2 TIGAR Veterans First-Time Home Buyer Program HAF Grant Application The TIGAR Veterans First Time Homebuyer (FTHB) Program provides closing costs to assist Veteran First Time Home Buyers. The funds are then used to assist Veteran First Time Home Buyers to Buy a Home. These guidelines describe key program requirements, processing procedures, rules for program staff, lenders, and applicants. These guidelines may be revised from time to time as necessary to address inconsistencies or unaddressed issues as they arise. TIGAR will continue to fundraise and work to aid Veterans throughout the Community. However, once funds have been depleted, TIGAR will make a Community announcement suspending the program until further funds are generated for the Veteran First-Time Homebuyer Program. Program Definitions: 1) First-Time Home Buyer: Per Part 92 of Title 24 of the California Code of Regulations, First Time Homebuyer means an individual and his or her spouse who have not owned a home during the 3 year period prior to purchase of a home with subsidy assistance. 2) Veteran: A) All Veterans who served on active duty a minimum of 90 days (not including active duty for training purposes only), whether during wartime or peacetime, are eligible. B) Eligibility requires service under honorable conditions and must have a Certification of Eligibility and/or DD214 form for Veteran Status Verification, C) There are no prior residency rules. A veteran may have entered service from the outside California. National Guard or reservists who have been ordered to active duty, including Active Guard/Reserve (AGR) duty eligible. 3) Principle Residence: A principle residence may be a detached single family house, condominium, manufactured home on real property owned by the applicant. The applicant is expected to occupy the Principle Residence. 4) Must use a REALTOR in Good Standing with CAR/NAR 5) Applicant must have a preapproval letter in place from a Lender 6) Applicant must provide a letter of verification from the lender verifying that the lender has no issue with the TIGAR Grant Program 7) The applicant must show that the loan docs are going into escrow. This will prevent any price manipulation, once the deal is in escrow. 8) Program Staff: TIGAR staff will administer the Veterans First-Time Home Buyer Program in conjunction with the TIGAR HAF Committee Taskforce through funds provided by CAR HAF, but not these 2 entities will not approve the loan overview process. The TIGAR HAF Committee Taskforce is responsible for the applicant approval process. Once the HAF Taskforce Approves the application, distribution of funds will be conducted by the TIGAR Office Manager.
3 Program Requirements 1) Applicant must sign a statement for being qualified as a First-Time Home Buyer 2) Applicant must produce a Certificate of Verification and/or DD214 Form, verifying Veteran Status 3) Property must be a Principle Residence in the State of California. The applicant must occupy the acquired home as a principle residence as defined in the Program Definitions. 4) Application and Screening Process Program Staff will process applications on a first-come-first-serve basis and review the applications to ensure eligibility. The applicants will complete their applications with the help of their primary lender. 5) Dwelling Type Eligible Dwelling can be a single-family or manufactured home, condominium, or townhouse, or a 1-4 Unit Building. Mobile homes not on a permanent foundation, recreational vehicles, campers and other similar vehicles are not eligible for assistance. 6) Applicant must provide a pre-approval letter from Mortgage Lender 7) Property must be identified and put into escrow within 30 days Exemption If, by no fault of the buyer, the initial property does not go to a closing of escrow, TIGAR will allow an additional 30 days for the qualified applicant to locate a replacement property. 8) Education about Veteran resources and buying options is highly encouraged, but NOT a requirement for this Grant program. 9) Buyer must provide a letter, in his or her own words, giving their personal story and reasons for requesting the Grant.
4 Program Procedures The Program procedure will take place in three Phases: Phase 1: 1) Submit grant application/package, all required documents and forms 2) Sign a statement verifying that the applicant is a First-Time Home Buyer (have not owned a home in the last 3 years). 3) Applicant must provide a Certification of Eligibility and/or DD214 Form 4) Applicant must provide a pre-approval letter from their Lender 5) Applicant must provide a letter of verification from the lender verifying that the lender has no issue with the TIGAR Grant Program Phase 2: 1) TIGAR will confirm the Application has been received 2) The application will be reviewed within 10 Business Days 3) Notification of who is conducting Escrow Phase 3: 1) Notification from Escrow that Loan Documents have been received 2) TIGAR Funds will be disbursed within one business days of application approval 3) Once funds have been depleted, TIGAR will announce the program will be suspended until further funds have been raised.
5 TIGAR HAF Veterans First-Time Home Buyer Program Funds Disbursement If in the event escrow is not completed, all TIGAR Grant funds are to be returned to TIGAR. This grant is not subject to the Buyer/Seller Agreement. Public Outreach TIGAR will partner with local Veteran agencies to promote the Veteran First-Time Home Buyer Program. TIGAR will also be working with CalVet and other Veteran Organizations to continue educating the Veteran Community on multiple loan options available to Veterans.
