1 Richard Eikenberg One Voice Scholarship Washington, D.C. Trip What is One Voice? Scholarship Guidelines One Voice is a non-partisan coalition created by the Bloomington-Normal Economic Development Council (EDC). It is a pro-community campaign that brings together leaders from the City of Bloomington, the Town of Normal, McLean County, surrounding rural communities, labor, local educational institutions and local private businesses in support of specific economic development projects and issues in McLean County. Each spring, the One Voice Task Force travels to Washington, D.C. to meet with our congressional delegation to show them our community stands united in support of community issues involving projects, initiatives and infrastructure improvements. For those projects needing funding we work to meet with the federal agencies that may have grants or funds available. The ultimate goal of One Voice is to engage our federal representatives and to obtain federal funding for our community. One Voice does not lobby for policy or regulatory change and is not affiliated with any political party, movement or policy organization. The 2015 One Voice Task Force chose local projects to show our congressional delegation our community stands in support of them and request funding. The 2015 trip sought funds for three projects: funding for a Federally Qualified Health Center (FQHC) facility in McLean County, Connect Transit funding for bus transfer stations and BN Tech Town funding for technology and STEM education development. One Voice 2016: Washington, D.C. Trip Details: The 2016 One Voice trip will take place March 1-3. The scholarship covers all expenses of the trip, from flight and hotel to all meals and events. Specific trip details will be presented at our pre-trip briefing luncheon for all participants Thursday, February 25, 2016 (tentative date). The scholarship recipient MUST attend the pre-trip briefing NO EXCEPTIONS. 1 P age
2 Nearly 35 local community, business and labor leaders attend the trip. During the trip, we meet with our U.S. senators and representatives, along with leaders of other government agencies. This trip is an amazing opportunity to meet and network with local leaders and discuss current issues in federal government with the primary decision-makers. For example, our past meetings have included U.S. Supreme Court Justice Antonin Scalia, as well as Neel Kashkari of the U.S. Treasury who later went on to lead the federal government s Troubled Asset Relief Program. Participants also attend receptions and meetings with speakers from various economic development-related institutions. There is also limited time for sight-seeing opportunities. About the Scholarship: The Richard Eikenberg One Voice Scholarship was created in 2008 in honor of Richard Eikenberg, past EDC board chair. The scholarship allows one local college student {undergraduate student} (from an EDC investor school Illinois State University, Illinois Wesleyan University, Heartland Community College or Lincoln College) to participate in the One Voice Washington, D.C. trip. The scholarship covers all expenses of the trip, from the flight and hotel to all meals and events. It is truly an amazing experience for one deserving college student. The selection process is based on applicants responses to an essay question, volunteer/civic engagement experience and their personal interest in the trip opportunity. The top three finalists are then interviewed by a committee made up of EDC staff and EDC Board members. 3 2016 Eligibility Requirements & Guidelines: Students interested in being considered for the One Voice Scholarship must complete the following steps: 1. The attached application must be completed and returned by Friday, November 20, 2015 to the EDC office. 2. Recipient must have a 3.0 cumulative GPA. A transcript must be included (transcript does not need to be an official copy). 3. The application must include one letter of recommendation from a reference familiar with the student s scholastic ability and work. 4. The application must include a list of volunteer or extracurricular activities. 5. The application must include an essay (maximum 500 words). Essay Question: As a student how can you be a voice and an influence in your community? 6. Recipient must be a Junior or Senior (undergraduate) at an EDC investor school (investor schools include Illinois State University, Illinois Wesleyan University, Heartland Community College and Lincoln College-Normal). Recipient may be from any area of study. 7. Scholarship finalists (up to three) will be asked to submit to an interview with EDC staff and EDC board members the week of November 30th. 8. Recipient must be available to attend the pre-trip briefing luncheon and the entire Washington, D.C. trip, including all scheduled activities during the trip and briefings prior to the trip. 4 Reflections on One Voice by Javier Padilla, Illinois State University, 2015 Scholarship Recipient I was interested in applying for the Richard Eikenberg One Voice Scholarship because I wanted to get a deeper understanding of city governance, while seeing the relationship that local government had with officials in D.C. I chose Illinois State University as my home during these four years of college with the purpose of being connected and rooted to the area long after my time at Illinois State comes to an end. I initially heard about the One Voice Scholarship from a professor who pulled me aside and recommended that I apply for the One Voice opportunity because of my passion for financial planning, governance, and commitment to making an impact on the betterment of my community. Being a member of the One Voice Task Force was an eye opening experience in so many ways. I had the opportunity to be surrounded by top tier leadership from all parts of the community in their pursuit of bettering Bloomington-Normal via proposing economically stimulating projects to representatives in Washington D.C. Being able to attend the trip to Washington D.C. seemed like an incredible opportunity to meet and work with passionate community members who wanted to better our community. The members of the One Voice Task Force included members of the Bloomington-Normal Economic Development Council, local government representatives, businesses, and university employees. I strive to be an attorney one day and this was the perfect opportunity to experience what government actually does prior to graduation. I was able to gain an understanding of how the distribution of federal funds and grants occurred and their impact on the local community. This experience truly has redefined the way that I look at my future career path. Being a member of the One Voice Task Force, as well as an intern for the Economic Development Council, will give me a competitive advantage others are lacking as I pursue my future career goals. This trip is a one of a kind networking opportunity. Not only was I able to connect with local all-stars, but I also had the opportunity to speak with and meet governmental officials such as Congressman Davis. I was able to further develop my public speaking, networking, and solidify my roots into this community. I was able to connect with Mr. Joshua Johnson, the Director of Regulatory and Government Affairs at COUNTRY Financial and previously served as General Council. Mr. Johnson graciously offered me the opportunity to shadow him as he performs his job duties. Along with the competitive advantage gained by networking on this opportunity, I can also look back on this experience with a smile because spending time with our community leaders was truly enjoyable. Our leaders represent the essence of the people of McLean County. They were kind, hospitable, and welcoming I am forever a Redbird, a son of McLean County, and truly thankful for the opportunity to give back to my community through being a member of the One Voice Task Force. I can t wait to see the progress made down the road on the projects presented to legislators and the continued economic expansion of the Bloomington-Normal region. 4 P age
