1 Introduction sheet The local authority is committed to ensuring that schools have access to a full range of the best possible services available and are able to make informed decisions about service provision in an increasingly competitive environment. As part of its commitment to ensure that schools have clear and transparent information about services and quality of provision, all SLAs include a section on performance. Services are grouped under headings that are consistent with consistent financial reporting. This format along with a financial year contract helps schools with budget setting and school development planning processes.

The SLA pack for is available on the Education Extranet The current SLA pack, is also available on the Education Extranet. Please note that the contract period of April 2010 to March 2011 falls in line with the financial year and school budgets continue to be set on a financial year basis. Human Resources and Payroll & Pensions have now amalgamated into one SLA to provide a more integrated service. Most other services are unchanged apart from pricing adjustments and the principle of the rolling contract remains. Schools should notify their intention to withdraw or amend take-up from 1 April 2010 in writing to the relevant service manager and finance, by 30 January Changes that may occur inyear that have not been included in the pack, will be subject to the usual notice period. Schools can withdraw or confirm their acceptance of the revised offer when it is made. Please refer to paragraph 7, Variations of the contract. The layout of the service statements remains the same as for April March Traded services are grouped under headings that are accordant with consistent financial reporting. The section with information about services provided centrally to schools through the retained local authority budget is included to ensure that there is no qualitative difference between retained and traded services in access, quality monitoring and control, and information provided to schools and governing bodies. 10 Service Level Agreements Contract Effective from 1 April INTRODUCTION The scheme is intended to provide a framework governing the business relationships between the Council and London Borough of Richmond schools. It is intended to provide clarity and flexibility in order that the Council can provide services that are responsive to schools requirements and of a consistently high quality. All services are individually packaged, with schools free to purchase any number of services in order to provide the maximum flexibility in the purchasing of support services from the Council. 2. ROLLING CONTRACT Service level agreements will be provided within a rolling contract. The rolling contract is an agreement to purchase services and will run indefinitely, until written notice of withdrawal from a service is given either by the service provider or the purchaser (see Section 8 below on Terminating a Service within the Agreement). This rolling contract style of service level agreement creates greater stability in service provision and minimises the need to alter or amend services except as part of the annual review process (see Section 7.1 below on Annual review of service specification and charges). Any changes to service specifications and/or prices identified during the annual review process will be notified to schools during the autumn term and will be effective from the start of the following financial year. Aims: to offer high quality support services which are responsive to schools requirements; to provide services for a reasonable charge, clearly stated in advance to support planning on the part of both schools and provider; to enable providers to keep services under review and respond to changes required by the school (see Section 7 below on Variations); and to operate a charging method that enables schools to monitor costs against budget provision. 3. PROVISION OF SERVICES From 1 April 2010 these services will continue to be provided to individual community, voluntary aided and community special schools. The school s contact point in all cases will be the headteacher or his or her nominated representative. Services will be provided by the Children s Services and Culture, Finance, Legal Services, Corporate Property, Corporate Human Resources, and Corporate Purchasing Units/Departments within the London Borough of Richmond upon Thames, the provider. A contact name for each service is included in the service specification. 4. SERVICE SPECIFICATIONS Each service within the rolling contract will provide a service specification stipulating what service will be provided to schools purchasing the service level agreement. Providers will seek to keep changes to this service specification to a minimum, and to incorporate them in the annual review process (see Section 8.1 on Annual Review of service specification and charges).

