1 NATIONAL ENTERPRISE-WIDE STATISTICAL SYSTEM (NEWSS) IMPACT TO DEPARTMENT OF STATISTICS MALAYSIA Mazlan bin Sulong ABSTRACT The Department of Statistics, Malaysia (DOSM), as the official provider of statistical information in the country, has embarked on a journey to transform itself To become a leading statistical organization internationally. Central to this vision is the project to revamp and develop new enterprise-wide statistical systems to replace the numerous non-integrated systems. This project is called the National Enterprise-Wide Statistical Systems (NEWSS) Phase I. It started on August 2008 and the project duration is twenty (20) months. The project later extended to Mac Through the integrated proposed solution called Integrated Statistical Systems Framework (ISSF), it provided the main business functionalities of DOSM on precollection, collection, processing, analysis and dissemination. The web browser shall be the front end interface to this integrated system and it provides wider access capabilities anyway and anytime through web based application. Centralized and online survey approached been used to enable easy and faster access by clients. The Information Support System (ISS) is the supporting modules that directly support the services/functions required by ISSF modules or indirectly provide contents, management and operational capabilities to perform the work in a more efficient manner and improve the management processes. NEWSS will execute the process centric workflow; perform multiple workflow rules and functionalities by using the Integrated Business Process Management. It will manage and monitor the business and workflow processes automatically. With NEWSS in place, it shall facilitate the automated processes and orchestrate all processes that interact with the services within DOSM as well as external services.

INTRODUCTION The National EnterpriseWide Statistical System (NEWSS) is being developed to transform the Department of Statistics Malaysia (DOSM) to become a leading statistical organization internationally. NEWSS is made up of eight layers which formed the DOSM ICT Architecture. Figure 1 shows the components of the eight layers DOSM ICT Architecture. Figure 1 : DOSM ICT Architecture 2. BUSINESS MODEL The business model of DOSM was formulated to provide structured and standardized framework that will support the business functionalities which include the following processes: (a) pre-collection; (b) collection; (c) processing; (d) analysis; and (e) dissemination. These processes enable DOSM to perform its function in collecting and interpreting statistics for the purpose of formulation or implementation of Government policies in

3 whatever fields as needed by the Government or fulfilling the requirements of trade, commerce, industry, agriculture or others. Besides that, DOSM is able to disseminate statistics which have been collected, not only to Government agencies, but also to authorities or persons where information is useful to them. The illustration of the statistical workflow processes is depicted in Figure 2. Figure 2 : Statistical Workflow Processes 3. NEWSS BUSINESS ARCHITECTURE In implementing NEWSS, the internal components of DOSM ICT Architecture are detailed out. These components are well defined and structured into the eight layers as depicted in Figure 3. 3

NEWSS Integrated Applications Model Among the components of DOSM ICT Architecture, the followings form the NEWSS Integrated Applications Model: (a) Integrated Statistical Systems Framework (ISSF); (b) Information Support System (ISS); (c) Enterprise Web Portal; (d) Integrated Business Process Management; and (e) Central Repository. Figure 4 depicts the relationships among those applications which are in the development phase and for the future as well.

5 Figure 4 : NEWSS Integrated Applications Model 4.1 Integrated Statistical Systems Framework (ISSF) Currently DOSM has approximately 71 application systems which are operational and maintained with various platform, databases and programming languages. However in NEWSS, only six major applications are revamped as a pilot and they use same platform, database and programming language. These applications are: (a) (b) (c) (d) (e) (f) Sistem Daftar Pusat (SIDAP) which is used to maintained the Enterprise and Establishment Frame; Sistem Pangkalan Data Rangka Banci (SPRDB) which is used to maintain Household Frame; Sistem Penyiasatan Tenaga Buruh (SPTB) which covers the surveys and analysis in the areas of labour force, migration, salaries and wages; Sistem Soal Selidik Ekonomi (SSE) which is used to process 35 types of economics surveys; Sistem Penyiasatan Pembuatan Bulanan (SPPB) which is used to support the monthly manufacturing surveys; and Sistem Pengkodan Bantuan Komputer which maintains the codes used by DOSM. The development of these applications will be guided by the framework as depicted in Figure 5.

6 Figure 5 : Integrated Statistical Systems Framework 4.2 Information Support Systems The systems within Information Support Systems (ISS) are as follows: (a) Enterprise Portal (EP) which provides a single point of access to the contents and records of the various modules in NEWSS; (b) Geographic Information System (GIS) which supports the analysis process using spatial data; (c) Business Intelligence (BI) which is used for statistical analysis on structured data; (d) Performance Management Systems (PMS) which allows DOSM to measure performance via key performance indicators; and (e) Knowledge Management Systems (KMS) which promotes collaboration and sharing of information within DOSM. 5. Impact of NEWSS The implementation of NEWSS based on the DOSM ICT Architecture will definitely move DOSM forward leveraging on the use of emerging technology. The impact of NEWSS on DOSM can be categorized into the following areas: (a) (b) stakeholders; Subject Matter Divisions;

