1 UNDP Southern Sudan Monthly Programme & Project Update Report For the Period 1 30 November 2010 Section 1: General Programme Highlights & Updates The GoSS (represented among others by H. E. President of Southern Sudan, H. E. Vice-President of Southern Sudan, and H. E. Minister of Finance & Economic Planning) together with development partners hosted a conference at which the GoSS Priority Core Governance Functions for Capacity Development as well as the launching of The GoSS Development Plan was discussed. Over 15,171 Referendum Security Police and 1,440 Formed Police Units (FPUs) were successfully trained by UNIPOL (a UNIRED partner). 20 new Land Cruiser hard-top vehicles procured and handed over to the Southern Sudan Referendum Commission to support the State High Committees in the referendum process; and funding for hiring over 200 vehicles for referendum activities of SSRC transferred to the 10 states. Also, Civic Voter Education (CVE) materials for the registration phase, 100 BIGAN Communication equipment, and 85 tents received and dispatched to the 10 States and 79 Counties. The TB/HIV Prevention and Control Grant Round 5 Project has been rated by the GFATM as A1, the first performance rating in Southern Sudan. A major review of the DDR programme was undertaken in November, commissioned by UNDP in support of the Southern Sudan DDR Commission to consider options for DDR beyond the Referendum. Sudan Recovery Fund Joint programme documents Jonglei Stabilization Programme (JSP), Lakes State Stabilization Programme (LSSP) and Eastern Equatoria Stabilization Programme (EESP) were approved by Inter Ministerial Appraisal Committee (IMAC), and money has been transferred to the Lead agency for the joint UN stabilization programme. Section 2: UNDP Project Updates 2.1 Programme Component I: Poverty Reduction & the Achievement of the MDGs 1. Key activities carried out in the reporting period Outcome 1: Enhanced national and sub-national capacities to plan, monitor, evaluate, and implement the MDGs and related national development policies and priorities Support to Economic Planning Project (also related to Outcome 4) UNDP has continued to work with MoFEP to ensure a clear consultative process is put in place for the formation of the Southern Sudan Development Plan, which will complement the Core Functions framework by setting out a medium-term strategy for the post-cpa period, including longer-term capacity building needs. Agreement has been reached on the structure of the plan, which will pull the ten GoSS sectors into four Pillars : Governance, Social and Human Development, Economic Growth, and Conflict Prevention and Security. The framework for the next steps in the formulation of the Development Plan was presented on day two of the November conference. Conducted a joint field mission to collect and analyse data on import of goods from Northern Sudan into Upper Nile, Unity, Warrap, Northern Bahr el Ghazal and Western Bahr el Ghazal states. 1

2 Continued providing technical support in preparing estimates of Gross Domestic Product (GDP) for 2009 and processing/analysis of consumption data from the Urban Household Surveys (HBS). Supported GoSS delegates in the Aid Instruments and Capacity Development Working Group meetings of the International Dialogue on Peace Building and State Building, in Paris November, and preparation of a paper: 'Aid Instruments for Financing Post-Conflict Recovery and Development: Southern Sudan Experience'. Building an Inclusive Financial Sector in Southern Sudan Consultations held with senior management of Southern Sudan Microfinance Development Facility (SSMDF) to review progress and to discuss the way forward. Joint Programme on Creating Employment Opportunities for Youth in Sudan A field visit was undertaken to Abara Magwi County by UNDP, ILO and UNOPs on 16 November 2010, to hold consultations with Payam authorities, proposed beneficiaries and visit implementation sites. Advancing Gender Equality and Women s Empowerment in Southern Sudan Supported the planning and launch of 16 Days of Activism Against Gender Violence on 24 November, under the leadership of the Directorate of Gender, Ministry of Gender, Child and Social Welfare, and the Gender Based Violence Sub Cluster. Coordinated participation in a workshop on Integrating Programming to Address Gender-Based Violence and Engage Men and Boys to Challenge Gender Inequality in National AIDS Strategies. This workshop was hosted in collaboration with UNAIDS, UNFPA, UNIFEM and WHO. Outcome 2: Improved impact of resources to fight HIV/AIDS (and other diseases) Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) Improving and Expanding