4 1 Introduction This document is the initial issue of the Joint Plan of works to be undertaken by the Department of Health Informatics Directorate (DHID) and Intellect. The objective of the Joint Plan is to foster the right conditions to enable a healthy and vibrant healthcare IT market for the benefit of NHS organisations, the IT supplier community and patients and public alike. This joint plan has been developed by discussions held between DHID Head of Industry Liaison, and Intellect Health Programme Manager, and updated to reflect input received from the wider stakeholder community following a consultation period ending 30 th November Some of the key themes of the feedback are included within Annex A. nd The plan outlines the scope of the partnership between DHID and Intellect announced on 22 September Comments are invited on this document continue to be welcomed and will be taken into account in future updates of this document. Please send comments to: DHID Industry Liaison via Intellect via 2 Objectives The objective of the joint plan is to foster the right conditions to enable a healthy and vibrant healthcare IT market within England for the benefit of Patients and the Public, as well as the NHS and Adult Social Care staff who care for them. 3 Approach & Principles By working together to a joint plan, DHID and Intellect will demonstrate the benefits of mature partnership working between the health and care customer informatics community, and the IT supplier community. We will aim to set an example of best working practice for our respective communities to adopt. Our joint work will be characterised by: Trusting relationships An honest, transparent, positive, collaborative approach A commitment to delivery of safe, effective and beneficial solutions A determined focus on delivering best value to end users, patients and the public Robust but constructive debate to ensure that the right answers are generated We will set out to ensure that all individuals involved in delivery of this plan embody the above principles in the way that they work together. 4 Ownership & Governance It is essential that initiatives that use IT or informatics to improve care are seen as fundamental elements that can transform the effectiveness of the English public health and care system. 5 plan will therefore be owned, and overseen at a Director General level within DH on behalf of the NHS 1 and by Intellect s Director General on behalf of industry. NHS delivery responsibilities of the plan will be led by DHID, and managed by the Head of Industry Liaison (Peter Dyke). Intellect delivery responsibilities of the plan will be led by the Intellect Healthcare Council, and managed by the Intellect Health Programme Manager (Jon Lindberg). Progress against the plan will be reviewed on a quarterly basis by the DH and Intellect owners. This plan and the quarterly report on progress against the plan will be openly published via DHID and Intellect websites in keeping with the transparency principles and approach outlined above. 5 Key Initiatives Through discussion, we have identified a number of important initiatives that we recommend form the basis of the initial phase of the joint plan. 5.1 Information Strategy We are at the point of creating a new Information Strategy that will provide the context for all of our joint work over the next 5-10 years. In keeping with the above principles, we will closely involve Intellect in the development of the new Information Strategy over the coming months starting now. We will arrange a programme of consultation between the DH information strategy team and Intellect (including appropriate Intellect-selected subject matter experts) from November 2011 onwards. Following publication of the Information Strategy, we will look at how we can help guide the NHS and supplier industry to implement the strategy. Update: Intellect and DH have held 3 workshops during December in which industry representatives provided expert input to DHpolicy leads responsible for development of the Information Strategy These workshops took place week commencing 12 December. Further engagement will be set up as the Information Strategy develops. 5.2 Informed Client Both Intellect and DHID see significant unrealised potential to harness the benefits of IT and informatics to improve care. However, this can only be realised via a pull from the business/clinical management of the NHS, and not with a technical push from the IT/informatics community. We recognise that NHS management and health and care professionals need help to develop sufficient confidence in the benefits of IT solutions to be able to invest in them safely and wisely, such that they deliver true and lasting business benefit. A key issue here to overcome is how we, as the informatics/it community can effectively demonstrate the benefit of not only our solutions, but our profession. We will therefore develop a joint initiative to engage with these communities to better equip them to be able to become confident, better and informed clients of the information and technology solutions that the NHS informatics and supplier communities jointly deliver to them. We will publish further detail on this initiative by end March 2012 but will aim to make progress on this agenda at an earlier date. 1 Name to be confirmed pending new DH/NHS organisational announcements. 