1 PHASE 1 University of Northern Colorado New Degree/Program Planning Proposal For new degrees and new emphasis areas, College Dean submits preliminary 2-3 page proposal to the Provost (and Graduate Dean if applicable) that addresses Steps 1-6 of the New Degree Program Planning Proposal and Financial Planning form (attached). OR For new minors, certificates, interdisciplinary studies programs, licensures, endorsements, and graduate specializations, College Dean submits preliminary 2-3 page proposal to the Provost (and Graduate Dean if applicable) that addresses Steps 1-5 of the New Program Planning Proposal. If recommended to proceed, follow curriculum review as outlined in University Regulations (see Board of Trustee website for current link). The Provost submits to Academic Council for a preliminary review. Academic Council provides feedback and recommends whether to proceed with full proposal development for new degrees or new emphasis areas. PHASE 2 For new degrees, emphasis areas, minors, certificates, interdisciplinary studies programs, licensures, endorsements, and graduate specializations, School/Department/College submits full proposal for curriculum review as outlined in University Regulations (see Board of Trustee website for current link) addressing Steps 7-19 of the New Program Planning Proposal. After approval process, Provost submits new degree proposal to the Board of Trustees (BOT) for approval. After BOT approval, the Office of Academic Affairs submits new degrees and new majors to the Colorado Department of Higher Education for approval based on compliance with role and mission. A new degree program may not be implemented without the Commission s determination that it is consistent with the institution s role and mission. A report is also sent to the Higher Learning Commission. After all reviews and approvals, new program is implemented as outlined in the proposal. Note: The Professional Education Council (PEC) reviews the curriculum (new and revised) of all initial teacher preparation and advanced programs offered by the institution for the purpose of preparing teachers and other professional education personnel to work in pre-kindergarten through twelfth grade settings. This includes off-campus programs, distance learning programs and alternate route programs for the preparation of professional educators. The National Council for Accreditation of Teacher Education (NCATE) requires PEC to review all programs for the preparation of professional educators, including programs that lead to licensure and endorsement in the state authorization process. The Colorado Department of Education (CDE) and the Department of Higher Education (DHE) jointly review teacher education program proposals and recommend programs for approval or non-approval. CDE makes program approval recommendations to the State Board of Education (SBE). Following SBE's program approval recommendation to DHE, final determination of program approval is made by the Colorado Commission of Higher Education (CCHE) after it receives the DHE recommendation for approval. Teacher education programs cannot be delivered until the programs have received state approval. 1

2 PHASE 1 (Summary Format: 2-3 pages) 1. Brief Overview of Proposed Program Name of Program Program type (BA, BS, MA, MS, PH, Minor, Certificate.) School/Department/Program College Expected total number of students enrolled in program (five years post-implementation) Type of delivery method (e.g., on-campus, off-campus, online, hybrid, etc.) 2. Fit with UNC Role and Mission and University s Most Current Academic Plan Describe the objectives of the program. Describe how the proposed program supports the mission of the University. Describe how the proposed program supports the most current University Academic Plan of the Institution. Describe how the program contributes to attaining long-term goals and directions of the institution and School/Department program. Describe how the proposed program meets the needs of Colorado and enhances the State s capacity to respond effectively to social, economic, and environmental challenges and opportunities. 3. Evidence of Need for the Program Provide evidence of the need for the program. Please be explicit. (Needs assessment information may be presented in the form of survey data; summaries of focus groups or interviews; documented requests for the program from students, faculty, external constituents, etc.) Identify statewide and nationwide employment needs the proposed program would assist in filling. Provide evidence of regional or national need for additional qualified individuals such as the proposed program would produce. 4. Evidence of Student Demand Describe the projected numbers and characteristics of the students to be served. What is the estimated number of graduates of the proposed program over the next five years? On what information are these projections based? Provide evidence from surveys, interviews, or other sources that indicates that students would actually enroll in this program if it were approved. Include as much detail as possible. 5. Personnel. Provide a summary of any additional FTE (faculty and/or staff; GA/TA/RA) required for this proposal. 6. Duplication/Similar Programs in the State Identify other closely related Colorado programs that might be perceived as having programs in the same academic domain. For each, provide the following: Title of Program Name of Institution (particular campus if relevant) Focus of other program s curriculum Compare/contrast UNC s proposed program to other program If program is similar to the one being proposed by UNC, is there documented state or national demand legitimizing the need for an additional program in the state? In what ways, if any, will resources of other University of Northern Colorado programs or other state institutions be shared in the proposed program? How will the proposed program be complementary to, or cooperate with existing program(s)? Note: Contact the Dean of University Libraries to initiate the evaluation of library resources for the proposed degree/program in preparation of the response to #13 in Phase 2. 2