11 5. PURCHASER RESPONSIBILITIES Schools responsibilities are set out in each specification. It is important that these are fully understood if the agreement is to be effective. Schools should note that they are taken into account in any arbitration. 6. PERFORMANCE MONITORING Performance monitoring is carried out through the annual Audit Commission school survey. Feedback will be used to inform service development and improvement. Some services, for example those that are direct providers of training, also have their own evaluation systems, to ensure that the courses fulfil the requirements of both the individual and the school. Schools are encouraged to establish their own performance monitoring systems to ensure that the services they are buying continue to meet their needs, are of a consistently high quality and offer value for money. 7. VARIATIONS 7.1 Annual review of service specification and charges All service managers will review the service specification and price annually to take account of changing needs highlighted through the feedback survey, changes in level of buyback, and inflation. The Council aims to keep changes to a minimum to provide continuity of service. Schools will be able to withdraw from the service with effect from the start of the financial year (1 April) by notifying the service manager in writing by 31 December, (copied to Finance, Children s Services and Culture). Otherwise, the normal arrangements for withdrawal from service will apply (see Section 7.2 on Variations notified by the school). 7.2 Variations notified by the school Minor variations to the service requested by a school can normally be agreed between the school and service manager. Schools requiring a major variation must give six months notice in writing to the service manager (copied to Finance, Children s Services and Culture). The service manager will usually negotiate with the school to end the current provision at the end of the term or half term before the end of the six month notice period. The new service provision would then be implemented at the start of the following term or half term. If the school or service manager considers that the other party is acting or has acted unreasonably, the matter may be referred to the appropriate head of department or unit for arbitration. 7.3 Variations notified by the provider This rolling contract aims for stability in service provision. However, it may sometimes be necessary to amend the content or price of a service mid-year, to reflect changing needs or respond to changing levels of buyback. In these circumstances, the service provider will give schools six months written notice, with the option to withdraw from the service from the start of the revised specification. Schools wishing to withdraw should give three months notice of withdrawal in writing to the service manager (copied to Finance, Children s Services and Culture). Both school and provider should continually seek to keep each other informed of potential variations, to provide as much notice of change as possible. 8. TERMINATING A SERVICE WITHIN THE AGREEMENT Schools can terminate their agreement with the provider of any Council service within this contract by giving six months notice in writing to the service manager concerned (copied to Finance, Children s Services and Culture). The service manager will usually negotiate with the school to end the current provision at the end of the term or half term before the end of the six month notice period. The exception to this is where the LA negotiates a corporate contract on behalf of the schools with a third party. Under these circumstances the school is bound by the notice period stipulated in the contract with the third party, and the school would be liable for any costs incurred if the school withdrew from the service without giving the full period of notice.

12 Where a contract with a third party necessitates a different notice period this will be indicated in the service specification. If it becomes necessary for the authority to discontinue the provision of a service, all schools will be notified in writing six months before the termination date. 9. DISSATISFACTION WITH SERVICE If a school is dissatisfied with the service provided, it should first contact the relevant service manager. If the school remains dissatisfied, the matter can be referred to the appropriate head of department or unit for arbitration. Complaints about a service will be recorded and responded to and a record kept of any action taken. The service manager will consider whether it is appropriate to amend the service in the light of the complaint. If monitoring reveals a level of complaints running at more than 10% of users in a particular phase, this will trigger a review of the service. It should be noted that this refers to the performance of the SLA agreement and not the work undertaken by the contractor, which is covered by the contract monitoring and default procedures. 10. FINANCIAL INFORMATION AND ACCOUNTING 1. Each service specification sets out the charging method. The needs of the purchaser for financial information will vary according to the service, but in general, the purchaser will be provided with a termly statement of service costs. 2. Where the school is paying an annual lump sum, the charge will be made in termly instalments of 5/12 ths, 4/12 ths and 3/12 ths respectively except where indicated separately in the SLA specification. 3. Where the agreement is for a set amount of work during the year and there has been a termination of contract within the year, it may be necessary to make an additional charge to reflect the percentage of the work done during the period up to the time of termination. 4. Charges per pupil will normally be based on the previous January s Pupil Level Annual School Census (PLASC). 5. Accounts should be paid within 28 days of the date of issue of the invoice.

15 INDUCTION FOR NEWLY QUALIFIED TEACHERS Annette Kelly Inspector /Head of Learning Development Phone: Fax: SUMMARY OF SERVICE The local authority (LA) offers a central induction programme for newly qualified teachers (NQT) which is charged per NQT. The cost of this service is eligible expenditure under the local authority NQT grant. A full induction programme is offered to primary and secondary NQTs. These programmes have been devised specifically to help schools to meet the national criteria for induction of NQTs. SERVICE PROVIDED Core service for all phases For each NQT in school there will be: an opportunity to continue working towards a Masters degree in partnership with St Mary s College; an NQT induction booklet and career progression support; access to local authority guidance for primary and secondary induction tutors; briefing annually on headteachers forums, primary and secondary; training for induction tutors; advice available in fulfilling the statutory requirements for the assessment of the NQT at the end of each term; follow-up support on issues arising from assessments; assess to support and counselling for NQTs; provision of additional support for schools and NQTs where required; up-to-date information on national and local induction issues, accessible on a NQT website; and termly reports to the GTC based on schools assessments by the local authority. Primary schools In addition to the core service, primary schools will receive: a programme of training provided centrally. Secondary schools In addition to the core service, secondary schools will receive: a programme of training provided centrally. SCHOOLS DUTIES This local authority service enables schools to meet the new national requirements for the induction of NQTs. USER RESPONSIBILITIES Supporting the NQTs and helping them to participate in the induction programmes providing both centrally and within their own schools; and For secondary schools there is a requirement for schools to provide additional induction for specialisms.