Tuberculosis Control Grant Round 7 Prepared and submitted a consolidated Disbursement Request and Progress Update (PUDR) for July- September 2010 to the Local Fund Agent (LFA) and completed the verification process. Facilitated the training of 4 National TB Programme (NTP) officials on TB, TB and HIV, leprosy (through ALERT); M&E (through AMREF); TB logistics (through AMREF); and TB Management (through The Union, Arusha). TB/HIV Prevention and Control Grant Round 5 Prepared and submitted a consolidated PUDR to secure a disbursement of funds before the end of the Global Fund s financial year. The LFA completed verification of the PUDR and the average performance rating is 102% on key indicators, which is the first A1 performance rating in Southern Sudan. HIV/AIDS Prevention and Care Grant Round 4 The revision of targets for Prevention of Mother to Child Transmission (PMTCT) have been finalised and discussed with the LFA. Conducted a 1 day HIV and AIDS Advocacy Workshop for the Southern Sudan Legislative Assembly (SSLA) in collaboration with the Southern Sudan AIDS Commission. 2

3 Health Systems Strengthening Grant Round 9 (Project Initiation Plan) The first batch of documents (Architectural Designs, Bills of Quantities, Assessment Reports and Construction Work Plan) for the construction of 3 Blood Banks, 4 Laboratories, 7 Antenatal clinics, and 4 Community Resource Centres have been approved. The ITBs were advertised on 29 November. 2. Key activities planned for the next period Outcome 1: Enhanced national and sub-national capacities to plan, monitor, evaluate, and implement the MDGs and related national development policies and priorities Support to Economic Planning Project (also related to Outcome 4) Continue with technical and financial support to 2011 GoSS annual budgeting process; and continue providing technical support to the development of GoSS Development Plan. Present GDP estimates to a wider forum of stakeholders and continue to assist in the preparation of the Southern Sudan Centre for Census, Statistics and Evaluation (SSCCSE) Strategic Plan. Provide technical support to GoSS delegates to the Political Dialogue and Planning Processes Working Group Meetings of the International Dialogue on Peace Building and State Building in Paris, December. Prepare all the necessary documentation and support the Ministry of Finance and Economic Planning (MoFEP) to launch the Survey on Monitoring the Paris Declaration Building an Inclusive Financial Sector in Southern Sudan Follow up with SSMDF and UNCDF to facilitate the disbursement of funds and as per the performance based agreement between the two institutions. Joint Programme on Creating Employment Opportunities for Youth in Sudan Conduct consultations with business groups in Abara to agree on an implementation plan. Continue to assist the lead agency and other implementing agencies in the coordination of the programme activities. Advancing Gender Equality and Women s Empowerment in Southern Sudan Continue to support women s leadership through the Referendum Project. Outcome 2: Improved impact of resources to fight HIV/AIDS (and other diseases) Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) Improving and Expanding Tuberculosis Control Grant Round 7 Facilitate the training of 30 laboratory technicians on Drug Sensitivity Testing (DST) in Nairobi and Kampala. Facilitate the development of an M&E framework for the NTP. TB/HIV Prevention and Control Grant Round 5 Dependent on receipt of funds from the Global Fund, finalise the procurement of major laboratory equipment, such as digital X-ray machines. HIV/AIDS Prevention and Care Grant Round 4 Facilitate implementation of the Voluntary Counselling and Testing Campaign (VCT) - planned for before and after the 2010 World AIDS Day - in Central Equatoria State; and participate in the commemoration of World AIDS Day. 3

4 Health Systems Strengthening Grant Round 9 (Project Initiation Plan) Finalise the comprehensive assessments of the remaining sites to be renovated; finalize the bill of quantities and technical drawings, and submit them to the LFA and Global Fund for approval. Section 2: UNDP Project Updates 2.2 Programme Component II: Fostering & Consolidating Democratic Governance 1. Key activities carried out in the reporting period Outcome 3: Institutions, systems and processes of democratic governance strengthened Support to Southern Sudan Referendum Project Voter registration for referendum completed. 