1 The Recruitment Supply Chain Business Forum CBI Headquarters Centre Point, London Morning of Thursday 10th May 2012 Free of charge

2 On the morning of Thursday 10 th May 2012 at CBI HQ, ABFA and APSCo will host the second Recruitment Supply Chain Business Forum. This event will be attended by key decision makers from both corporate and public sector clients that engage RPO and MSP solutions. We will discuss the current issues in the supply chain that can affect quality of candidates, size of talent pool to choose from, clarity of liability and financial stability of critical elements within the chain. Funding is especially important in the agency worker supply chain because staffing companies nearly always have to pay their workers before they have been paid by their clients. This cash flow is normally bridged by invoice discounting and factoring. Historically invoice discounters regarded staffing companies as low risk customers because they usually had a large number of different (often blue chip) end user clients. The trend in recent years for many organisations to appoint one of a relatively small number of RPO companies as contractual intermediaries between the staffing company and their business has significantly increased the risk for lenders by placing a higher percentage of business with a smaller group of companies. This problem is compounded by the use of pay when paid clauses and contracts prohibiting the assignment of debt, which means that there is no debt that can either be assigned or enforced by the financier, making it extremely difficult for them to lend. Without this funding most of the staffing industry would not be able to trade, agency workers would not be available to end users on attractive terms, if at all, or there would be a reduction in the availability of agency workers and an increase in the cost of agency workers to end users, including the public sector. All major political parties have acknowledged the important role that the flexible labour force plays in UK competitiveness and access to cash flow funding is a vital cog in the agency worker process. BIS have even set up a business working group to examine the issues behind late payment. ABFA, APSCo and APSCo s RPO and MSP Sector Group, which consists of key decision makers in this growing market sector, have been working hard to create a Code of Conduct which focuses on best practice, fair trading and shared risk for all parties within the supply chain. In just over a year a vast amount has been achieved thanks to the dedication of the members of this sector group. By raising awareness of the difficulties faced, and by working directly with all groups within the supply chain, we will explore potential solutions and we will facilitate change to everyone s advantage.

3 8.30 Coffee and Registration 9.00 Opening and Welcome Ann Swain, Chief Executive, APSCo Ann Swain is the Chief Executive of The Association of Professional Staffing Companies. Ann has headed APSCo, and before that its predecessor, ATSCo, for 12 years; creating a well-respected trade association known for its energy, thought leadership, outstanding membership service offering and lobbying power. Since graduating from York University, Ann has gained a wealth of experience in the professional recruitment market as a recruiter, manager, trainer, sales director, managing director and spent a few years on the client side of the fence as an HR Manager. She was the founder, in 1988 of Learning Curve, the specialist recruitment industry training company which was acquired by the Delphi Group in Her first book the Professional Recruiter s Handbook has become a business best seller, with the second edition due to be released on the 3rd July Ann is a well-respected authority in our industry, a hugely popular international speaker and a passionate advocate for the UK Recruitment Profession The Business Forum The Expert Panel Kate Sharp, Chief Executive Officer, ABFA Kate Sharp has over 30 years experience in the Financial Services industry, over 21 of which have been in Invoice Finance. She began her career in finance in 1972 at Lloyds Bank, moving into invoice finance in 1989 with Lloyds International Factors. For the next 10 years Kate undertook a number of senior managerial roles. Kate moved from Lloyds to RBIF and subsequently to Highams Business Solutions where she provided industry expertise and consultancy to clients across Europe, in America, Australia and South Africa. She joined the Asset Based Finance Association (then the Factors and Discounters Association) as Chief Executive Officer in Kate is an honorary fellow of the Institute of Credit Management, a director of the Joint Money Laundering Steering Group and vice chair of the EU Federation of Factoring and Commercial Finance. Matthew Griffin, Head of Sourcing & Category Management, Government Procurement Service Matthew joined Government Procurement Service from DWP in October 2011, to lead the professional services category. The professional services category has a high profile across Government and will continue to undergo significant change over the next 12 months. His vision for the category will be the smooth delivery and transition of new procurement, ensuring that maximum value is delivered and service levels enhanced. Matthew brings many years of category management and procurement experience from blue chip organisations from within the utilities, manufacturing and consultancy sectors. He played an important part in reducing consultancy spend as part of the Government s drive to deliver sustainable cost savings to the taxpayer, with 800m savings delivered since May Matthew has been an active member of CIPS since Erica Briody, Talent Acquisition Leader, GE Energy Europe Erica has an M.B.A. from Henley Business School and attended the University of South Florida graduating with a B.A. in Business & Communications. She is an experienced leader of business change across diverse cultures including the U.S., EMEA and APAC with 19 years of experience in recruitment, performance diagnostics, change management and project direction. Erica joined GE from EducentricUK, a company she founded in 2009 to provide consulting and recruitment services to the education sector. Prior to this, she held a number of executive positions in the recruitment sector both in the UK and abroad. Previous positions include Vice President of RPO, EMEA at Kenexa and Managing Director for Asia at MRINetwork/CDI, a leading organization in the recruitment sector based in Hong Kong and China. Before that, she was General Manager for Becker Professional Services providers of recruitment and career coaching services based in the U.S. Erica is skilled in HR strategy including: performance development, e-recruitment solutions, talent mapping, retention strategies, student recruitment, social media and applicant tracking systems technology.

