5 Intrductin Established in 2008, the Jeffersn Cllege f Ppulatin Health is ne f six clleges f Thmas Jeffersn University (TJU), a private, nnsectarian, nt-fr-prfit academic health center lcated in Philadelphia, PA and funded in 1824 as Jeffersn Medical Cllege. Jeffersn Cllege f Ppulatin Health (JCPH) has the distinctin f being the first f its kind in the cuntry. In additin t the MPH degree prgram, the Cllege ffers master f science prgrams in ppulatin health, health plicy, healthcare quality & safety/management (HQS/M) and applied health ecnmics & utcmes research (AHEOR) and a PhD prgram in Ppulatin Health Sciences with cncentratins in behaviral/health thery, health plicy, HQS and AHEOR. The MPH and PhD prgrams are n-site prgrams, while the master f science prgrams are delivered asynchrnusly via an nline frmat (ERF 1.3 MPH Prgram Brchure). Currently, the Jeffersn Cllege f Ppulatin Health enrlls 266 students, 67 f whm are enrlled in the MPH prgram. The MPH is the fundatinal academic prgram f the Jeffersn Cllege f Ppulatin Health. The values, cntent, cmpetencies and practices f public health infrm and inspire the larger life and wrk f the Cllege and are integral t it. This is because the principles and cmpetencies f public health cnstitute the cre f ppulatin health. In its mst fundamental sense, ppulatin health wrks t achieve the health and well-being f the individual by imprving the health f the larger ppulatin. It prmtes a hlistic view f health and stresses the imprtance f preventin and wellness. Ppulatin health is pssible tday because we have analytic tls, databases and cllabrative netwrks t turn raw data int meaningful knwledge that advances human health. Ppulatin health builds n public health fundatins: Ppulatin health cnnects preventin, wellness and behaviral health science with healthcare delivery, quality and safety, disease preventin/management and ecnmic issues f value and risk all in the service f a specific ppulatin. Ppulatin health studies sci-ecnmic and cultural factrs that determine the health f these ppulatins and develps plicies that address the health impact f these determinants. Ppulatin health applies epidemilgy and bistatistics in new ways t mdel disease states, map their incidence and predict their impact. In sum, the Cllege s MPH prgram is integral and fundamental t the Cllege s definitin f ppulatin health and t the design f all f its prgrams. It is public health that literally drives the Cllege s strng cmmitment t wrkfrce develpment, especially as it addresses a health and healthcare industry that is mving, at lightning speed, frm a traditinal mdel t the new paradigm f ppulatin health. 6 Criterin 1.0 The Public Health Prgram Criterin 1.1 Missin The prgram shall have a clearly frmulated and publicly stated missin with supprting gals, bjectives and values. 1.1.a A clear and cncise missin statement fr the prgram as a whle. JCPH s MPH prgram missin, values, gals and bjectives were reviewed and revised in in the cntext f Framing the Future. A nineteen-member MPH Accreditatin Cmmittee with three Subcmmittees (Instructin, Research, and Service) was created t perfrm this review. Cmmittee members included nine faculty, fur staff, three alumni, and three students. Blackbard was used as an pen surce envirnment fr sharing infrmatin. The MPH Accreditatin Cmmittee met mnthly and the Subcmmittees met as needed. Changes were made t the previus missin statement t include terms such as well-being, ppulatins, experiential educatin, and sustainability that mre clsely captured the essence f Jeffersn s MPH prgram. The MPH Accreditatin Cmmittee develped cre values based n the revised missin in spring Cre values and the MPH Prgram missin are reviewed n an annual basis with input frm ther MPH cmmittees (MPH Faculty Cmmittee; MPH Curriculum Subcmmittee) and the MPH Cmmunity Advisry Bard (see Criterin 1.5.a). 11
12 The three Self-Study Subcmmittees initiated the develpment f the gal statement, specific gals, bjectives and measures. Dr. Carline Glab, Assciate Dean fr Academic and Student Affairs, chaired the Instructin Subcmmittee; Dr. David Delgad, Assciate Prfessr and Directr f the PhD prgram in Ppulatin Health Sciences, chaired the Research Subcmmittee; and Dr. Rbert Simmns, Assciate Prfessr and MPH Prgram Directr, chaired the Service Subcmmittee. Under the directin f the MPH Accreditatin Cmmittee, the Subcmmittees rganized their bjectives under three dmains Faculty, Student and Prgram. Relying n the expertise f the Subcmmittee members, at least ne bjective was develped fr each dmain and targets were chsen fr each f the measures. These decisins were based in part n available data. As data was cllected, the full Accreditatin Cmmittee discussed and refined the gals, bjectives and measures until cnsensus was reached. 