6 5.3 Joint Communications Intellect and DHID will agree a programme of joint communications on a rolling annual cycle. These will include a wide variety of channels (events, media, NHS community communications, Supplier community communications, Social Care bulletins etc.) and audiences (supplier staff, NHS informatics staff, nursing profession, clinicians, NHS senior management, Allied Health Professionals etc.) to transmit our key messages on the key subjects where we have agreed to work together. We will create this plan of joint communication by end March Subject Workstreams Whilst the above principles and initiatives indicate how we propose to work together and the key framework programmes we will progress, there are a number of specific subject areas where we see that joint working and a fresh approach can generate better answers and ways of collective working to allow the healthcare IT market to move forwards. These are detailed below. For each subject work stream, a joint NHS/Supplier Community team, working with other stakeholder groups will be identified and charged with generating recommendations for improvement in our collective approach. These teams will be established by February 2012, and asked to make an initial formal, published (public) recommendation for improvement by May Subsequent milestones for work will be set following those initial publications Information Sharing and Governance We need to identify better models that enable essential information flows within clinical teams and across Health and Care, removing unnecessary barriers, complexity and cost, whilst continuing to ensure the security of patient identifiable and other information Standards, Requirements and Accreditation We agree the importance of clear standards for systems in the health and care market. Such standards provide the basis of clear minimum essential requirements for systems, allowing both customers and suppliers alike to know what is expected. Clear standards and requirements provide a fair basis for evaluation, assurance and accreditation of systems where used within the NHS and social care estate. We recognise that there are improvements that can be made to the overall process of management of the standards, requirements and accreditation process that will require the involvement and action across the customer and supplier community. Work in relation to the Interoperability Toolkit (ITK) will be incorporated within this work stream Procurement The NHS Procurement process is continually cited as an issue for suppliers particularly Small/Medium Enterprises (SME) seeking to bring innovative new solutions to the market. Procurement represents a challenge for both suppliers and customers. We agree that current arrangements are sub-optimal. We will look at what can be done to unblock current issues in the Healthcare IT market, drawing on work developed in other government sectors in recent years. Crown Copyright 2012 Page 6 of 8

8 ANNEX A Stakeholder Feedback on Initial Draft In publishing our initial draft on 4 th November, We welcomed feedback on during November from all key stakeholder communities NHS management, clinicians, NHS informatics community and supplier IT community. There were over 600 downloads of the plan and the response has been overall very positive. We have evaluated the feedback and thank all of you who commented. The key recommendation themes we received to improve the joint plan included: Provide more detail spelling out how this will all work, how outputs from the workstreams can be adopted by the NHS and industry. Our response: The areas we have identified to work on are ones that industry and the NHS have highlighted as barriers to a vibrant market and successful use of IT in healthcare. What we have not done at this stage is to pre-determine what the objectives of each workstream are, but appoint recognised leaders from NHS and Industry to jointly agree and progress work as part of the overall plan. Have a clear requirement to involve the NHS in all work taken forward to ensure customer and user support Our response: We completely agree that the success of this work depends on the support and active involvement of the NHS. DH is responsible for securing this support and engagement from NHS, and will do so. Intellect is responsible for securing the support and contribution from industry. Our communications plan (a key deliverable under the plan) will aim to ensure that all communities are engaged in the process. Define clearer objectives that can ultimately be measured. As an example, the conditions in which a vibrant IT market would exist should be defined as part of this section Our response: We agree. This requirement has been added to the key milestones of the plan, to be in place by March Workstream leads will be required to define its objectives and measurement criteria against which their teams progress can be demonstrated. Build an evidence base of good information and technology programmes that can support an evaluation framework to be used by industry and NHS. Our response: Noted and under consideration as to how this can best be achieved. We continue to welcome feedback and comment on our plan, and our work, as it evolves.