4 Darren Lancaster, MD, Hudson RPO EMEA Regions Hudson is one of the largest global recruiters with a turnover of approximately 500 million. Darren now leads Hudson s RPO solutions in EMEA. Starting his career in the 1990s within one of the first onsite recruitment process outsourcing solutions in the European region, Darren has seen how the evolution of RPO solutions can deliver true value to clients throughout the past two decades. Darren is a sought-after speaker and thought-leader in recruitment process outsourcing. He earned his education and degree at London Guildhall University and has become an expert in the delivery of recruitment process outsourcing solutions in the UK, Europe and across the world. Oliver Harris, Chief Executive Officer, Resource Solutions Oliver graduated from Exeter University with a degree in Economics and Geography, before joining Robert Walters in As a Recruitment Consultant for the Banking Operations Contract team, Oliver enjoyed many successes that saw him promoted to Team Leader, Manager and Managing Director for contract recruitment by In his role as MD, he also had remit for Robert Walters in South Africa. In June 2010, Oliver was promoted to the recruitment process outsourcing (RPO) business of Robert Walters Group, Resource Solutions, to become CEO, and continues to drive the business forward by expanding further into EMEA, Asia Pac and North America. Keith Wilmott, Chief Financial Officer, Venn Group Keith has over 16 years senior finance experience within the professional staff hiring sector. As Venn Group s CFO Keith has seen the company grow organically over the last 10 years. Operating from 7 offices, Venn Group has achieved an annual turnover of over 100 million. As a specialist in professional temporary recruitment Venn has dedicated teams operating within the Accountancy, Financial Services, Legal, Public Sector and Technology fields. A qualified accountant by training, Keith has a keen interest in the motivation of non-fee earners, through the use of KPI s or team activities. Prior to entering the world of recruitment Keith worked within the Public Relations and Insurance sectors. Stephen Rookes, Commercial & Legal Director, NES Global Talent After graduating with an Engineering degree, Stephen worked for 20 years for UK and international nuclear and defence engineering and consultancy companies. He gained a wealth of experience in the successful delivery of business transition, strategic development, engineering and construction projects. In 2006 Stephen joined NES Global Talent, a consultancy specialising in finding talent for clients and putting its candidates at the heart of everything it does. Stephen s responsibilities include the reviewing and agreeing of contracts for its 30 global offices spanning the UK and Europe, the Middle East, Africa, Asia, the Americas and Australasia. Gerard Chick MCIPS, Head of Knowledge, Chartered Institute of Purchasing & Supply Head of Research and Knowledge Management at CIPS, Gerard is responsible for gathering the latest thinking from academia and practice in purchasing and supply management and understanding its relationship to the wider business agenda. Much of his work describes key trends, challenges orthodoxy and considers future possibilities in pushing the boundaries of purchasing and supply management. He is a regular keynote speaker as well as delivering workshops on strategic procurement issues to senior executive teams in both the public and private sector in the UK and to audiences overseas in Europe, the Middle East, the USA, Australia, Africa and China. 5 The Asset Based Finance Association (ABFA) The Asset Based Finance Association (ABFA) is a UK based trade association representing an industry with over fifty years experience of supplying much needed liquidity to businesses. The industry has a particular expertise in funding the recruitment sector.