7 (c) Frame; (d) central repository; (e) dissemination; (f) system development; and (g) hardware and software. 5.1 Stakeholders The direct beneficiary of NEWSS are the stakeholders. All requirements of the stakeholders can be fulfilled in a shorter period with a better frame for sampling. In this context, NEWSS will provide the interface to accept data from selected organizations to update the enterprise and establishment frames. In this phase, organizations such as Companies Commission of Malaysia (CCM), Construction Industry Development Board (CIDB) and Employee Provident Fund (EPF) have indicated their willingness to share data with DOSM. This approach will enable DOSM to update its frame for better sampling. Besides this, NEWSS will facilitate the data tapping from other government agencies (OGAs). Through mutual understanding, these OGAs will provide their softcopy data to DOSM. However, direct integration with their systems through web based application or other means, will be planned later on. Computing facilities provided by NEWSS enable DOSM to customize the request from stakeholders. Dynamic analysis tools such as Business Intelligence (BI) and Extensible Business Reporting Language (XBRL) allow DOSM to analyze data easily and prepare various types of reports with the look and feel of the stakeholders. 5.2 Subject Matter Divisions Efficient and effective application systems designed using Java and workflow, allow SMDs to do weighted or explorated sampling. Besides that, preparation of the sampling will be well organized and verified using the business rules set up in the applications. This will ensure the accuracy and consistency of the sampling. SMDs can easily view the gradual changes in tabulation based on the generated sets of data. This feature facilitates the SMDs to trace and rectify errors that surfaced during tabulation. Performance Management System enables top management to monitor the progress of all activities pertaining to censuses and surveys. The status can be updated by the SMDs and retrieved by top management or supervisors for monitoring purposes. With such facilities more responses can be gathered and that ensures the timing and the achievement of designated milestones.

8 5.3 Frame and SIDAP The direct impact of NEWSS on frame and SIDAP is the improvement in sampling method. Prerequisite data obtained from OGAs such as CCM, CIDB and EPF, as well as from GIS, provide DOSM with a consolidated view of all frames and statistics of each census and survey area. These updated and timeliness data help DOSM to formulate the right and accurate sampling. The use of workflow in the system enables check and balance of data that are updated. The outcome is that data are better quality and more accurate. Sampling methods such as Dalenius Hodges Method can be used to determine the optimum point of stratification. This essentially reduces the manual process and human judgement. Besides that, other methods such as Neyman Method, Equal Method, Proportional Method and Optimum Method can be used for stratified sampling. 5.4 Central Repository The Central Repository Database facilities will elevate the level of data management in providing services to all customers. It will off load SMDs from serving customers and as a result SMDs can concentrate fully on surveys. Eventually the Central Repository will become the National Statistics Repository to serve the country as the leading statistics organization and business intelligence users. 5.5 Dissemination of Statistics Dissemination of statistics to external users by means of publications and data request are served through an enterprise portal. The enterprise portal is a framework for integrating information, people and process across organizational boundaries. It provides a secure unified access point in the form of a webbased user interface. The portlet is a user interface components that are managed and displayed in the web portal. Customer management will become easy and serviceoriented with the provision of online request and online payment, embedded in the enterprise portal. 5.6 System Development Skill Sets The adoption of Fujitsu Framework software components enables the system developers to leverage on the new emerging enterprisewide Java technology. The Fujitsu Framework software components are the presentation tier for the http servers; business logic tier for portal framework; service tier for application framework and ISS; interface tier for Java EE platform; and resource tier for central repository and metadata. The Fujitsu Framework can run on different operating system platforms and is

9 upward scalability. It has a lot of readily available library for the developers to use and share. 5.7 ICT Infrastructure and Software The ICT infrastructure and softwares are designed to sustain reliability, availability and serviceability (RAS) of the equipment twenty four by seven. It has the capabilities of vertical upgrade and horizontal upgrade in the form of clustering and consolidation. All hardwares including servers and storage area network (SAN) are place at server hosting (data collocation) which operated twenty four by seven with Service Level Guarantee (SLG) 99.1%. 6. ISSUES AND CHALLENGES There are several issues and challenges through out project implementation. Among those issues are as listed below: (i) (ii) (iii) (iv) (v) (vi) (vii) The ability to study and identify issues and actual business requirement during user requirement studies(urs); The knowledge gap related to complicated statistical process within Business Analyst and Business Architect- functional specification translate from User Requirement was not very accurate; Project time line was very short compared to complicated module developed; Application testing stage was not extensive, some module cannot be test for full cycle before system acceptance; Data migration was delayed due archive time series data are still kept in old mainframe format and conversion process was tedious; New system architecture using new database and new development tool- requires strong commitment from IT Personel to be train for new skill. Transfer of technology process will required time and Java learning curve for DOSM IT personel is high ( because most of them are new to Java Programming). Web based integrated system requires enough resource at server and network bandwith. Hardware and system architecture must be supported with High Availabilty (HA) and service oriented architecture (SOA).

10 7. CONCLUSION NEWSS is the new ICT initiative that facilitates the automated processes that interact with the services within DOSM as well as external services. The implementation of NEWSS definitely has the impact on the stakeholders; SMDs; Frame and the use of sampling methods; central repository with its intelligence; dissemination of statistics via enterprise portal; human capital expertise in system development; and ICT infrastructure and software. Its impact provides the baseline for DOSM to move forward. Beyond this, NEWSS will continue to expand in realizing the vision and mission of DOSM. References: DOSM (2008).