1.1.f Descriptin f hw the missin, values, gals and bjectives are made available t the prgram s cnstituent grups, including the general public, and hw they are rutinely reviewed and revised t ensure relevance. The missin, values, gals and bjectives are made available t the prgram s cnstituent grups, including the general public, in varius ways: Publicatin in the JCPH nline Student Cmmunity n the JCPH website. The Student Cmmunity is the majr cmmunicatin vehicle between MPH students and the MPH prgram faculty and administratin. Discussin at MPH Student Orientatin. Prmulgatin thrugh SOPHAS, and virtual and in-persn JCPH MPH events. Disseminatin t and discussin with the MPH Cmmunity Advisry Bard (CAB). Disseminatin by the Admissins ffice thrugh lcal and natinal educatin fairs. Twice yearly Open Discussin meetings f MPH students with the MPH Prgram Directr. Disseminatin thrugh the primary MPH student rganizatin SAPHE Student Assciatin f Public Health Educatrs. Public Health electrnic and/r lcal activity during Natinal Public Health Week in April and Natinal Health Educatin Week in Octber. Publicatin in the JCPH newsletter, Ppulatin Health Matters and the University s semi-annual magazine, The Review which cntains cverage f JCPH MPH events and accmplishments, especially thse that highlight MH cmmunity service, cmmunity-based research, schlarly initiatives and awards. The MPH prgram missin, values, gals and bjectives are reviewed n a cntinuus basis and revised as needed via the fllwing venues: MPH Curriculum Subcmmittee f the JCPH Cmmittee n Curriculum & Academic Plicy. The Subcmmittee meets semi-mnthly with the last 2 meetings ccurring in July and Octber f 2015 (see ERF 1.5 MPH Curriculum Subcmmittee). 12
13 MPH Cmmunity Advisry Bard (CAB). CAB meets semi-annually with its last meeting ccurring in September During this meeting CAB was updated n the missin, values, gals and bjectives and asked t make any changes befre Octber 2015 (see Criterin 1.5.a). MPH Faculty Cmmittee (see Criterin 1.5.a) in cnjunctin with the MPH Prgram Directr and Dean/Assciate Dean. The MPH Faculty Cmmittee meets mnthly with infrmal meetings between faculty and the MPH Prgram Directr and Dean/Assciate Dean ccurring as needed. The last frmal MPH Faculty meeting ccurred in Nvember Infrmal Open Discussin meetings twice yearly with the MPH Prgram Directr and Assistant Dean fr Student Affairs. These frums address student issues, curricular changes, research and service pprtunities, and verall student engagement in the prgram. Regular meetings with SAPHE (Student Assciatin f Public Health Educatrs r SAPHE) under the mentrship f the Assistant Dean fr Student Affairs. SAPHE meets mnthly during the academic year (see Criterin1.5.e). 1.1.g Assessment f the extent t which this criterin is met and an analysis f the prgram s strengths, weaknesses and plans relating t this criterin. This criterin is met. Strengths The JCPH MPH prgram has a realistic and manageable set f prgram gals and bjectives in all three cre areas f instructin, service, and research fcused n ur faculty, ur students and the prgram as a whle. A wide range f internal and external stakehlders including ur MPH Cmmunity Advisry Bard have been engaged in the develpment f the MPH prgram missin, values, gals and bjectives. Challenges It is difficult t meet in persn with internal and external stakehlders t develp and revise the MPH prgram missin, values, gals and bjectives. Since the JCPH MPH Prgram is a generalist prgram, its missin, values, gals and bjectives need t reflect the breadth f learnings essential t a generalist prgram and this is nt always easy t d. Plans fr the Future Review and revise missin, gals, values and bjectives after the MPH curriculum has been reviewed and reflected in light f Framing the Future. The MPH Curriculum Subcmmittee will undertake this review in the academic year. 13
14 The Academic Prjects Crdinatr, Admissins Crdinatr, Capstne Crdinatr and Clerkship Crdinatr will be tasked with maintaining lists f available databases t assist in the review and revisin f measures and bjectives. 14
15 FACULTY Criterin 1.2 Evaluatin The prgram shall have an explicit prcess fr mnitring and evaluating its verall effrts against its missin, gals and bjectives; fr assessing the prgram s effectiveness in serving its varius cnstituencies and fr using evaluatin results in nging planning and decisin making t achieve its missin. As part f the evaluatin prcess, the prgram must cnduct an analytical Self-Study that analyzes the perfrmance against the accreditatin criteria defined in this dcument. 1.2.a Descriptin f the evaluatin prcesses used t mnitr prgress against bjectives defined in Criterin 1.1.d, including identificatin f the data systems and respnsible parties assciated with each bjective and with the evaluatin prcess as a whle. Lngitudinal Surveys Thmas Jeffersn University is unique in that it was ne f the nly academic health centers natinally that has been surveying faculty and students ver a lng cntinuus span f time. The surveys began in the 1940s with medical cllege faculty and students and were extended in the early 1980s t students and faculty f ther clleges in the University. JCPH was added t the prcess in , the first year it enrlled students fr its prgrams. The surveys are administered and initially analyzed by the Office f Institutinal Research (OIR) (see ERF 1.2 Lngitudinal Surveys). 23