20 new Land Cruiser hard-top vehicles procured and handed over to the Southern Sudan Referendum Commission to support the State High Committees in the referendum process; and funding for hiring over 200 vehicles for referendum activities of SSRC transferred to the 10 states. Civic Voter Education (CVE) materials for the registration phase, 100 BIGAN Communication equipment, and 85 tents received and dispatched to the 10 States and 79 Counties. Over 15,171 Referendum Security Police and 1,440 Formed Police Units (FPUs) were successfully trained by UNIPOL (a UNIRED partner). 65 CSOs were selected and awarded grants through IOM to implement civic and voter education activities for the registration period; 48 women's CSOs (31 in the South) were awarded grants through UNIFEM for CVE activities aimed at enhancing women's participation. UNIRED signed a contract with Carter Centre to deliver on the domestic observer principle output. The domestic observers have been identified, trained and deployed to the referendum registration centres in the South and North of the Country, to observe the referendum process. Support to Office of the President Project Procured and delivered furniture for the human resource department of the Office of the President and the co-located staff. Facilitated the participation of the African Development Bank (AfDB) in the GoSS High Level meeting on Priority Core Governance Functions and Planning, November. Outcome 4: National/sub-national/state/local levels of governance expand their capacities to manage equitable delivery of public services Local Government Recovery Project Continued to work with the State Ministries of Local Government and Law Enforcement (SMoLG&LE) to support the counties to prepare and finalise 2011 plans and budgets. Preparations are underway for developing an orientation module for county Legislative Council members. Coordination and briefing meetings were held with partners including JDT, GTZ/DED, BRIDGE/USAID, JICA, the Swiss Government and Association of Netherlands Municipalities. Support to States Project In Central Equatoria State, a 2 day finance management workshop was held, attended by 30 accountants from Ministry of Education; and a 2 day training workshop on planning and budgeting for the education sector, attended by 36 participants (6 women and 30 men). A 1 day workshop was held in Rumbek, Lakes State attended by 30 participants from the taxation department, county officials, Committee on Trade Chamber, and selected associations of traders from Rumbek. 4

5 A 2 day orientation workshop on GoSS integrated planning and budgeting guidelines for 2011 was held in Warrap State, attended by all ministries and spending agencies. Supported the preparation of workplan, budget, manpower and organisation structure, and job descriptions for the Ministry of Labour and Public Service (MoLPS) in Unity State. Technical support provided to development of an infrastructure master plan for Malakal County in Upper Nile State; and there were ongoing discussions with various state ministries of physical infrastructure in the 10 states on land management, settlement upgrading projects and public works. Support to Southern Sudan Reconstruction and Development Fund (SSRDF) Project Held a Project Board meeting on 24 November 2010, attended by the 5 Board members which included Representatives from MoFEP, Ministry of Regional Cooperation, the Joint Donor Team, SSRDF and UNDP. Conducted a Training Workshop in MS-Office Packages attended by 15 participants, of which 9 participants were from the Southern Sudan Reconstruction and Development Fund (SSRDF). IGAD Regional Initiative for Capacity Enhancement in Southern Sudan (IGAD) No major activity to report Outcome 5: Rights upheld and protected through accountable, accessible and equitable Rule of Law institutions Institutional Support to the Ministry of Legal Affairs and Constitutional Development (MoLACD) Project Facilitated the participation of 10 Ministry of Legal Affairs and Constitutional Development (MoLACD) Directors on management skills training November 2010, at CORAT Africa in Nairobi. Procurement of civil works for the construction of the Customary Law Research Centre in Rumbek is ongoing. Samples of laws of Southern Sudan, undergoing printing in Nairobi, have been produced and are now being proofread by MoLACD for actual printing. A Project Executive Board Meeting was held on 8 November Institutional Support to the Judiciary of Southern Sudan (JoSS) Project Conducted a field assessment mission to Malakal to assess the building of a store and toilet, as part of the residential house of the Judge (which was completed earlier in 2010). Two missions conducted to Bor to undertake an environmental assessment of the High Court, with construction commencing in December Continued progress on the procurement of civil works for the