1 DEPARTMENT OF PHYSICAL THERAPY UNIVERSITY OF BRITISH COLUMBIA STRATEGIC PLAN STRATEGIC COMMITMENT 1: Student Learning The Department of Physical Therapy at the University of British Columbia provides the professional education necessary for entry level physical therapy practice through rigorous scholarly activity, high standards of instruction and creative learning opportunities. This Master of Physical Therapy (MPT) program incorporates a strong theoretical foundation that supports current and future practice of the profession. Graduates of the program are experts in movement and function for life in a wide variety of settings and contribute to the health of Canadians through cost effective clinical approaches, evidence informed practice, client centered care, and a commitment to health promotion and disease prevention. As home to British Columbia s only entry to practice Physical Therapy program, the Department of Physical Therapy at UBC is committed to providing first class educational opportunities for aspiring and practicing physical therapists. As well, the Department of Physical Therapy participates in two interdisciplinary post graduate programs consisting of an online Master of Rehabilitation Science (MRSc) program and a Master s of Science (MSc)/PhD program in Rehabilitation Science. GOAL 1: To ensure the content in the MPT curriculum is diverse and inclusive As the health care delivery system evolves, so does the role of physical therapists as primary care practitioners and members of collaborative practice teams. In order to maximize the opportunity for UBC graduates to address the present and evolving health needs of society, the MPT curriculum must undergo ongoing renewal to stay abreast of the evolution of the Physical Therapy profession. 1. Develop and incorporate strategies that encompass cultural sensitivity and cultural competence in areas such as Aboriginal Health. 2. Be responsive to current and emerging health issues throughout the MPT curriculum, including a focus on the needs of rural communities, primary health care, and interprofessional education and collaborative practice. 3. Develop courses, modules and/or cases in specialty areas that capitalize on faculty expertise. 1. Content experts in the areas of rural health; aboriginal health; primary health care and interprofessional/collaborative practice. 2. Incorporate new teaching and learning technologies, including web based platforms and video conferencing as standard practices within the MPT curriculum. 2. Provide in house instructional skill support to ensure competence in curriculum development; instructional design and assessment. 3. Create a structured process of formative and summative peer review of teaching for faculty and instructors, including training of peer reviewers. 4. Provide students and instructors with a prior learning site to communicate expectations and where necessary provide additional materials for self directed learning. 5. Clinical skills need to be informed by the best evidence available. Students will need to understand and apply evidence as part of sound clinical reasoning and clinical decision making. The role of clinician scientist allows practitioners to apply research findings and to engage in clinical research when opportunities arise. 1. With government support of the northern stream, UBC stands to be second to none in the delivery of clinical education in northern and rural settings. 1. Develop, initiate and evaluate innovative and value added placement models in both public and private sectors. 2. Increase capacity and diversity of clinical placements focusing on a) rural/aboriginal and other underutilized areas and b) interprofessional (IP) learning opportunities. 3. 6 Goal 5: To support a post entry level program for physical therapists Education is a life long activity; indeed continuing education is deeply rooted as a core value for physical therapists. The Department of Physical Therapy at UBC is well positioned to provide evidence based education to support specialization and advanced practice for physical therapists. 1. Work with existing graduate programs and clinical partners to develop and implement an appropriate costrecovery educational platform, e.g., clinical masters, for specialty areas to advance practice. 2. Marketing of and development of strengths in areas of specialization in the Department. 1. 7 STRATEGIC COMMITMENT 2: Research Excellence The Department of Physical Therapy at UBC has a strong and vibrant research environment. The Department advances knowledge and seeks to improve the quality of life experienced by society through the discovery, dissemination, and application of research within physical therapy and across disciplines. Several unique programs and research laboratories are currently led by our faculty members. Our research programs are well integrated with several world class research facilities established here in BC including: Vancouver Coastal Health Research Institute; Arthritis Research Centre; Providence Health Care Research Institute and James Hogg Research Centre; Brain Research Centre; Child and Family Research Institute; Centre for Hip Health and Mobility; and International Collaboration on Repair Discoveries (ICORD). GOAL 1: To increase grant success Acquiring research funds is a critical activity which allows a faculty member to establish an independent funded research program. Success in peer reviewed research funding is a mandatory requirement for promotion and tenure for professorial faculty. Research grant funding is also necessary to enable faculty to train the next generation of graduate students and post doctoral fellows. Lastly, research funds are necessary to facilitate faculty to undertake research which develops an evidence based practice of physical therapy. Unfortunately, acquiring health research funds is Canada is daunting with average national success rates at 15 20% for most health research agencies. Grants are not only highly competitive, but are becoming more complex to prepare and often require substantial pilot data, multiple interdisciplinary team members, and letters of collaboration from consumer groups, hospital partners, and end users. 