1 TOWN AGENCY REQUEST FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PROGRAM YEAR 17 Applicants are encouraged to select projects and activities that will be completed during the program year (October 1, September 30, 2008). Please ensure that the project or activity for which funds are requested is both eligible and that it meets a national objective. 1 Applicants are encouraged to use additional pages and/or provide any other relevant information that may enhance this request. Please note that due to the limited amount of funds available the Town of Manchester cannot guarantee funding for any application. Support the missions of the Town and Board of Education 2. Strengthen the synergistic partnerships between Town and Board of Education 3. Leverage service and sharable common technologies 4. Serve as a change agent (encourage technological change and assist in technological risk management) to the Town and Board of Education; 6. Serve as a source of technology research, support and services to the Town, Board of Education and their associated nonprofit entities; 7. Foster positive economic development and growth within the community; 8. Consult to the Town and Board of Education regarding application of New Economy technology factors: Technology getting faster, better, cheaper (e.g. Moore s Law) Network Value impacts (e.g.. Metcalf s Law) 9. 2 FY 2007/08 Budget Decision Package: Wireless Access Cloud Pilots Description of Proposed Expenditure: Provide Wireless Access for: I) a small pilot cloud as described below in the Nathan Hale / PAL cost analysis; II) a cloud that can cover a 1 square mile coverage project in the Nathan Hale to Washington School area III) and a variation / alternative to II, a Muni/Private Partnership Model for The Wireless Networked City Justification for Expenditure: The Board of Director Goals, Goal 2 Foster Smart Development, Goal 5 Provide Positive Youth Development, Goal 7 Invest in Town Infrastructure and Goal 8 Enhance Manchester Image as a Community of Choice are supported by progress made in Municipal Wireless Technology deployments. Specifically, - youth in the PAL effort using computers in the Spruce Street Fire House and nearby properties; - youth in this Nathan Hale School part of town who might get access to the School District resources (including the Internet); - and the possibility of developing Marketing Plan tactical efforts attracting New Quality Employers to this area of town s available properties. The benefits from the leveraging a common deployment of technology across more that one area of municipal interest is a key outcome of Investing In The Town s Architecture. The above beneficiaries and as yet unidentified connectivity benefits, to one scale or the other, as noted in the two Spreadsheets, can stand on their own as worthwhile efforts but either of these deployments (Nathan Hale / PAL or 1 mile Square) will also serve to focus attention on more aggressive planning for Manchester s Future Wireless Broadband Initiatives (see Decision Package Proposal III : Muni/Private Partnership Model for The Wireless Networked City). 2

6 III) Bid Out To Vendor See Decision Package Proposal: Muni/Private Partnership Model for The Wireless Networked City Consulting cost to Prepare RFP and Administer Business Case (using 70 page Minneapolis wireless city document scope). Background --- Bill Beck, CIO Minneapolis recommend having a Project Manager as an internal person committed to the project and prepared to work with the community and policy makers. The consulting cost in Minneapolis for a technical consultant ( R Client consulting practice) was $160/hr for a ½ time engagement that ran for 2 years, costing a total of $250,000. The Minneapolis project started in 2004 and the first two 1-mile-square competitive pilots begun in This proposal for Manchester would follow several of the Minneapolis model approaches. This would be to start with of a Board of Directors oversight subcommittee with support from a Staff Team (1 Project Manager, 1 I/S Technical Staff Member, 1 Manchester Legal Council, and 1 financial analyst resource). Citizen Committee and RFP Creation Committees would be the operating entities with the help of the Staff Team. The opportunity to use Manchester s FiberNet carries with it the requirement to be prepared with Legal Council on the Staff Team to properly represent the city s rights for use of it s Communication Infrastructure. The additional budget startup cost estimate for phase 0 and phase 1 (see Minneapolis Business Case) to reach the RFP publication deliverable including a Manchester Broadband Business Case Document would be the cost of a professional service contract Project Manager and Legal Council and the commitment of time by I/S Technical Staff and a financial consultant (either a Town s financial analyst resource or an added cost professional service consultant). 6