construction of the Bor High Court. Procurement process of furniture for Yambio and Raja courts was finalised and delivery is expected to be in December Institutional Support to Police and Prisons Services Project Construction almost completed as 2 Payam Police Stations, Lui Payam and Makpandu Payam, in Western Equatoria State. Construction of 6 Special Protection Units (SPUs) is ongoing at the other project sites. Referendum Security Training imparted to newly appointed police personnel in all ten States. Facilitated the engagement of 30 senior police officers from Uganda to help train in Criminal Investigations at the Dr. John Garang Unified Police Training Academy; coordinated the departure of 40 cadet officer trainees to Uganda for a 1 year cadet training course. For Prison Services, the construction of a clinic at Rumbek has been completed and Yambio Prison is in final phase of completion. Referendum Security Training was given to 1,000 Prison Officers at Lologo Prisons Training Centre. 5

6 Promoting Access to Justice Project Broadcast 3 radio dramas on human rights and rule of law topics at Yambio Radio FM, in collaboration with the Southern Sudan Human Rights Commission (SSHRC). The 3rd Rule of Law Forum in Western Equatoria State took place on 4 November The establishment of Legal Information Center project, developed by Young Women Christian Association, has been reviewed and selected by the Access to Justice Project Management. In conjunction with UN Agencies, UNMIS Human Rights Office and community based organisations (CBOs), supported the organisation 16 days of activism (25 November - 10 December) with the celebration of International Human Rights Days. Continued to mentor and coach the SSHRC state staff in various human rights topics to empower their monitoring, investigation and human rights promotion ability in the state. Joint Programme on Conflict Prevention and Peace Building An M&E workshop was held for partners in Juba on 30 November, attended by UNICEF, ILO, UNFPA, UNDP and Ministry of Gender Child and Social welfare. The objective was to train the partners on how to formulate indicators and objectives for their JP programmes. 2. Key activities planned for the next period Outcome 3: Institutions, systems and processes of democratic governance strengthened Support to Southern Sudan Referendum Project Continue to procure and dispatch to the states and counties referendum ballot material and CVE material; and complete the delivery of remaining tents. Conduct training for Judges and Court Clerks involved in the referendum; and for Southern Sudan Referendum Commission polling staff. Finalise the selection of CSOs to deliver CVE activities in the polling phase. Continue ongoing operation support to the Southern Sudan Referendum Bureau. Conduct M&E on components of project activities. Support to Office of the President Project Organise the Office of the President retreat for team building and internal communication, to strengthen change management in the Office of the President. Facilitate capacity building trainings for the Office of the President staff. Organise the Project Board meeting, to discuss the extension of the project. Outcome 4: National/sub-national/state/local levels of governance expand their capacities to manage equitable delivery of public services Local Government Recovery Project Continue supporting the counties to finalise 2011 plans and budgets in coordination with the respective state governments. Consolidation workshops will be held in Central Equatoria State and Jonglei. Assisting the Local Government Board (LGB) to prepare for county planning & budgeting and monitor transfers of GoSS county grants in Assisting the LGB in initiating steps for (i) drafting an interpretation guide of the Local Government Act 2009 and (ii) establishing a technical committee for delineation of local government boundaries. Developing an orientation module for county Legislative Council members. 6

7 Support to States Project Training of 70 accountants from the 13 state ministries on public financial management, M&E and data management in Central Equatoria. Training of the Ministry of Finance Establishment Officer in Central Equatoria on use of computers and how to update the electronic staff database on a daily basis. Hold a stakeholder's workshop in Lakes State to train government agencies responsible for collection of revenue on technicalities of revenue collection. In Upper Nile State, hold a workshop on urban management and rural development. Undertake an assessment on the status of financial management in counties of Northern Bahr el Ghazal State. Support to Southern Sudan Reconstruction