3 Preface The treating of timber is only permitted with wood preservatives for which a valid permit has been issued by the Board for the authorization of plant protection preservatives and biocides (Ctgb). Practical experience has shown that there is a need for more guarantees concerning the effectiveness of (new) wood preservatives. The experience shows that the legal system has moved the accent more and more to the aspects of (national) health and environment. For the new generation preservatives in particular already authorized, but also preservatives obtaining a permit in future, there is a need for an adequate and objective evaluation of the effectiveness of the wood preservatives. With this basis for assessment for preservatives for the preventive treatment of timber is anticipated, both in respect of presentation (nomenclature) and contents (requirements) on the recent developments in timber preservation, whereby the requirements on European level are taken into account, becoming more and more important. The basis for assessment shall be in agreement with the applicable European and national legislation and regulations. The Wood Preservatives Evaluation Committee (WPEC) has therefore be made responsible by SKH with the assignment to assess the effectiveness of the wood preservatives allowed on the Dutch market that are applied in accordance with BRL 0601 (National Assessment Directive for the KOMO -product certificate for timber preservation), as well as the testing of preservatives legally allowed in foreign countries. The Wood Preservatives Evaluation Committee advises the director of SKH. 5 1. Subject This basis for assessment lays down requirements for wood preservatives to be used for wood preservation in accordance with Assessment Directive BRL 0601 Wood preservation. In addition to the statutory requirement for the availability of valid approval requirements by the Ctgb in pursuance of the Plant Protection Products and Biocides (Wgb) Act supplementary requirements are included in this Basis for Assessment which lead to an optimal wood preservation. 2. Area of application The Basis for Assessment applies to wood preservatives that can be used for the treatment of timber in accordance with BRL 0601 Timber preservation. 3. Procedure The Wood Preservatives Evaluation Committee (WPEC) advises the director of SKH about the issuing of a Certificate of Approval for a wood preservative for the purpose of treatment in accordance with BRL 0601 Timber preservation. The data supplied in the form of a file by the preservative supplier serve as basis for the advice. This Basis for Assessment describes which data are relevant for this. The Basis for Assessment states which minimum requirements for preservatives shall comply in order to effectively and safely be applied in the timber preservation industry for timber that is marketed under KOMO certificate. If it emerges in practice that for certain aspects and components of timber preservatives no limits are known; the Evaluation Committee shall assess the statements of the supplier and shall be in a position to advise on the basis of the expertise present within the Committee. 6 The Wood Preservative Evaluation Committee will issue its advice to the director of SKH on the basis of all the requirements stated in this Basis for Assessment. If the director of SKH accepts the advice, then the Certificate of Approval will be issued and the wood preservative will be placed on the list of approved preservatives. The procedure that shall be followed in order to grant access of a wood preservative to the market for certified treated timber is made up of two sequential steps, which are each concerned with an essential aspect A. The statutory statement of approval This statement is legally required under the terms of the Plant Protection products and Biocides Act in order to bring a wood preservative onto the market in the Netherlands. The technical file that shall be submitted to the Board for the Authorization of Plant Protection Products and Biocides includes elements concerning toxicology, eco-toxicology, labelling, limitations on use and effectiveness. The Certification of Approval for the preservative on behalf of certified wood preservation A Certificate of Approval shall be issued for a wood preservative that is permitted for sale, and, if it complies with the requirements contained in this document, is permitted for the usage classes and application methods indicated by the producer in the Netherlands. The Certificate of Approval specifies the minimum amount of wood preservative necessary in order that the product is effective, derived from the results of biological tests as specified in EN 599-1, for each of the usage classes within which the product may be used according to the Certificate of Approval. A supplier s application for a Certificate of Approval is only admissible if a valid application for legal approval by the CTGB has also been made. The technical file should contain evidence of the product s effectiveness. These evidences should be supplied in the form of reports of tests carried out in one or more independent certified laboratories, in accordance with the applicable standardised tests. Page 6 of 26

