Factors used in determining the demand list include onsultation with the Regional Occupational Analyst; a review of occupations anticipated to be in demand in the Central New York Regional Economic Council's Strategic Plan; New York State and US DOL Bureau of Labor Statistics projections; a survey conducted with local employers gathering feedback on occupations anticipated to be in demand; and feedback from the local and regional business service team members who have regular contact with employers. 3. For PY 13, which industry recognized credentials and degrees, available from providers on theeligible Training Provider List,have been achieved by utilizing WIA Funds? WIA Funded: Asbestos Handler, BFA Graphic Design, CDL A, Computer Information Systems A.A.S., Dental Assistant, Heating Ventilation and Air Conditioning, LPN, Medical Assistant, Phlebotomy, RN, and Welder. 599 OS: Business Accounting A.A.S., Business Careers, Business Administration A.A.S., Criminal Justice A.A.S., Humanities and Social Sciences A.A.S., Medical Administrative Assistant A.A.S., and PreApprentice Lineman. Trade Act: Automobile Technician, Billing and Coding, Early Childhood Education A.A.S., Electrical Engineering Tech A.A.S., Homeland Security A.A.S., and Psychology B.S. 4. Identify any skills gaps in your local/regional area? Oswego County is a rural county located in CNY with an unemployment rate that hovers around 10%, and consistently exceeds all local and national unemployment rates. Employment options in the county range from retail to agriculture, but the fastest growing opportunities for employment can be found in the manufacturing, energy and healthcare industries, according to a Spring 2014 employer survey. However, despite high unemployment and a surplus of available labor, many employers struggle to find candidates with the advanced technical and soft skills needed to fill Program Year 2014 Local Planning Guidelines 3

Advanced technical skills are loosely defined as abilities learned through specialized education and/or training for a specific occupation. Examples of occupations which require advanced technical skills include LPN, CNA, Electrician, Machine Maintenance, RN and Engineer, among others. Additionally, local employers have responded that there is a lack of work readiness skills in the available labor pool. This hampers their ability to locate appropriate candidates for their current job openings. They define work readiness as basic math, reading and digital literacy skills, as well as, soft skills examples of which are: the ability to communicate effectively, abide by workplace guidelines and interact with customers and other employees in an appropriate manner. a. Does the ETPL have sufficient providers to meet those needs? If no, explain: Currently, the ETPL has sufficient providers to meet most of the advanced technical skills gaps identified by employers. Area training agencies offer certificate and degree programs in several fields described as in demand occupations, such as CNA, LPN, Medical/Dental Assisting, CDLA &CDLB truck drivers, electric/electronic technologies, mechanical technologies,computer/it, and advanced manufacturing, among others. In addition, two programs, the Certified Occupational Therapy Assistant (COTA) and the Certified Production Technician (CPT) are being added in direct response to employer identified need. Cayuga Community College is in the process of adding both programs. The COTA program is anticipated to be available by Fall 2015, and the CPT program by Fall Although not included as part of the ETPL, the Metrix Learning Online training program is also a tool used by the local area to offer technical and soft skills development through a userdriven training experience. The program offers skills training and development, as well as, nationallyrecognized certification prep, in a wide variety of occupations, such as Computer/IT, Human Resources and Electrician and other service jobs. Soft skills training are also available through time management, and other personal development courses. Individuals in the local area may also develop work readiness skills by earning the National Work Readiness Credential (NWRC), a program designed to improve basic skills in math, reading and digital literacy, as well as the soft skills described above. Performance WIA 118 (b) The local plan shall include (3) a description of the local levels of performance negotiated with the Governor and chief elected official pursuant to section 136(c), to be used to measure the performance of the local area and to be used by the local board for measuring the performance of the local fiscal agent (where appropriate), eligible providers, and the onestop delivery system, in the local area; Note: Information and documentation produced through the yearly Performance Indicator Negotiation Process will become part of this plan. 5 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS Planned Services and Expenditures ADULT AND DISLOCATED WORKERS WIA 118 (b) The local plan shall include (2) a description of the onestop delivery system to be established or designated in the local area, including (A) a description of how the local board will ensure the continuous improvement of eligible providers of services through the system and ensure that such providers meet the employment needs of local employers and participants; WIA 118 (b) The local plan shall include (4) a description and assessment of the type and availability of adult and dislocated worker employment and training activities in the local area; Please complete the charts entitled PY 2013Training and PY 2014Training Projections located in the Budget spreadsheet (Attachment I). In addition, if you procure service providers to provide Adult and Dislocated Worker or Business services, complete the Adult/Dislocated Worker and Business Services worksheets in the Service Provider spreadsheet (Attachment J). 