2 In January 2014, the entire country will implement provisions of the Affordable Care Act (ACA, or Health Care Reform). University Human Resources is making many changes to the UVa Health Plan in response to the ACA. UVa wants you and your family to maintain a healthy lifestyle and receive the best care possible even as the health care landscape changes. We also want to give you a heads-up on some of these changes as early as possible, so here s a glance at what s to come: Open enrollment is earlier this fall, in October instead of November. This is the time period to make changes in your health benefits. You can opt for a new, third health option, Basic Health, that comes with high deductibles, very low premiums, and a Health Savings Account that starts out with at least $1,000. Along with introducing Basic Health, we are renaming the Low and High Premium programs. The Low will now be known as Value Health and the High as Choice Health. This year you ll see an increased focus on wellness, with incentives to participate in Hoo s Well and discounts for healthy behaviors. We are changing how and when we will cover spouses. You ll get rewarded for being tobacco-free. You will be able to elect dental coverage separately from health coverage, and choose an enhanced level of coverage. Read on for more information on all of these changes. You ll receive even more details as we get closer to open enrollment.
3 UVa Health Plan Offers Third Option We re giving you more choice and control in your health plan options. We re adding a third option to the UVa Health Plan, a high-deductible consumer-driven health plan we re calling Basic Health. Basic Health has two parts: Medical coverage with low premiums but a high deductible; and A Health Savings Account (HSA) to help you pay for eligible medical expenses, similar to the Flexible Spending Accounts (FSAs) available today. Both parts work to keep you healthy, protect you from high costs when you re sick, and let you save for the future. Think of it as a trade-off. With the new Basic Health option, you ll pay the lowest monthly premiums, leaving more money in your pocket. You continue to receive in-network preventive care (like your annual exams) at no cost with no deductible to meet. When you do get other medical care, you ll pay slightly more because you have to meet a higher deductible before your benefits kick in. That s where the HSA comes in handy. If you enroll in Basic Health, UVa contributes money to your HSA that you can use toward your out-of-pocket costs. You can contribute to the HSA too, and unlike an FSA, the balance rolls forward at year s end. The money in your HSA is always yours to keep, even if you leave the University. Your HSA balance also earns interest. Year after year, it will grow, so you have the money when you really need it. This is just a high-level overview of the new Basic Health option. Watch for more information in the enrollment materials you ll receive this fall. Basic Health Highlights 100% coverage for in-network preventive medical care. Financial protection against serious illnesses and injuries. Access to the same services and the same Aetna national network of doctors and hospitals as the current health programs. Tax-free savings to pay for eligible health care expenses today and tomorrow. If you choose this option, and are a salaried benefits-eligible employee, the University contributes to your HSA: - $1,000 for employee only coverage; - $1,500 for employee plus spouse or employee plus child(ren) coverage; or - $2,000 for employee plus family coverage. You can also contribute to your HSA on a tax-free basis. Contributions to your HSA (the University s and yours combined) can t exceed the annual limits, which range from $3,300 to $6,550 depending on your status.
4 Good Health = Good Sense Each year, premiums are set so that UVa can offer the benefits you expect while covering costs. In 2014, if you complete your health screening and online health assessment, your premiums will stay at 2013 rates. The first step to getting or staying healthy is knowing your current health status and what your future risks may be. We can help you find out with Hoo s Well, the UVa Health Plan s comprehensive wellness program. There are two components to knowing your numbers. The first is Aetna s online health assessment, which asks questions about your general health, lifestyle, and habits. When you add the second biometric numbers (like blood pressure, cholesterol, waist circumference, and blood sugar) your results become even more valuable. Participate and save $480 Because it s so important that you know your biometric numbers, we ll make it worth the effort. It s simple. Just complete (1) Aetna s online health assessment and (2) a biometric screening by October 31, 2013, and you ll see $40 per month in health plan savings. We want to make it quick and easy for you to participate. Starting August 1, you can complete the Aetna health assessment online it only takes 15 minutes. For your convenience, On-Grounds biometric screenings will be available August 19 October 11, Unable to attend a biometric screening? You can submit either a Physician Screening Form or your records from My Chart, the UVa Health System s online medical records system. For more information, please refer to the recent Hoo s Well mailing sent to your home address or visit and click on Health Assessment and Biometric Screenings. Changing Health Coverage for Spouses The UVa Health Plan is a comprehensive and competitive plan. To ensure that UVa can continue to offer the best coverage possible to those who need it, we are making a change to dependent eligibility for the UVa Health Plan. Spouses who have no access to other employer coverage will continue to be eligible to participate in the UVa Health Plan. However, in 2014, your spouse will not be able to participate in our plan if eligible for coverage by his or her employer s health plan. You can continue to cover children under the UVa Health Plan, even if coverage is available for them through another employer plan. Simply put, there are large costs for implementing the ACA, or Health Care Reform. By changing who we will cover, the University is able to maintain the excellent coverage we are proud to provide and manage the costs of the federal legislation. There will be more details to come on what qualifies as other employer coverage and how you will certify that covered spouses do not have access to other coverage.
5 Tobacco-Free = More Rewards for You If you use tobacco, one of the best things you can do for your health is to quit. Starting in 2014, our focus on wellness will include a $10 per month reward right in your paycheck for being tobacco-free. To qualify for the reward in 2014, you ll need to certify online during this fall s open enrollment period that you and your covered adult dependents haven t used tobacco within the past 12 months. Haven t been tobacco-free for at least 12 months? It s not too late! For this first transition year, you can still get the discount if you and your dependents have met all of the following requirements: Enrolled in the Quit For Life program before December 1, 2012; Completed the Quit For Life program six-month survey; and Have become a non-smoker/ non-tobacco user, even if you ve had this non-tobacco status for less than 12 months. Going forward, you ll need to certify each fall that you and your covered adult dependents have been tobacco-free for 12 months to get the discount for the following year. There s never been a better time to quit. UVa and Health Care Reform With the passage of the ACA, the way that all Americans get and use health care coverage is about to change, especially as two of the biggest changes under Health Care Reform go into effect January 1, 2014: A requirement that all Americans have health care coverage, or pay a penalty; and The availability of newly formed health insurance marketplaces (also called exchanges). The good news? We know that the health care benefits we offer comply with the ACA s new rules. The University remains committed to offering innovative health benefits that attract, motivate, and retain a diverse workforce. We want to ensure that our benefit programs are competitive with those offered by our higher education peers, and focus on promoting your health and well-being. We also know that the new costs and fees associated with the ACA are significant. The changes being made in the UVa plan beginning in 2014 are designed to maintain quality health care benefits at affordable costs. You will get more information before and during open enrollment. You ve Got New Dental Options Look for more choice and flexibility with your dental coverage, with two options Basic and Enhanced newly available separately from medical coverage. If you are currently enrolled in the UVa Health Plan and do not elect the Enhanced Dental option or waive your dental coverage, you will be enrolled in the Basic Dental option. See how the two dental options compare: The Basic Dental option offers a $1,000 annual benefit maximum (orthodontia is not covered); and The Enhanced Dental option offers a $2,000 annual benefit maximum, plus orthodontia coverage (orthodontia lifetime maximum of $1,000 per person). Both dental options cover the same diagnostic and preventive, primary, and major restorative services, so it s really about finding the dental option that fits your needs. Your open enrollment materials will include more information about your new dental options.
