4 SPECIFICATIONS FOR COLLISION REPAIRS & VEHICLE PAINTING FOR A PERIOD OF TWO (2) YEARS The County of Mercer requests bids for Collision Repairs, Bodywork, Vehicle Painting, Frame Repair, and Mechanical Repairs due to collision damage. The County will award contracts to a primary and secondary vendor for a period of two years. The contract shall be awarded based upon the lowest labor rate for body and paint combined. The Contract shall consist of three-categories as follows: Option (A) Option (B) and Option (C) Option (A) will cover Automobiles, Light Trucks and Vans Option (B) will cover Medium Duty Trucks and Bus Repairs Option (C) will cover Heavy Duty Trucks and Bus Repairs Vendors may bid on option (A) (B) or (C) or all three options. Vendor is required to have five (5) years experience and must provide a copy of the New Jersey Motor Vehicle Commission Auto Body License. Vendors responding to this bid specification must have the facilities and expertise in this type of service to repair damages so that the vehicle will be fully road worthy and the repairs not be apparent when subjected to inspection by the County of Mercer or Coop Members (if vendor extends to COOP Members). If vehicles are not road-worthy, contractors shall provide an on-site estimate at no charge to the County. Contractors shall be located within a twenty mile radius of Mercer County facilities. All broken glass or other non-repairable parts are to be removed and replaced. All colors are to be matched and paint finishes are to show no bubbles, ripples, blisters, etc. The contract shall be awarded to a Primary vendor and a Secondary vendor for each category. The contract will have three categories: Option A, B, C. Option (A) Automobile, Light Truck, and van up to 9,200. Option (B) Medium Duty Truck and Bus 9,201 to 17,500. Option (C) Heavy Duty Truck and Bus 17,501 GAW and over. GENERAL SPECIFICATIONS ESTIMATE: The vendor will supply a computer-generated estimate of the repairs required for vehicle collision repair. This information shall be provided to The Risk Manager, Insurance and Property Management and The Motor Pool Manager. This will include, but not be limited to the following information: Vehicle owner, name, and address. Insurance provider information Vehicle information to include Year, Make, Model, VIN#, License Plate, and mileage Description of type of work being preformed or part being replaced. Price for parts

5 Labor for parts that are replaced A sample estimate form will be included with this bid specification PARTS AND LABOR HOURS Parts pricing and the number of hours required for job completion will be based on the most current MITCHELL COLLISION ESTIMATING GUIDE and or MOTOR CRASH ESTIMATING GUIDE. The replacement parts will be new Original Equipment Manufacturer parts, unless specified in the estimate. Failure to notify the County of Mercer or Co-op Members of the substitution of new parts with after market or used parts may be cause to terminate the contract. HIDDEN DAMAGE During the course of collision repairs, if additional repairs and or parts are needed and were not included in the original estimate, the County of Mercer must be notified. A revised estimate will then be submitted. LICENSE Vendors must possess a current license issued by the State of New Jersey, MOTOR VEHICLE COMMISSION, Auto Body Licensing Unit, P.O. Box 172, 225 East State Street, Trenton, NJ This license must be valid during the full term of this contract. A COPY OF THIS LICENSE MUST BE INCLUDED WITH THIS BID SPECIFICATION. GUARANTEE The successful contractor will guarantee his repairs against any defects in workmanship, cosmetic repairs, and painting will be for a period of one (1) year. INSPECTION The Motor Pool Manager shall inspect and accept the repairs. If the services are not performed to satisfaction, the vehicle will be returned to the contractor for corrective repair. All corrective repair work will be performed at the expense of the vendor. SECURITY Vendors must provide a secure storage area or building when in possession of County Vehicles.