5. Briefly describe the type and availability of Adult and Dislocated Worker services in your area. Oswego County provides a wide array of services to the Adult and Dislocated Worker populations, including (but not limited to): Career Center providing access to: the NY Job Bank, job listings, job referrals, onsite employer recruitments, computers and printers, the Internet, labor market and demand occupation information, tutorials, resume and cover letter information, interviewing skills assistance and faxes, copiers and phones Local newspapers, employment magazines and industry directories Career Assessment (including an Initial Assessment and Comprehensive Assessment), Career Exploration, Career Planning and Career Counseling Services Employment Plan Development High School Equivalency/Basic Skills training tutorials and referral to partner services Workshops to sharpen job seeking skills Computer classes in Word, Access, Excel, QuickBooks, PowerPoint, Internet Job Search and Introduction to Computers Online/distance learning options through the Metrix Learning System to earn occupational skills certificates or practice for licensing exams Preparation and attainment of the National Work Readiness Credential Tuition assistance (up to $4,000) in the form of Individual Training Accounts (ITAs) for occupational skills training in demand occupations Program Year 2014 Local Planning Guidelines 5

Describe the steps the Workforce Investment Board takes to ensure the continuous improvement of Adult and Dislocated Worker services through the system. Describe the information that is reviewed to determine that providers are meeting the employment needs of local businesses and jobseekers. To ensure the continuous improvement of eligible providers of services through the system thewdb: Utilizes the NYS DOL Eligible Training Providers Listing (NYS DOL ETPL) for the selection of training providers; Follows NYS policy regarding Initial and Subsequent Eligibility of training providers; Utilizes customer satisfaction surveys to gather feedback from job seekers, employers and training participants. Results are compiled on a quarterly basis and reviewed by the senior management team at the One Stop Center and various committees of the Workforce Investment Board (WIB). Results are also discussed with One Stop staff. Customer feedback is used to identify deficiencies and improve customer services. Job Seeker customer satisfaction surveys are distributed to customers using the one stop services to determine overall satisfaction with the services received. The surveys are used to identify areas needing improvement and asks job seekers to evaluate areas such as overall experience with the One Stop, cleanliness of the facility, wait time, usefulness of services, and knowledge of staff. A section is also available for general comments on how services can be improved. Customer satisfaction surveys are mailed to employers using One Stop services on a quarterly basis. The surveys gage employers overall satisfaction with the services received along with Program Year 2014 Local Planning Guidelines 6
7 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS suggestions for improvement. Employers are asked about the services received, satisfaction with the services, if appropriate amount of contact was maintained, if they would use the One Stop again, and if they would recommend our services to others. The results are reviewed by the One Stop Senior Management team, the Business Services Team and the Business Development committee of the Workforce Board. Customer satisfaction surveys are sent to training participants including information on the training program, instructor, program length, overall satisfaction with the program and whether the participant obtained training related employment, information is compiled and reviewed at the Skills and Training Committee of the local board, and shared with training providers to acknowledge successes and areas needing improvement. Gathers feedback (formally through surveys and informally through regular contacts with employers) to determine unmet training needs. 7. How do you determine that Adult and Dislocated Worker jobseeker customers are satisfied with local Career Center services? Customer Comment Cards are distributed in all walkin and reemployment service customer packets to gather feedback from job seekers who utilize services at the One Stop Center. Results are compiled on a regular basis and reviewed by the Senior Management Team at the One Stop Center and the Skills and Training Committee of the Workforce Investment Board. Results are also distributed to and discussed with the One Stop staff. Customer feedback is used to identify deficiencies and improve customer services. Customer Comment Cards are used to determine the overall satisfaction of the customer with the services received. The cards are used to identify areas needing improvement and ask questions for job seekers to evaluate areas such as their overall experience with the One Stop. The card first asks the customer to identify what their main purpose for their visit to the One Stop Center was with various options to choose from such as: Job Lead, Training Information, Resume, Workshop, Computers, or Information. Then the jobseeker customer rates their experience on a scale from 1, being Poor, to 4, being Excellent, for the following areas: cleanliness of the facility, wait time, usefulness of services and knowledge of staff. At the end of the comment card there is a section available to discuss how satisfied or unsatisfied their visit was and how services can be improved and also a section for any additional comments. In Program Year 2013, 97% of job seekers have expressed satisfaction with the services received. 