16 QUALITY OF SERVICE and EVALUATION Evaluation of the training sessions will occur through course evaluation forms which will be used at the end of each session. Feedback on the service through the annual SLA survey. The programme is constantly reviewed and updated to take account of local and national initiatives. There are also regular review meetings and consultation sessions with NQTs as part of their programme. PERFORMANCE The service is taken up by 98% of LA schools and a significant number of independent schools which recognises the quality of the provision. 17 Subject Leaders Mike Slaughter Head of School Standards Phone: Fax: SUMMARY OF SERVICE The subject leader meetings provide a programme for all curricular areas linked to current school, local authority (LA) and national priorities. It is the participating members who attend and set the agenda for the meetings. Teachers attending these meetings can also request additional subject specific training. Subject leader meetings are kept under review and evaluated to ensure that they meet teachers needs and are responsive to change. SERVICES PROVIDED The subject leader meetings fulfil an important role in the London Borough of Richmond upon Thames. They: provide an opportunity to influence curriculum development; give a voice to classroom teachers and support staff which informs local authority developments; provide the opportunity for subject leaders to keep up-to-date with subject developments; offer a valuable network for subject leaders; provide the opportunity for sharing good practice; and are a vehicle for current and relevant subject development. SCHOOLS DUTIES This service supports schools in providing continued professional development for all staff. USER RESPONSIBILITIES INSET co-ordinators should ensure that subject leaders are made aware of these meetings. The appropriate person should ensure that attendance applications are returned before the date to facilitate smooth running of the session. QUALITY OF SERVICE and EVALUATION The subject leader meetings continue to be responsive to change and developments, ensuring that each fulfils its commitment to the provision of an up-to-date and relevant forum. The effectiveness of the meetings are routinely monitored in a variety of ways, including: evaluation of the meetings through evaluation forms; listening carefully to the views of participating schools; monitoring attendance; and inviting feedback from deputy heads forums. PERFORMANCE Evaluations received from individuals and schools indicate the meetings are considered very good to good value for disseminating good practice, updating schools on current local and national initiatives, and providing the opportunity for teachers to network. COST Primary and special schools: Nine subject leader meetings and four cross phase panels a term: 225 for schools with 200 pupils or fewer 275 for schools with more than 200 pupils Teachers from non-subscribing schools may attend panels on a pay-as-you-use basis of 30.

18 Secondary schools: Four cross phase subject leaders meetings and two secondary subject meetings a term. The pay-as-you-go rate for the twilight meetings is 30 (which covers as many teachers, including nonteaching staff, who would like to come from one school).