7 Holders of a foreign certificate shall comply with the following requirements. There shall be a legal certificate of approval in any member state of the European Union. All active ingredients should be found in one or more valid Dutch certificates of approval for wood preservatives, or at least for pesticides in the sense of Plant Protection Products and Biocides Wgb Act for PT8. For the rest, the requirements applicable for the granting of a Certificate of Approval are the same as those for substances permitted in the Netherlands. The submission of all or part of a file as referred to in this document is not necessary if the applicant can supply a Letter of Access from another permit holder. An application can be made without a legal permit or an admissible application for a legal permit being available. Such applications shall be considered, but can only result in the issue of a provisional Statement of Approval. This is converted to a permit when a Certificate of Approval can be provided. Box AD Wageningen, the Netherlands tel: fax: The Statement of Approval is issued for the duration of one year, and will be extended twice if there is no cause for amendment. The validity period of the statement shall not exceed three years, and it is in any event not valid for longer than the statutory period of the permit on the grounds of the Act Plant Protection Products and Biocides or the end date of the permit from another country. The company concerned can make a renewal application to SKH six months before the expiry date of a statement. The current certification then remains valid for a period of a maximum of 6 months, during which time the WPEC will investigate the amended file. Page 7 of 26

The percentage of the quantity of brought in preservative that after having been subjected to the stand test has remained present in the timber. A Certificate of Approval is a document issued by SKH on the basis of the Basis for Assessment of wood preservatives. Draft Certificate of Approval: A Certificate of Approval that can be used as support of the application procedure for an authority declaration of the preservative. Interim Suitability Declaration: A Suitability Declaration for a product for which a valid authority is available, but whereby, due to not rounded-off long-time field tests, not yet has been complied demonstrably with all requirements can be complied with all requirements of the Basis of Assessment. Requirements 5.1 Application principles for the Netherlands By the application of EN 599-1, wood preservatives can be admitted into one or more usage classes, defined in the European standard EN The certification structure for wood preservatives in the Netherlands, in accordance with these usage classes, is shown in tables 1 and 2. In order to obtain a Certificate of Approval, a product shall demonstrate its effectiveness in accordance with the requirements described in European standard EN 599-1, for each usage class for which an effective working is claimed. The stated requirements also take account of the method of application of the substance (immersion or vacuum/pressure) and the properties of the timber for which the substance is to be used (coniferous or deciduous timber). The criteria for evaluating the effectiveness of a wood preservative encompass both the basic tests that are required within the framework of EN (table 2), and the specific tests that are justified within the framework of the local biological risks present in our areas. EN stipulates that tests should be carried out using the formulated product. The complete results of these tests allow the critical value for each desired usage class to be calculated, which gives the minimum dosage of the product necessary to ensure complete protection of the reference timber used in the biological laboratory tests. In addition to the evaluation of the laboratory test results, field tests in usage situations and the details of permits issued in other countries will also be used. The results of practical tests shall usually be accorded greater weight than the results of laboratory tests. The Certificate of Approval states the minimum requirements per usage class, as well as the usage classes for the substance to be place don the BGS list of approved wood preservatives. The critical values shall then be converted into minimum amounts of the product that shall be applied in an industrial method in the protection zone of the wood. These values will be based on the 90% reliability lower limit of the average of the most critical fungus from the laboratory tests, or on the 90% reliability lower limit of the average of field tests. An example of the calculation is given in section , where a similar approach is used for the determination of the degree of fixation to be achieved. These minimum retentions are determined as a function of the properties of the product, the industrial treatment technique used, the ultimate usage of the wood and its particular properties. The EN standard is based on tests with pine sapwood. For the calculation of the minimum retention of less permeable types of wood a factor of 1,5 is employed for usage classes 3 and 4. Page 9 of 26

10 5.1.1 Characterizing and naming In order to be admitted in one or more of the usage classes a product shall: be able to protect the timber against biological degradation processes for a significant period (at least 10 years) 1) ; The recommendations stated in EN 460 in respect of the durability of timber in the various usage classes shall be used as a guide line; be offered in the form of a paste, a solution / aqueous emulsion ready for use / concentrated or a ready-for-use organic dilution; be applied in an industrial installation; penetrate into the timber Requirements for the effectiveness of preservatives The preventive preservatives are to be distinguished in their area of application. The requirements to be complied with in order to be allowed in a certain usage class are given in table Demonstrating the effectiveness The overview of the standardized tests by which the effectiveness of a preservative in a usage class can be demonstrated is given in table 2. When the file deviates from these requirements a WPEC test of the value of the file follows, taking into account the other statements in this Basis of Assessment. 1) The duration of treated timber depends on various factors such as timber quality, method of treatment, preservative, process, retention, the circumstances of use (temperature, moisture), mechanical damage or processing. The desired life depends on the type of application: roof construction in areas with risk of long-horned beetles shall have a longer life than a border partition in the garden, a carport longer than a pergola. The necessity of a long (longer) life is influenced by an assessment of the costs of early replacement or curative treatment of decay (and the technical possibilities thereto) and the safety risks for persons or constructions that occur in case of early decay. For e.g. railway sleepers, marina s and sheet piling require other requirements than for rabbit hutches or bird boxes. The assessment of the medium effectiveness shall be a result of more factors than only the intrinsic properties of the preservative. Page 10 of 26

