3 Pilot Program Description DTE Energy and Sterling Planet have a two-year agreement ( ) Large C&I customers of DTE Energy are eligible to participate (except Self-Direct) Performance-based cash alternative to EO Rebate Program Measured C&I efficiency improvements to be purchased as White Tags White Tags are evidence of electricity or natural gas savings - 1 White Tag = 1 MWh of electricity savings or 1 MCF of natural gas savings Only a limited number of White Tags will be purchased in Pilot - 25,000 White Tags from electricity savings - 100,000 White Tags from natural gas savings 3

White Tags offer a ready path to compliance. Typical Seller: A C&I customer that has made an energy efficiency improvement and can prove measured savings. Sample projects include HVAC upgrades and lighting retrofits. 10

14 Measured Energy Savings Basis of White Tags creation 1. Establish baseline of historic energy use 2. C&I customer completes energy efficiency project: - process improvement - HVAC upgrade - new energy management system - lighting retrofit - or other energy-saving project 2. Post-project energy use is measured 3. Post-project use compared with baseline how much energy would have been used without project 4. Difference between baseline and post-project use determines how many White Tags are created 14

15 White Tag Pro Sterling Planet will work with each customer to establish a baseline energy usage and track reductions based on the requirements of each project. 15