19 Curriculum and Management Support for School Improvement Tessa Moore, Head of School Effectiveness Phone: Fax: SUMMARY OF SERVICE Subscribing schools will be entitled to the equivalent of two days support, advice and training from the local authority. Subscribing schools may also purchase additional consultancy on a pay-as-you-use basis at a discounted rate. Non-subscribing schools can access this service on a pay-as-you-use basis. SERVICE PROVIDED The support provided by this service will be determined by the schools own school development priorities and can cover leadership and management, teaching and learning, staffing and the curriculum. Examples of the support that can be accessed through this service include: Joint lesson observation training or moderation for middle and senior managers; Advice and guidance on pupil tracking and assessment; Training sessions for teaching staff, senior leaders and governors on agreed areas of priority; Advice and guidance on performance management; Coaching and additional support for middle and senior leaders; Support and guidance with senior leader appointments; and Additional support for new headteachers. Within the two entitlements, there will be flexibility to access advice and support from members across the Inspection and Advisory Service. Also, where appropriate, external consultants and school improvement partners will be used to support specific projects. Telephone support and advice is also available and is included within the entitlement for subscribing schools. SCHOOLS DUTIES Schools have a statutory duty to provide a broad and balanced curriculum for all pupils. To achieve success all schools should be involved in improvement through continuous self-review. QUALITY OF SERVICE and EVALUATION In addition to evaluation surveys, visits by inspectors and day-to-day contact provide the opportunity for regular feedback from schools. If you wish to query any aspect of the service please contact your local authority lead inspector. PERFORMANCE The 2007 Ofsted inspection of Richmond upon Thames school improvement services was very complimentary about the quality of support and guidance offered to schools. OTHER COMMENTS Schools will be consulted on their specific needs and priorities. These will be taken into account when allocating the inspectors, advisers or consultants. 20 COST FOR SUBSCRIBING SCHOOLS The annual cost of this service providing an agreed purchase of two day s support, along with additional general telephone or advice and guidance is 1,000. 21 Pupil Referral Service Liz Grimes Head of Pupil Referral Service Phone: Fax: SUMMARY OF SERVICE The service provides a range of programmes for vulnerable young people aged between 11 and 16, who are: at risk of exclusion from school; or have been permanently excluded from mainstream education. The aims of the service are: to work with schools and other agencies to develop their capacity to include young people with social, emotional and behavioural development; to help young people maintain their mainstream school place where there is risk of exclusion; to provide focused and personally appropriate education programmes (full or part time) for those young people at risk of exclusion and who have been allocated a place in one of our two centres as an alternative education setting; to provide focused and personally appropriate education programmes (full or part time) for those young people who have been excluded from mainstream education; to help young people to re-integrate into mainstream education following short-term intervention programmes, exclusion or long-term absence; and to ensure access to multi-agency support, delivered in a flexible way, for vulnerable young people to help them remain in mainstream education or progress to further education, employment or training SERVICE PROVIDED The service provides three types of intervention with young people: Type one intervention An intensive programme aimed at preventing permanent exclusion through temporary, full time placement at the Oldfield Centre. The support will focus on assisting young people to cope better with the demands of mainstream school and offer them an opportunity to develop the skills needed. This intervention lasts a maximum of six weeks. Type two intervention This intervention has the same aim as type one, but recognises that some young people may face longer to achieve this. The young person may be offered a full time or part time place for no longer than two school terms. Type three intervention This is for young people, who have been permanently excluded from school or for whom a school place is no longer tenable at that time. Full time personally appropriate programmes are provided at the centre. Curriculum Key Stage 3 At Key Stage 3 we maintain a strong focus on the National Curriculum. We expect Key Stage 3 students to stay with us for a limited time. It is essential that they keep up with their mainstream peers as much as possible. In addition, the curriculum has important vocational enrichment opportunities.

22 We offer a range of courses in, for example, textiles, art projects based at the Orleans Gallery in Twickenham, food technology and a variety of sports including boxing and football. Visits outside the centre are also encouraged. The Key Stage 3 programme also includes personal intervention support to help students to address their individual issues and circumstances, and to prepare them to return to mainstream school. Key Stage 4 At Key Stage 4 our major focus is on developing a personalised leaning programme for each student. We offer a GCSE programme that includes English, mathematics, ICT and citizenship, preparing for working life and a range of vocational subjects designed to prepare the students for work, college or training. We also provide teaching towards students attaining unit award accreditation. Our vocational curriculum currently include workshop mechanics, photography, food technology, ASDAN art, art projects based at Orleans House Gallery and in-house, and a range of sports and activities including dance, stress management and relaxation techniques. We place an important emphasis on life skills and offer a full PSHE programme that includes preparation for work and work experience opportunities. In addition, we run the Duke of Edinburgh s Award scheme, and offer college courses and work experience. USER RESPONSIBILITIES Use established channels or referral: The Permanent Exclusion Panel and The Fair Access Panel for long-term placements, which are therefore not permanent. Provide appropriate data and information on referral. Provide written referrals using the PRS standard referral form for respite provision. Provide appropriate staff to meet with students (and family) on type one intervention programme to monitor progress towards the success criteria. SERVICE ENTITLEMENT There will be places on the shorter-term type one intervention for any students who attends a Richmond Borough secondary school. We offer a maximum of six places at any time. QUALITY OF SERVICE and EVALUATION Overall reductions in schools fixed-term exclusions. Reduction in the number of pupils permanently excluded. Reduction in the numbers of disaffected pupils. Evaluation via user questionnaires. Successful application for Key Stage 4 pupils to further education and employment. Examination, qualifications and progress targets set for individual young people. These include behaviour improvement targets. PERFORMANCE Feedback is obtained from pupils attending the centre s programmes, from the parents of pupils, from schools and other users of the service programmes. This feedback informs the further development of the service provision. COST For pupils who have been permanently excluded from secondary schools, the AWPU will be passed to the Pupil Referral Service for the duration of the time that the pupil attends the centre. Type one intervention 2,000 a place.