8. How do you determine that your business customers are satisfied with local Career Center services? To ensure that business customers are satisfied with local Career Center services the local area utilizes employer satisfaction surveys. Employers are asked to rate the level of assistance they received through the One Stop Center and detail any positive or negative experiences. Results are compiled on a quarterly basis and reviewed by the Senior Management Team at the One Stop Center and various committees of the Workforce Investment Board (WIB). Results are also discussed with One Stop Staff. Any employer expressing dissatisfaction with a service received is contacted by a staff person to address concerns. One Stop staff also conduct employer outreach to maximize use of One Stop services by additional employers. Services can include, among others, use of One Stop space for recruitment and employee orientations, posting of job orders on the NYS Program Year 2014 Local Planning Guidelines 7
8 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS jobs bank, job matching and referral services, and providing information about tax incentives and training subsidies. In Program Year 2013, 87% of businesses expressed satisfaction with the services received. 9. Briefly describe one positive practice in your local area which has improved services to customers. We now have an improved online presence with Oswego County Workforce New York and YouthWorks Facebook pages. YOUTH WIA 118 (b) The local plan shall include (6) a description and assessment of the type and availability of youth activities in the local area, including an identification of successful providers of such activities; Please complete the Youth worksheet in the Service Provider spreadsheet (Attachment J) (4)(b) The local plan must describe the design framework for youth program design in the local area, and how the ten program elements required in are provided within that framework. 9 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS 10. Describe how the Workforce Investment Board and/or Youth Council monitor Youth Program providers. a. Program Monitoring: The Workforce Investment Board staff have an established schedule for monitoring youth programs, using the NYS monitoring instrument as a guide. A sample of cases is selected for each monitoring visit. WIB staff review participant records and information in the One Stop Operating System. A written report is provided that outlines compliance, suggestions for improvement, best practices and or areas needing corrective action, when needed. The information is shared with One Stop staff and the Workforce Investment Board. b. Fiscal Monitoring: Workforce Investment Board staff have an established schedule for conducting fiscal monitoring. In addition, the Workforce Board staff meet with the One Stop Operator on a monthly basis to review financial and performance information. Financial and performance information is also reviewed at workforce board committee meetings on a quarterly basis, and at the Full Board meetings on a quarterly basis. 11. Do your Youth Program Providers have direct access to the One Stop Operating System (OSOS)? Yes No a. If not, what process is in place to ensure youth activities are entered into OSOS in a timely manner? Youth program staff enter youth activities into OSOS as services are authorized. Data entry is generally completed within five business days of the activity start date. The team meets on a weekly basis to review the customer base and status of each customer in relation to goals and services authorized. The Computer Services Assistant provides management reports on a monthly basis that includes information on youth activities, which is reviewed by program staff. 10 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS 13. Describe what youth data is shared and how it is shared and reviewed with the Workforce Investment Board and the Youth Council. Please address each group specifically. Describe what is shared and how with WIB and Youth Council: The Workforce Board Director and Associate Director meet with the One Stop Operator on a monthly basis. Included in this meeting is a review of the Youth program, including numbers served, obligations and expenditure rates, and a review of youth performance on both the NYS System Improvement Indicators and the Common Measures, along with strategies for continuous improvement and/or corrective action, as appropriate. The Youth Council reviews the local area s performance on the Common Measures and NYS System Improvement Indicators. Information is reviewed on a quarterly basis, along withplans for continuous improvement and/or corrective action, as appropriate. Information is then shared with the full Workforce Board. 14. Do your WIA youth program providers have access to the Youth Management Reports? Yes No a. If not, how do you share youth program data with your providers and how frequently do you share this? The information is shared through quarterly Youth Council Meetings and in the agency s Annual Report. 