DESCRIPTION OF UNDERTAKING (attach plans and drawings) Project summary: Upgrades & Expansion to the existing Fuel Storage Facility including two new 3064 cu.m Jet A-1 Vertical Tanks, two new 2565 cu.m. LSDL Vertical Tank, one new 1956 cu.m. LSDL vertical Tank, relocation of three 1351 cu.m LSDL Vertical Tanks including all appurtenances; re-supply pipeline, connection and spill basin; operator s shelter; LSDL/Gasoline Dispenser Building; Jet A-1 Dispenser Building; Fencing and Granular base and berms. Hydrostatic test procedure. Salt water will be used to hydrostatically test the tanks shown on drawing C3 in Appendix B. All tanks will be cleaned and gas freed prior to test. The salt water will be pump from the beach of Rankin Inlet using a 4 nominal size portable pump to the pipeline. The pipeline runs from the beach uphill to the tankfarm and is connected to all the tanks. The water will be disposed by pouring the water in a 45 gal drum cut in half, full of holes and hydrophobic pads. This will act as a filter for the water. The exiting Page 1 of 9

2 tanks will be tested in August and September 2009 and the new tanks will be tested in the summer of Approximately 5000cum will be used per year. 5. 5 Rankin Inlet Fuel Storage Facility Upgrade and Expansion Tank Hydrostatic Testing Procedure 1- Site of local area identifying areas of impact. The area of impact is the Rankin Inlet Fuel Storage Facility and the sea hose connection pipeline, see attached appendix A. 2- Location of water source Salt water from Rankin Inlet Beach located close to the sea hose connection 3-Total quantity of water to be withdrawn from source cubic meters. 4-Method to minimize volumes of water sources. The same water will be pumped from tank to tank. 5-Method of monitoring volumes of fresh water sources. The water will be pumped into known tank volumes. 6-Amount, method of disposal and location of waste and sludge to be disposed of. Prior to start filling, the tanks will be completely drained; cleaned using a pressure washer, and the dirty water used during the pressure washing will be stored in drums and considered as sludge. If hydrophobic pads or floor dry are used, they will be stored in drums. The drums will be shipped out by sealift to Montreal for proper disposal. Prior to discharge the water, a sample will be taken for the tank drain valve and sent to a laboratory for testing to ensure the water is not contaminated. The water (salt or fresh) well be pumped back through the temporary flexible hose running by the pipeline and be discharge through a solid particle collector as shown on Appendix C. The solid particle collector will discharge in the Repulse Bay. We expect to have approximately 24 drums of waste to be shipped south. 7- Provide a spill contingency action plan. All the tanks are located in a containment dyke with an HDPE liner that can contain move volume then the biggest tank. In the event of a spill, the water will be immediately pumped back in the tank. 8-Details of work to be completed and restoration work required. The project consists in building one new tank 3200cum vertical tank, relocate/refurbish two 947cum vertical tanks, and relocate two 92cum horizontal tanks. See attached Sketch 1 for the new tank farm layout. On completion all tanks will be hydrostatically tested. The tank containment will be enlarged, and a new HDPE Liner installed. New dispenser building and operator s shelter will be installed. 9-Waste disposal alternatives for contaminated liquid waste. Cleaning materials, absorbent material and sludge. All will be packed in drums and sent by sealift to Montreal for proper disposal. 10- Location of sumps or holding cells in relation to existing water bodies. Sumps and holding cell are located in the tank farm dyke. 11-Will these undertakings interfere with existing water users or waste depositors? No. Page 5 of 9