13 SKH PUBLICATIE d.d replaces Beoordelingsgrondslag houtverduurzamingsmiddelen Additional requirements Demonstrating the suitability for immersion treatments Usage classes 1, 2 and 3: absorption- and penetration test in laboratory. The suitability of a product for the treatment of timber by means of the immersion method should be demonstrated by a laboratory test that indicates sufficient absorption and penetration. The test should be carried out on short planks of the desired timber of 20 mm x 120 mm, sealed on the sides perpendicular to the grain. The time that is necessary for attaining the required absorption and penetration (per usage class) should be registered Demonstrating sufficient depth of penetration The applicant should propose a reliable method by which the preservation company can establish the required depth of penetration of the substance in conformity with TR (2002) / CEN TC38 or chemical analysis, and in each case falling within the requirements as stated in BRL Demonstrating sufficient fixation properties Every active ingredient in the wood preservative shall be subjected to a preliminary investigation concerning the establishment of the degree of fixation. The preliminary investigation consists of standing tests carried out in accordance with NEN 7345 (whereby the leach water is not acidified) and/or OECD/OCDE 313 (16 th October 2007), supplemented with an incompany test. All active ingredients are to be analysed. At least 3 tests 1 are carried out for each process-product combination. This is necessary in order to be able to draw well-founded conclusions. SKH shall, on the basis of all preliminary investigation,, having been advised by the Wood Preservatives Evaluation Committee (WPEC) determine a limit value for each active ingredient in the wood preservative. For each active ingredient only one limit value is determined, irrespective of the wood preservative in which it will be used. That means that for the determination of this limit, the files of all wood preservatives in which this ingredient is present are carried off. The point of departure when determining the limit value is that it shall be achievable within reason with the best available technique. This is being determined by the WPEC. As basic value is employed that the degree of fixation shall be at least 75% If it is claimed that the substance with the prescribed subsequent treatment also meets the requirements as stated in the International Standard for Phytosanitary Measures (ISPM 15) proof of this should be supplied so that it can be stated on the Certificate of Approval. 1 A greater number of tests takes care of a strong increase of the 90% reliability lower limit; see the example under calculations 90%-reliability lower limit.

14 5.1.4 Provisional Certificate of Approval with regard to EN 252 respectively ENV 12037/ENV A timber preservative can be given a provisional Certificate of Approval without the results of a long-term test being available. A long-term test is The retentions shall be evaluated with reference to the (interim) results after 3 years and (final) results after 5 years. A provisional Certificate of Approval is therefore valid for a maximum of 2,5 years respectively 5,5 years after its issue. The field tests shall include the full spectrum of microbial deterioration with at least brown rot and soft rot. The effectiveness against brown rot (Basidiomycetes) for Usage class 4 according to EN 252 shall be carried out in test fields that are known for their brown rot dominance. The effectiveness against soft rot in accordance with EN 252 shall be carried out in test fields that are known for their soft rot dominance. Dominance of the test fields is defined by the primary attack of the test stakes or the reference tasks by respectively brown rot or soft rot. Field tests (such as the so-called churchyard test: EN252) have in practice a duration of 10 years. The results thereof are submitted to the WPEC annually or at least after respectively 3, 5, 7 and 10 years, and not later than 4 months after the inspection date. On the basis of the interim evaluations can, if necessary, the required retention of a preservative be adjusted. (Herewith can be achieved that available long-term results can be used actively for the evaluation of the effectiveness. It can generally be said of a churchyard test that the life span obtained corresponds with about a double value in practice. A 10-year churchyard test gives therefore an indication for 20 years of practical application. The field test results shall ultimately be definitive for the retention to be evaluated, and if necessary shall take the place of retentions on the basis of laboratory tests. For as long as no long-term field test results are available, a correction of 1/fixation degree shall be applied to the prescribed retention. Page 14 of 26