15. Which entit(ies) provide the WIA youth program design framework (including Intake and Eligibility, an Objective Assessment, and the Individual Service Strategy)? The WIA youth program design framework (including Intake and Eligibility, an Objective Assessment, and the Individual Service Strategy) is provided by the Oswego County Workforce New York Youth Team. 16. Describe how the WIA 10 Program Elements required in are provided within your youth program design framework. In particular, discuss how each youth s service strategy specifically identifies which program elements will be used to help the youth reach his/her goals. The 10 program elements are provided within our youth program design framework. An RFP is issued every two years to solicit providers for the ten youth program elements. Providers for youth services are approved by the Youth Council and the Workforce Board. Contracts are put in place with each service provider approved through the RFP process, and operated on a feeforservice model. Youth are assessed and referred to service providers based on their individual needs. While we enter into a contract with each service provider, the contract outlines the terms/payment amounts agreed to should a youth be referred for the service. Actual payment are authorized once a youth in need of the service has been identified. Youth team staff meet with each youth individually to conduct an assessment and develop a written plan of service (Individual Service Strategy) specific to the needs of each individual, taking into consideration the ten program elements. Time frames are discussed and objectives are set. Processes and procedures are explained to each participant. Progress and goal attainments are Program Year 2014 Local Planning Guidelines 10

The plan is updated, revised and/or modified as needed throughout the participant's enrollment in order to address ongoing and / or emergent needs of the youth, and to assist youth to meet program outcomes. 17. 12 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS STAFF INFORMATION Consulting with your WagnerPeyser partners, please complete the charts entitled PY 2013FTE Staffing and Projected PY 2014FTE Staffing located in the attached Budget spreadsheet (Attachment I). 18. Please explain the reasons for any changes between PY2013and PY2014. Staffing levels have decreased as 2 LSR and 1.5 hourly LSR positions are vacant. In addition,we lost revenue from other grant sources (i.e. DEI) that supported one stop operations. Procurement WIA 118 (b) The local plan shall include (9) a description of the competitive process to be used to award the grants and contracts in the local area for activities carried out under this subtitle; 19. Please describe the competitive bidding process that is used to award grants and contracts in your local area (including how vendors are made aware of opportunities to compete for these funding opportunities and how the process is being documented). Describe the process used for Adults/DW services, administrative services, and Youth services. As a unit of County government, the local area follows Oswego County s Procurement Policy for competitive bidding and awarding of contracts. A copy of the policy can be found at As part of this policy, grant and contract information are posted in local media (yourcareerconnection.com, oswegocounty.com, newspapers, etc) for review, comment, and bid. Exceptions to the County policy are services funded with Individual Training Accounts (ITAs) and services for youth. Consistent with New York State policy, the local area authorizes payment to cover the cost of training for job seekers in the form of individual Training Accounts (ITAs). ITAs are issued to approved training providers on the New York State Eligible Training Provider List (NYS ETPL) in lieu of County Procurement policy. Training providers are allowed to submit proposals to the NYS ETPL at any time. The proposal is then reviewed based on NYS policy. The list is continually updated as new proposals are submitted. Youth Services are procured through a competitive bid/request for Proposal (RFP) process which is overseen/approved by the Youth Council, a committee of the Workforce Board. The Youth Council is responsible for directing and overseeing the delivery of youth programs, including issuing the RFP and approving youth service providers. The Youth RFP is formally issued every two years, but proposals are accepted on an ongoing basis. Consistent with County policy, contracts cover one year at a time, and are modified at the end of the year to extend into the second year. Payment for youth services is authorized with an authorization letter using a feeforservice model. The contract awarded from the FRP outlines the terms and payment amounts that can be authorized. Waivers The general statutory and regulatory waiver authority granted to the Secretary of Labor is a continuing authority granted by the Workforce Investment Act at section 189(i)(4), Public Law , and Program Year 2014 Local Planning Guidelines 12
13 DIVISION OF EMPLOYMENT AND WORKFORCE SOLUTIONS provides increased flexibility to states and local areas in implementing reforms to the workforce development system in exchange for state and local accountability for results, including improved programmatic outcomes. A list of the current waivers that are in effect for New York can be found in Workforce Development System Technical Advisory # Changes to available waivers have been noted below. A new Technical Advisory for the available waivers with the will be issued at a later date. 20. Per direction from NYS DOL, the MOU was completed without a cost allocation plan as we were directed to cover costs through lease agreement. NYS DOL has since reviewed the MOU directed the local area to add the Cost Allocation Plan back in to the MOU before they will sign.