and Development Fund (SSRDF) Project Organise and hold the re-scheduled SSRDF Dialogue Forum in December Continue with the preparations for the assessment of the hospitality industries for the promotion of job creation opportunities in Southern Sudan. Continue in-house computer training/workshop in Microsoft Packages at SSRDF. Implementation and Installation of the Local Area Network (LAN Cabling). IGAD Regional Initiative for Capacity Enhancement in Southern Sudan (IGAD) The Project Document will be submitted for IMAC by the Undersecretary, GOSS Ministry of Labor and Public Service. A committee known as the GOSS/IGAD Coordination Committee will be set up to oversee the recruitment and deployment of the seconded CSSOs. This committee will be chaired by GOSS (represented by the Ministry of Labor and Public Service) and one representative from Kenya, Uganda, Ethiopia and UNDP. Outcome 5: Rights upheld and protected through accountable, accessible and equitable Rule of Law institutions Institutional Support to the Ministry of Legal Affairs and Constitutional Development (MoLACD) Project Complete procurement of civil works for the construction of a Customary Law Research Centre and commencement of construction. Continue preparations for the research and ascertainment of Customary Law Research Centre. Complete the printing of selected laws of Southern Sudan. Institutional Support to the Judiciary of Southern Sudan (JoSS) Project Finalise with International Development Law Organisation (IDLO) and JoSS training programmes for Judges and support staff. Continue procurement process of furniture for Yambio and Raja court for delivery in December; printing of laws; civil works and construction of Bor High Court. Institutional Support to Police and Prisons Services Project Provide logistical support for conducting Referendum Security Training at state level through Law Enforcement Advisers to the state Police Commissioners. Undertake monitoring and supervision of construction and renovation works on Police facilities; and ensure delivery of furniture and equipment to police facilities constructed and renovated in Conduct community policing activities at Payam level through the Police Community Relation Committees (PCRC). Finalise the process with UNODC for procuring basic forensic investigation kit for training to be conducted in Criminal Investigation and Forensic to the Police personnel. 7

8 Procurement of medicine for the treatment of mentally incapacitated inmates in Prisons. Training to the nurses and paramedical staff will also be conducted in close collaboration with medical doctors in UNMIS-Correction. Promoting Access to Justice Project Organise the 3rd Rule of Law Forum (2 December 2010) in Yambio and Torit. Continue coaching and mentoring the SSHRC staff on human rights and rule of law standards in Juba. Organise a 2 day workshop on rule of law and human rights for CSOs and CBOs (8-9 December 2010) in Yambio. Organise 2 workshops for traditional authorities in Yambio County (13-14 December 2010), Western Equatoria State. Support the organisation and celebration of the International Human Rights Day. Joint Programme on Conflict Prevention and Peace Building No specific activities. Section 2: UNDP Project Updates 2.3 Programme Component III: Crisis Prevention & Recovery 1. Key activities carried out in the reporting period Outcome 6: Strengthened capacity of national, sub-national, state and local institutions and communities to manage the environment and natural disasters to reduce conflict over natural resources Crisis Recovery Mapping and Analysis Project (CRMA) Conducted state and county level risk mapping, and introduced and provided ArcReader training to relevant governmental counterparts in Warrap and Jonglei States. Supported the UN/Donor Stabilization Working Group with establishment of 'Who does What Where-When' information management system to enhance coordination, analysis and visibility of stabilization programmes in Southern Sudan. Supported USAID/State Department with information collection and analysis tools to facilitate referendum monitoring activities. Supported the Sudan Recovery Fund (SRF) with data, maps and ArcReader training to support analysis for its stabilization programming in Warrap and Eastern Equatoria states. Completed updating the Information Management Working Group (IMWG) atlas, which is ready to be launched in December Protected Area Management Project Preparatory Grant (PPG) Continued the process of finalising the Project Cooperation Agreement (PCA). Outcome 7: Post conflict socio-economic infrastructure restored, economy revived and employment generated Mine Action Capacity Development Project The Southern Sudan Demining Authority (SSDA) delegation returned from the 1 st Meeting of States Parties of the Convention on Cluster Munitions, in Laos. Norwegian People's Aid (NPA) is leading in the installation of the International Management System of Mine Action (IMSMA) hardware and VSAT in the SSDA. 8