3 PHASE 2 (School/Department/College submits full proposal for curriculum review as outlined in University Regulations - see Board of Trustee website for current link). Assessment 7. Assessment of Student Learning/Outcomes Evaluation (Please ask UNC Director of Assessment to serve as a resource for these criteria) Describe the overall learning outcomes based on the program objectives. Indicate how proposed courses align with the overall learning outcomes. Curriculum mapping matrix on Office of University Assessment website ( may be used as a resource. Describe the methods (e.g., portfolios, standardized national tests, senior project, etc.) that will be used to assess the overall learning outcomes. Describe how assessment results will be used to improve teaching, advising, and co-curricular activities to enhance student learning. Students 8. Student Body For Undergraduate Programs: Provide supporting data to describe: o The projected first year enrollment in the program. o The projected total student enrollment three and five years after the program is implemented. o The projected number of program graduates within four, five, and six years of the program s inception. Note: The third and fifth years are accountability milestones. If a degree program fails to meet enrollment and/or graduation projections, the program will be reviewed with the possibility of discontinuance. Describe the total enrollment required to ensure program sustainability once the program is established. For Graduate Programs: Provide supporting data to describe: o The projected enrollment for the first year of the program. o The projected enrollment three and five years after the program is implemented. o The projected number of program graduates anticipated once the program reaches its ideal size. Note: The third and fifth years are accountability milestones. If a degree program fails to meet enrollment and/or graduation projections, the program will be reviewed with the possibility of discontinuance. Describe the total enrollment required to ensure program sustainability once the program is established. 9. Admission Requirements Are any requirements for admission to the proposed program being recommended that are higher than UNC s minimum requirements? If so, what are the recommendations? What is your rationale for the higher standards? Faculty 10. Snapshot of Faculty Resources Summarize current program faculty resources using the following information: Faculty Name; Tenure-Track/Tenured/Term; Highest Degree Held; Area of Specialization/Expertise. 3

4 Estimate the number, rank, and background of new faculty members who would need to be added to initiate the proposed program in each of the first four years of the proposed program s operation (assuming the program develops as anticipated). What resource commitment is required and how will it be provided? Estimate the number and type of support staff needed in each of the first four years of the program. Resources 11. Impact of Program Request on Curriculum and Students Provide the current School/Department/Program enrollment by degree level. Describe, if relevant, any of the School s/dept. current program areas that are controlled or capped. Is Academic Support and Advising (AS) currently involved in advising any pre-majors for the School/Department/Program? Please explain and provide relevant data. Describe how launching the proposed new degree will impact the commitment already made to students in other program areas. Provide a detailed plan as to how resources within the School/Dept. would be re-allocated to contribute to the resource base needed for this proposed program (e.g., will the School need to cap another program? Would additional enrollment growth funding be necessary to meet current student demand for courses?) Include the following when addressing the Impact Statement required in the curriculum process: What are collateral expenses that must be taken into account in order to offer this academic program? How will other programs teaching loads and facilities be affected by inclusion of their courses in the proposed curriculum? Provide a letter/ from other units indicating whether they would be able to absorb the projected number of students into already existing sections or whether they will need to add sections. If there is a need to add, can this be done with existing resources? 12. Graduate Assistants (for new graduate programs only) Identify how many graduate assistants you currently have funded on Resident Instruction funds. Identify how many you currently have funded on external grant funds. Other sources? Identify how many additional funded assistantships you hope to have to support students in this newly proposed program. How do you propose that they will be funded? What responsibilities will these graduate assistants have? Will this affect undergraduate student access to regular faculty? 13. Library Resources Note: The information for this section will be prepared by the appropriate library faculty in conjunction with the Head of Library Administrative Services, certified by the Dean of University Libraries, and submitted to the proposal organizer for inclusion here. Describe the adequacy of the library resources available through the Libraries online catalog (including, but not limited to, printed media, electronically published materials, videos, dvd s, online databases, and sound files) that are relevant to the proposed program (e.g., a comparison to a recommended list of materials or set of requirements issued by the American Library Association or other organization would be useful if available). Identify how much, if any, additional base and one-time financial support will be required to bring access to such materials to an appropriate level. 14. Marketing a College representative needs to meet with the Marketing Office of University Relations to assist in the development of a marketing plan. 15. Facilities, Equipment, and Technology Identify what unique resources (in terms of buildings, laboratories, computer hardware/software, Internet or other online access, distributed-education capability, special equipment, and/or other materials) are necessary to offer a quality program in the field. 4

5 Identify what resources for facilities, beyond those now on hand, are necessary to offer this program. Be specific (e.g., include need for new space, renovated space). Be sure to address classrooms, instructional labs, office space, etc. How is it proposed that these additional resources will be provided? Identify what resources for equipment and technology, beyond those now on hand, are necessary to offer this program. How is it proposed these additional resources will be provided? 16. Summary of Budget Needs Summarize all new budget resources you are requesting from UNC Central Administration. As part of this section, complete the attached New Program Financial Planning form. Note: if a licensure examination and/or accreditation is required please include any associated costs. For a New Graduate Program 17. Western Interstate Commission for Higher Education (WICHE) indicate if you are interested in pursuing WICHE status. 18. External Review Recommendations Include at least two recommendations of disciplinary colleagues for external review (e.g., from peer or aspirant institutions offering disciplinary programs of equal or higher level to the proposed program; accrediting body) to address need for program, proposed curriculum, capability of faculty to deliver the degree, peer comparisons, and potential of success. For each academic reviewer, include: Name; Title; School/Department; Institution. 19. Graduate Tuition Model for purposes of determining graduation tuition, please describe the target market for the proposed new degree program.