23 06-07 Work-related Learning Richmond Education Business Partnership Michael Daraz Phone: Fax: Statutory requirement There is a statutory requirement for schools to ensure that all Key Stage 4 students have suitable and high quality work-related learning opportunities as part of a broad and balanced curriculum. Work-related learning programmes which schools provide are required to have regard to the Qualifications and Curriculum Authority (QCA) guidance. This takes the form of a nine point framework covering the range of work-related learning opportunities that, together, would deliver the Key Stage 4 statutory requirement. Summary of service Richmond Education Business Partnership (REBP) supports the provision and development of high quality innovative work related learning and employer engagement. REBP works effectively with employers and other local partners, to continuously improve the achievement and employability of students. REBP has experience of working with employers and other work-related learning providers and supports schools to plan work-related learning activities, projects and programmes. In the context of the new CYPP, priority will be given to young people who require additional support. This includes; students with a statement of special educational needs, looked-after children, students with disabilities and students involved in the Key Stage 4 engagement programme. REBP works closely with school staff to ensure that activities and events meet the needs of pupils and are effectively organised. Work experience this service is offered to Key Stage 4 students REBP will: provide a flexible online database of work experience opportunities. attend and introduce the work experience programme at one school work experience parent evening; demonstrate the work experience database to parents, pupils and school staff; carry out pre-placement checks on all new placements including own finds by students in accordance with the LSC health and safety procurement standards. Existing placements will be visited on a regular basis according to risk assessment. REBP will cover the cost of any out of borough visit; brief students prior to the commencement of their work experience programme; provide all relevant forms and documentation (see work experience co-ordinators handbook); provide a work experience log book for every student taking part in the programme; provide one member of the REBP Team for a half day job selection session with groups of students; attend debriefing sessions with pupils, work experience coordinators and senior leadership teams; issue work experience certificates to successful students on receipt of completed evaluations forms; and collate information and provide feedback to schools based on students evaluation forms. Extended work experience this service is offered to Key Stage 4 students An extended work experience service is available free of charge, subject to the following. the pupil s school being a signatory of the current SLA; schools and pupils securing their own placements; and placements being made within the London Borough of Richmond upon Thames. To support schools and students the REBP will: promote the extended work experience programme to local employers through direct contact and marketing materials; provide schools with advice and guidance regarding securing placements; and carry our pre-placement checks as for mainstream work experience. 1

24 Other work-related learning support services The REBP will: provide schools with up-to-date information on developments in work-related learning including health and safety and child protection issues; provide schools with a brochure of work-related learning opportunities detailing how to access EBP services and a selection of services offered outside the SLA; assist schools to engage employers to support school-led work-related learning activities; alert schools to work-related learning opportunities offered by outside agencies; support schools in accessing other work-related learning activities and events organised by other partners and national organisations; meet with each work-related learning co-ordinator to develop the work-related learning programme for the academic year; comply with relevant data protection, freedom of information, health and safety and child protection legislation. Guidance is set out in the DCSF publication Work-related learning and the law ; and Organise and annual celebration of work related learning achievement event. School responsibilities The school retains the prime duty of care for their students when taking part in work-related learning activities; complies with all legislation relating to work-related learning. Guidance is set out in the DCSF publication Work-related learning and the law ; follows the procedures in the REBP work-related learning handbook; provides a single point of contact for the REBP; ensures that pupil information is sufficiently detailed to enable REBP to provide services which meet the individual needs of students; provides effective preparation for students who participate in work-related learning activities; ensures that the school is represented at each termly work-related learning co-ordinators meeting; completes and return evaluation forms following each activity; and ensures that travel arrangements for students to and from events are safe and secure. Service quality and evaluation Each activity delivered or organised by REBP will be evaluated and feedback will be used for continuous improvement. Parties will have access to Richmond Council s complaints procedure for all REBP services and any issues ed REBP by the named contacts will be responded to within 48 hours. REBP is currently working towards achieving the Award for Education and Business Excellence. COSTS Financial information There is no increase from the cost of this service in 2009/10 The cost of this service is: a pupil If, due to unforeseen circumstances there is a necessity to change a work experience placement, a charge of 75, at the discretion of the REBP Manager, may apply to cover the cost of additional health and safety visits and additional administration. Financial arrangements Schools will receive an annual invoice from Children s Services and Culture for all services delivered under this Service Level Agreement. 2

