3 MESSAGE From the CEO Dear Stakeholders, Trinity Youth Services Annual Report 2013 Trinity Youth Services has completed its 47th year of serving children and families. Over the years, thousands of children and families have received quality services that have helped to break the cycle of abuse and that have provided children with the chance to leave the past behind and have the kind of childhood experiences they deserve so they may lead productive and meaningful adult lives. The agency currently operates five foster care offices in Southern California, one in Houston, Texas, and four residential programs in Southern California. The children are placed in foster care through counties departments of children services. The youth in residential treatment are placed through probation departments. The agency served, on average, approximately 280 foster children and 110 probation youth each month during the year saw a renewed commitment on behalf of the leadership and staff to develop and implement a new strategic plan to guide the agency over the next four years. Stakeholders came together to develop a new vision and mission statement for the agency along with action plans in the areas of staff, programs, funding and board development. Training in trauma informed care was also embraced and planned for implementation throughout During 2013, the agency's financial position continued to improve from the effects of the recession and Governmental fee cutbacks. Cost-of-living increases from governmental fees for residential treatment have helped to stabilize that aspect of the agency. Although, cost-of-living increases for governmental fees for foster parents have been granted, the same is not true for the operational revenues for foster care, which have not increased in 12 years and had a 10% reduction during the recession in 2009 that has not been restored. The lack of funding for foster care has presented financial challenges to the agency. In spite of the recession and the slow recovery for private agencies, Trinity is proud that not once during that time have the services to the children in our care gone unfunded or unfulfilled. Instead our leadership and our employees have made personal sacrifices for The benefit of the children. We are grateful for our supporters and stakeholders. 4 Trinity Youth Services Annual Report 2013 Family Profile The *Pratt family is in the process of adopting their third child through Trinity s Fosterto-Adopt process. They were originally certified as Trinity foster parents in 2001 and over the past 12 years, they have fostered nearly 40 children. The majority of children in their care have been successfully reunified with family members. The first boy they adopted was their second foster care placement. He was 2 days old when placed and is now 12 years old. The second boy they adopted was only 3 months old at placement and is now 8. The current child in the adoption process was placed at 3 days old in January The Pratt s have big hearts and plenty of love to provide. Even after his adoption, they will still have room for one more child and wish to continue fostering. Successful permanency is one of our primary goals. Every child deserves a loving home and family. // Page 5

5 Let us sacrifice today so that our children can have a better tomorrow. ~ APJ Abdul Kalam Residential Treatment Foster Care Trinity Youth Services Annual Report 2013 Trinity provides Residential Treatment Foster Care to children from throughout California. Campuses are located in Apple Valley, El Monte, Norco and Yucaipa. 110 children served on average each month Children served by gender: Female: 6% Male: 94% Children served by age: 12-17: 98% 18-21: 2% Children by ethnicity: Asian: 1% Other: 1% Caucasian: 10% Hispanic: 72% African American: 16% 61% of the youth successfully completed their program. This represents an increase of 9% over the previous year. 58 of the youth graduated from the program 5 of the youth were released to a placement that provided more intense treatment 4 of the youth were released by a judge for good program process prior to completing the program 39% of the youth did not successfully complete the program. 28 of the youth ran away from the program 10 of the youth were terminated by the program 4 of the youth were terminated by a judge or probation officer for violation of their terms of probation // Page 6

6 Trinity Youth Services Annual Report 2013 Through our partnerships, our children are given additional opportunities for success Trinity Youth Services is fortunate to have cultivated many phenomenal partnerships in the communities where we have programs. These relationships make it possible to provide experiences and opportunities to our children and youth which we would otherwise be unable to provide, due to limited funding. Through generous contributions of time and money from individuals, organizations and businesses, our children attend cultural and sports events, learn skills through vocational and volunteer placements and receive invaluable assistance through tutoring and mentoring relationships. // Page 8
