subjects of clinical practice The subjects of clinical practice are as follows; Fundamental Nursing Mother and Child Health Nursing Pediatric Nursing Adult and Geriatric Nursing Community Health Nursing Psychiatric Nursing 16

17 13.4. Clinical practice manual Clinical practice manual is the document of goals to demonstrate general areas of clinical practice in order to assist students, teachers and healthcare providers Clinical practice manuals shall consist of objectives, goals, contents, methods, evaluation and reporting forms for each subject Criteria of clinical practice hospitals Nursing organization in a hospital is the one organization that is under the responsibility of the hospital director Have clear policies and objectives for nursing; Have clear organizational structure and job descriptions for nursing; Apply nursing standards and nursing manuals; Have a responsible person for clinical practice; Appoint at least two clinical practice instructors in one ward; Set the ratio of nurses and midwives appropriate with the number of students; Be available for a maximum of ten students to practice in one nursing unit at a time Duties of responsible persons for clinical practice (at clinical practice hospitals) Responsible persons shall be the head or deputy head of nursing division in central hospitals, the head or deputy head of nursing section in regional and provincial hospitals, and the head or deputy head of nursing units in district 17

18 hospitals Responsible persons shall have following roles for clinical practice; Facilitate clinical practice at clinical practice hospitals; Cooperate with clinical practice coordinators in order to make plans and manage clinical practice; Cooperate with clinical practice coordinators to hold coordination meetings; Assign duties, give guidance to, facilitate and consult with clinical practice instructors; Cooperate with clinical practice coordinators to hold evaluation meetings Clinical practice instructors at clinical practice hospitals Clinical practice instructors have the following roles; Teach, give suggestions, consult, monitor, evaluate and assist the students; Cooperate with teachers of NM educational institutions; Be responsible for clinical practice within the unit/section; Facilitate clinical practice effectively and efficiently; Ensure patient safety; Report clinical practice results to the responsible person Criteria of the clinical practice instructors are as follows; Have adequate knowledge and skills of specialized areas in the field of nursing and midwifery; 18

19 Have completed clinical instructor s courses organized or authorized by the MOH; Have clinical experience in the field of nursing or midwifery of at least three years; One shall have a diploma or higher qualification, in the field of nursing or midwifery Continuing training for nurses and midwives in clinical practice hospitals Continuing training is a learning experience according to training plans in order to provide the knowledge and skills of nursing and midwifery. Hospitals which provide clinical practice shall make training plans to assist nurses and midwives to be competent and improve the quality of nursing services Monitoring and evaluation of clinical practice Teachers have a responsibility to monitor and evaluate students clinical practice in collaboration with clinical practice instructors and responsible persons in clinical practice hospitals Monitoring Monitoring shall be defined as the process of controlling, reviewing and implementing plans in order to evaluate the efficiency and effectiveness of clinical practice Evaluation Evaluation is the activity that is related to the conduct of educational plans according to the curriculum, comparing success in quantity and quality, and 19

20 which affects students, teachers and students families in their objectives and targets. The results of evaluation will be essential to reviewing and improving policy plans and future educational plans. Article: 14 Conditions for taking examinations Students shall register and attend the subject/ course for 80% of the total academic hours required by the course Student shall be graded for attitude and must have a minimum grade C; In case students have proper reasons for being unable to take examinations, they shall have to submit proposal letters to the director of the school for permission to sit at the next examination. Article: 15 Evaluation and graduation 15.1 Evaluation of school (academic) year NMEI shall evaluate if students have completed the subjects in the academic year Evaluation of school subjects (theory) During each academic semester, NMEI shall conduct an evaluation of each school subject, at least once a semester Subject teachers have the responsibility to determine the time and options for assessing subjects. 20

21 The assessment will be conducted by written, oral, individual or group reports Evaluation of clinical practice A student s clinical performance will be evaluated by different types of methods such as written, oral, practical, or a combination of all three Students must meet all targets of NMEI for completion of clinical practice The decision for the examination results shall be based on the rules of evaluation and scoring as follows; For Bachelor degree and Diploma of technical nursing science, we shall utilize the following system; Grade meaning Score A Excellent 4.0 B + Very good 3.5 B Good 3.0 C + Fairly good 2.5 C Fair 2.0 D + Poor 1.5 D Very poor 1.0 F Fail 0 21

22 Evaluation is the fundamental monitoring of the results of studying and teaching for each subject or course. The minimum score should be grade D. Grade F (Fail) is considered for the following; 1) The students took examination and could not pass. 2) The student was absent without authorization or reason. 3) The student did not follow the rules for taking examinations and was considered failed according to school rules Evaluation of graduation Students Students shall have successfully completed all prescribed subjects of the curriculum Nursing and midwifery educational institutions Shall hold the graduation committee meeting in order to indicate the results of the final examination and graduation Shall notify to students the result of the examination or transcript for each term Shall propose to the MOH to make a decree appointing the examination and graduation committee, and recognize the results of the examination with the attached files of the report on the graduation meeting and transcripts. 22

23 15.6. For the implementation of measurements and evaluations, nursing educational institutions shall be able to implement according to the annual and final examination rules of the MOH and MOE. Chapter 4 Final provisions Article: 16. Assign DOP as the organization to manage the implementation of the Nursing/ Midwifery School Management Guidelines. Article: 17. Both governmental and private NMEI shall modify any ordinances of school management that were authorized previously to be compatible with the new MOH guidelines. Article: 18. The Director of MOH Cabinet Office, DOP, and organizations concerned shall follow these nursing/ midwifery school management guidelines as their roles and functions. Article: 19. Some regulations of school management that are contrary to the Nursing/ Midwifery School Management Guidelines are hereby abrogated. Article: 20. These Nursing/ Midwifery School Management Guidelines shall come into force immediately after its promulgation by the MOH. Vice Minister of Health Prof Dr. Eksavang VONGVICHIT 23