9 The SSDA Operations/Quality Assurance department and Transition Team participated in the GICHD Land Release assessment mission in Central Equatoria State. The SSDA chaired the Mine Action Sector Working Group on 25 November. Disarmament, Demobilization, and Reintegration Programme (DDR) Demobilization and counseling of ex-combatants continued in Wau, Western Bahr el Ghazal and Torit, Eastern Equatoria; with a cumulative total of 9,894 ex-combatants demobilized in southern Sudan (as of 25 November 2010). The figure is composed of 979 women associated with the armed forces; 3,857 female ex-combatants; and 5,058 male ex-combatants. 6,948 demobilised ex-combatants have been registered with implementing partners in 6 states (Central Equatoria, Western Equatoria, Northern Bahr El Ghazal, Western Bhar El Ghazal, and Lakes States); 5,219 either in training, or completed training (as of 18 November 2010). 1 Registration of demobilized ex-combatants opened in Eastern Equatoria, making it the seventh state for the activity. 948 DDR participants had received start-up kits relevant to the reintegration option they chose, including agriculture (for example, bulls, goats, ox-ploughs, seeds, tools); small business (for example, furniture and goods for kiosks) and vocational training (for example tools, driving licenses) (as of 18 November 2010). A pilot community based reintegration programme has been implemented in Lakes and Central Equatoria State with PACT Sudan. A formal agreement is being finalized by the parties to extend support to all states through coordination by a Joint Steering Committee. Community Security and Arms Control Project (CSAC) Conducted Training of Trainers (ToT) training, county consultations and state validation meeting in collaboration with SRF in Warrap State, 29 October 12 November; resulting in the identification of conflict sensitive projects in all 6 counties of Warrap State. Donor representatives also participated. Facilitated a donor field mission visit to project sites Torit, Lafon/Lopa, Kapoeta South and East counties, Eastern Equatoria from the November. Work is in progress for the construction of police posts in Tombek, Terekeka county, and Kalthok in Awerial county, Northern Bahr el Ghazal. In Upper Nile State, communication and transportation equipment for the 13 counties was successfully handed over, with a ceremony conducted by H.E. the Governor of Upper Nile State. Bids were also issued for tractors, equipment and community police outposts. Ongoing follow up and support to the Terekeka/Bor/Awerial peace conference dialogue. Recovery and Rehabilitation Programme (RRP) Continued work on the final project report and asset handover proposal for Northern Bahr el Ghazal State. Sudan Recovery Fund (SRF) Round I (Livelihoods) Projects 45 individuals continue to attend a term vocational training in different disciplines in Gangi Educational Center in Central Equatoria State. Trainees will graduate in December In Northern Bari and Rajaf Payams (Central Equatoria State) 90 women received training in bread making. The construction of the the honey processing plant by ICCO in Rajaf Payam is nearly completed. UNDP met the Jonglei State Steering Committee to discuss the way forward on the implementation of Stromme Foundation SRF project, to ensure successful project implementation. 1 Note, verification of data is underway at state level. Data for November will be verified during December. 9

10 Sudan Recovery Fund (SRF) Round II (Small Grants Window) Project Five new CBOs received the first installment, totaling SDG 101,180. Other 3 CBOs received the third and final disbursement totaling SDG 195,375. Project and financial management workshop conducted in Western Bahr el Ghazal with 17 participants from 12 different CBOs coming from Western Bahr el Ghazal, Northern Bahr el Ghazal and Warrap. BRAC received 5 new project proposals and subsequently reviewed by the Review Committee. One CBOs was selected. Therefore, one CBOs remains to be selected in order to achieve the original target number of 70 CBOs to be granted. Monitoring mission were conducted in Warrap, Unity and Western Bahr el Ghazal States covering 12 CBOs implementing small grant projects. Sudan Recovery Fund (SRF) Round III Programme Sudan Recovery Fund Joint programme documents Jonglei Stabilization Programme (JSP), Lakes State Stabilization Programme (LSSP) and Eastern Equatoria Stabilization Programme (EESP) were approved by Inter Ministerial Appraisal Committee (IMAC), and money has been transferred to the Lead agency for the joint UN stabilization programme. The SRF disbursed USD million to UNOPS and USD 2.65 million to UNDP, for implementing their respective outputs under the JSP. 2. Support the development of a strategy for 2011 county strategic planning, in collaboration with UNDP Local Government Recovery Project. Protected Area Management Project Preparatory Grant (PPG) Facilitate the signing of the PCA with GoSS counterparts and the Wildlife Conservation Society (WCS). Coordinate an inception meeting with WCS and GoSS Ministry of Wildlife Conservation and Tourism. Consultations across relevant line ministry departments, CSOs and UN agencies on environment and sustainable energy issues to set the pace for policy dialogue. Outcome 7: Post conflict socio-economic infrastructure restored, economy revived and employment generated Mine Action Capacity Development Project Undertake field visits to the SSDA regional offices (Wau, Malakal, Yei) to meet with the SSDA regional coordinators. 10

11 Undertake a field visit to Wau to attend the Victim Assistant Coordination Forum. Hold a Transition Plan Team retreat to review progress of demining activities coordinated by UNMAO. Participate in the SSDA-UNMAO High Level Coordination Meeting. Complete the capacity assessment of SSDA and organise the training schedule. Disarmament, Demobilization, and Reintegration Programme (DDR) Demobilization and counselling to continue in Torit, Eastern Equatoria and Wau, Western Bahr el Ghazal. Support the delivery of reintegration packages in Eastern Equatoria, where implementing partner GTZ began registration in November; and conduct field monitoring visits of International Partners (IPs) to assess training and delivery of start-up kits. State planning workshop to be held in Wau, Western Bahr el Ghazal with implementing partner IOM and all stakeholders. Continue to support Pact Sudan with selection process for community reintegration projects in Lakes State, and support the selected CBOs to roll out their projects. Continue to support the review team as they finalise their report on options for DDR beyond the referendum, to be released in December. Community Security and Arms Control Project (CSAC) Monitor construction of community police posts in Tombek, Terekeka county and at Kalthok, Awerial county, Northern Bahr el Ghazal, and Eastern Equatoria State. Provide technical support to Ministry of Peace and CPA Implementation (MoP/CPA) on conflict mapping of the 10 states. Commence agriculture training in Upper Nile state, and continue progress on supply of tractors and equipment for Eastern Equatoria and Upper Nile States. Continue to facilitate the conduct of Steering Committee Meetings in all the states; and hold a meeting with the state Steering Committee in Jonglei to monitor progress. Arrange radio training for Unity and Eastern Equatoria State (to commence 6 December) through NavCom; and facilitate meeting with Police Commissioner in Jonglei State to discuss deployment of police officers. Recovery and Rehabilitation Programme (RRP) Follow up on assets handover in Eastern Equatoria, Central Equatoria, and Northern Bahr el Ghazal States. Attend Policy Review Committee (PRC)/project board meeting in Khartoum on 12 December Review the final evaluation report for Northern Bahr el Ghazal State. Provide on-going technical support and guidance to support the NGOs consortia on the project closing activities. Sudan Recovery Fund (SRF) Round I (Livelihoods) Projects UNDP monitoring mission to Northern Bahr el Ghazal State to discuss the way forward on Amurt International SRF project with the State Steering Committee. Disbursements of additional funds to SRF partner Hope Agency for Relieve and Development in Western Bahr el Ghazal. Funds will be used for school equipments. Liquidation of pending funds disbursed to implementing partners. 11

12 Sudan Recovery Fund (SRF) Round II (Small Grants Window) Project BRAC to select the last CBOs for small grants before end of December Conduct workshop in project and financial management for CBOs in Unity State. Fourteen successfully audited projects will receive the third and final installment. Sudan Recovery Fund (SRF) Round III (Jonglei Stabilisation) Project Engineers/technicians from a Kenyan telecommunications company, Skytech, are expected to arrive on 9 December, to develop technical design of state managed radio station in Bor, including retransmission sites across Jonglei State. 12