It aims to obtain value for money offering a range of framework contracts for the supply of goods and services ensuring that all contracts comply with EC procurement directives. Most of the corporate procurement contracts have been negotiated through various public sector consortia and can benefit schools by offering excellent value for money, whilst ensuring that contract conditions are fair and reasonable for the schools requirements. The Procurement Handbook details the role of Corporate Procurement within the London Borough of Richmond upon Thames. The handbook can be accessed via the Education Extranet. SERVICE PROVIDED Corporate Procurement offers impartial advice on all aspects of purchasing including tendering contracts, the preparation of specifications, inviting tenders, evaluation of tender submissions and making recommendations in respect of awarding and monitoring the contract. Corporate Procurement identifies and manages council-wide corporate contracts as well as assisting schools with contracts for specific requirements to ensure they buy wisely and effectively. The corporate contracts for the supply of goods and services enable schools to benefit from the economies of scale and offer value for money. Information on all current corporate contracts is available through the Education Extranet. Schools have access to the Council s approved list of contractors, the E-Pass. (Username: Exor Password: Exorpwd) The section will assist schools with financial appraisals of contractors in accordance with contract standing orders. The section offers impartial advice on all aspects of purchasing and supply matters. Corporate Procurement can help with information on sourcing goods and services as well as providing details of reputable and alternative suppliers. The section has a selection of suppliers catalogues available, which can usually be borrowed. CONTRACTS Current corporate contracts include the following: Education furniture and office furniture covering storage, seating and desks Stationery and paper Cleaning materials and protective clothing Computer consumables Photocopiers and copyprinters Heating oil supplies Electrical equipment supplies - including tubes, switches and cables Agency staff - administration Mobile phones Fire extinguishers (supply and maintenance). 26 ADVICE and SUPPORT Telephone advice service is available between 8.15am and 5.00pm. If a member of the section is not available, there is a mobile number or a voic service that is regularly checked. The team is able to advise on all areas of procurement for goods and services, including checking the terms and conditions of any rental, lease or maintenance agreements to ensure that they are fair before the agreement is signed. Procurement issues of particular interest to schools and advice on purchasing environmentally friendly products will be available on the intranet site. USER RESPONSIBILITY Please notify Corporate Procurement of any problems or concerns with regards to quality of products or services from approved contractors. QUALITY OF SERVICE and EVALUATION The service is monitored through the SLA quality survey. PERFORMANCE Corporate Procurement was part of a best value review during 2002/2003. Once again we have seen further improvements in our services and achieved successes. These successes and our improving efficiency in the service allow us to provide better services that provide greater value for money. The Human Resources and Payroll teams are totally committed to providing the best services, with our strong commitment to the public sector and by ensuring that every pound schools pay is invested back into the schools sector and not-for-profit. One of our benefits is that we have a range of resources, knowledge and a local presence that can support schools when it is most needed. Our SLA includes a termly visit by a human resources schools manager. During the autumn term 2009, we introduced an ongoing customer satisfaction assessment as part of these visits so that schools can give us regular feedback on the quality of our services. From this feedback, we will able to identify what is working well and what isn t, and adjust the service accordingly. Listed below are some of the achievements of the service since September 2008: The creation of the Schools Human Resources Operations Team has brought the following benefits. Named team members. A better understanding of customer requirements. The service is evolving inline with customer feedback and we are constantly looking at meeting and exceeding customer requirements. The team have a specialised knowledge of school issues, which is continually growing. Customers receive a more responsive service. In February 2009 an 18-month project commenced for HR Services with Payroll and Pensions to work in a more integrated way. This has had the following benefits. A joined up approach and less errors between teams. Improved communication between teams that has improved the service to all our customers. A major project is underway to redesign processes to ensure efficiencies in our service across the broad, including speeding up the service and improving accuracy. Review of our management information to provide accurate and timely reports to schools. The roll-out of new disciplinary, probation, grievance, redundancy and dismissal and appeals, procedures, enhanced with guidance notes and templates for letters and reports. Richmond Council s reward package (available to all schools using the Council s payroll system) enables salary sacrifice, childcare vouchers, Cycle to Work Scheme and charitable giving through the payroll system saving your staff hundreds of pounds in tax and spending. It provides a taxadvantageous position for the school saving national insurance and PAYE tax, all negotiated and agreed with HMRC (tax office). Other benefits include Beneden Healthcare Scheme, financial education seminars. The best indicator of how good our service has become is what those using it think Human Resources schools survey: HR Managers are professional, quick to respond, good at dealing with difficult issues. HR surgeries are really informative. Current issues are examined, which is helpful. Occupational Health is very efficient and has been valuable to us on a number of health issues with staff. 1