1. Recruit outstanding faculty with synergistic research and complementary skills to enable the department to develop teams of researchers. Synergistic faculty will be more productive and will be able to mentor junior faculty in their field, as well as compete for large scale grants (e.g., team grants). 2. Provide seed funding to enable pilot data for new investigators or for senior investigator with new lines of research (this funding must be linked to a future multi year national or international grant application). 3. Develop a supportive department environment for grant writing which considers the demands of grantwriting (e.g., critical time periods of writing, need for mentorship). 4. Ensure faculty are appropriately recognized for the time they spend on grant review committees relevant to physical therapy and for efforts which they make to share this information with other faculty. 5. Ensure new faculty are provided with a mentor to provide guidance on topics including grant funding. 6. Encourage faculty (junior and senior) to seek internal review of their grants prior to submission (e.g., Health Research Resource Office Internal review; Faculty of Medicine Grant Development). 1. Trainees require a supportive environment in terms of their learning opportunities, career development planning, and financial support. 1. Increase MPT research involvement in PHTH 572 and also increase the opportunity for research placements. 2. Implement MPT/PhD Program. 3. Work with Grad Program in Rehab Science to update course offerings. 4. Raise profile of department research (for example: website, seminar series, faculty member lectures). 5. 10 GOAL 3: To strengthen research collaborations Research excellence in the Department could be magnified by combining the individual strength of faculty members into collaborative teams. These teams would also be attractive to trainees. 1. Build teams of researchers within Department, including the clinical faculty. 2. Partner with clinicians, patients and other relevant stakeholders for research projects. 3. Development of seminar series, possibly using the model of School of Human Kinetics. 1. To be successful requires the establishment of areas of strength, in which the Department of Physical Therapy can become internationally renowned. 1. 12 STRATEGIC COMMITMENT 3: Community Engagement The Department of Physical Therapy at UBC aims to connect in a meaningful way to serve and engage the broader community to advance physical therapy practice globally. In so doing, the Department aspires to have a positive impact on the health and well being of society. GOAL 1: To strengthen the connectedness between the UBC Department of Physical Therapy and its alumni and friends Alumni are lifelong learners, clinical faculty members, ambassadors, volunteers, partners and donors. Strong connections between alumni and current students will ensure continued pride and engagement in the UBC program, serve to foster a sense of community and continuity between generations, and enhance clinicianinformed research and evidence informed practice. By being conversant with who is on faculty and what their area of research is, alumni will take pride in the department and a personal interest in our researchers and those who educate our future physiotherapists. Most alumni are not familiar with who makes up the department, how their physiotherapy practice is reflected in their current work, and what their daily life is like at UBC. A good understanding of who the faculty is will also improve the research to practice translation and increase the involvement of clinicians in research. There is significant overlap between alumni, physiotherapists working in BC, and members of the Physiotherapy Association of British Columbia (PABC) hence alumni and friends. 1. Perform a needs assessment to determine services, activities, and recognition that alumni and clinicians want, e.g., evening seminars, research updates, open houses. 2. Enhancement of UBC PT website for improved communication and continue to contribute to PABC newsletter. 3. Showcase the work of faculty and the accomplishments of the MPT students by liaising with PABC. 4. Work with PABC on joint initiatives, according to results of needs assessment. 5. Not only is physiotherapy practice more effective when informed by scientific evidence, but the scientific questions we choose to pursue are more relevant when informed by clinical practice. Inspiring clinicians to create and partake of research and inspiring researchers to seek and include clinician and client input in research should be a core function of an academic physiotherapy program. 1. Identify the baseline for practice informed research, including barriers and facilitators to clinician involvement in research and/or post entry level graduate education and the number of clinician research collaborations currently in place. 2. Continue the focus of the Knowledge Broker position on clinician involvement in research. 3. Develop a consistent communication strategy to stakeholders including research updates focusing on the impact of physiotherapy research occurring in the Department and affiliated groups. 4. Non invasive interventions including health education and physical activity/exercise (health behaviour change) are the evidence based interventions of choice (often superior to pharmacologic and surgical interventions) for the prevention, as well as the management of lifestyle risk factors and the management of their chronic manifestations. Dispersion of faculty across the various research centers poses logistical barriers to a team based work environment. 1. Improve main office (flooring, navigation, physical and electronic databases; communication of roles for staff and faculty, phone system with a default to wait on the line for a real person). 2.
