1 CANADIAN WESTERN NATURAL GAS COMPANY LIMITED ACCEPTING THE CHALLENGE EXECUTIVE SUMMARY In May of 1995, Canadian Western Natural Gas joined Canadian industry leaders in support of Canada's Voluntary Challenge and Registry Program on Climate Change by submitting written confirmation of our participation. As a next step. this Action Plan outlines some of the measures we have already taken and measures that will be undertaken to reduce greenhouse gas emissions from our operations. COMPANY PROFILE Canadian Western Natural Gas Company Limited is an investor-owned utility which has been providing Albertans with safe, dependable natural gas service since 1912, A member of the Calgary-based ATCO group of companies, Canadian Western employs approximately 1,200 people and provides natural gas service to more than 340,000 industrial, commercial and residential utility customers in 114 communities throughout central and southern Alberta. Canadian Western's operations encompass natural gas production, gathering, transmission, storage and distribution, as well as the marketing of gas appliances and natural gas for vehicles. However, the company's primary business is the distribution of natural gas, 95 per cent of which is purchased from producers throughout Alberta. Our corporate priority is to continue to provide our customer with safe, reliable and efficient service in an environmentally-responsible manner. SOURCES OF EMISSION Canadian Western's operations result in emissions of methane (CH 4 ), carbon dioxide (CO 2 ) and nitrous oxides (NO x ) in the course of doing business. The sources of these emissions come from many different aspects of our business, but can be grouped into one of the following three categories. Fugitive Emissions Unplanned emissions, including leaks from our natural gas pipelines and facilities and releases from pipelines damaged by others. All fugitive emissions are natural gas emissions (96 per cent methane). Operational Venting

2 Expected emissions resulting from the operation of various equipment. They include natural gas bleeding from pneumatic control valves and gas vented to atmosphere from pressure relief valves, compressor start ups and purging pipelines to effect tie-in or repair work. AU operational venting emissions are natural gas emissions (96 per cent methane). Combustion Emissions Emissions resulting from the combustion of fossil fuels. The products of combustion are carbon dioxide and nitrous oxides, resulting from burning gasoline and diesel fuel in our fleet vehicles and burning natural gas as fuel in our compressors, line heaters, dehydrators and buildings. Combustion emissions also include burning coal in the winter to thaw frozen ground and indirect emissions resulting from consumption of electricity considering the full cycle of thermally-generated electricity BASELINE EMISSIONS Canadian Western has determined our total greenhouse gas emissions for 1990 using our actual data and, where not available, average emission factors recommended by the Canadian Gas Association or the Canadian Association of Petroleum Producers. These emission factors are subject to change. EMISSIONS METHANE CARBON DIOXIDE NITROUS OXIDE TOTAL KILOTONNES, CO 2 EQUIVALENT The total emissions are expressed as carbon dioxide (CO 2 ) equivalent. Methane has a greenhouse gas effect 24.5 times that of carbon dioxide and nitrous oxide has a greenhouse effect 320 times that of carbon dioxide. TARGET EMISSIONS Canadian Western bar experienced significant growth in customers since This growth has required that we construct more facilities and move greater volumes of natural gas to provide natural gas service to our customers, which has consequently led to an increase in the greenhouse emissions levels since In 1994, our total greenhouse gas emissions increased by nine per cent over the 1990 base level. 3 While net greenhouse gas emissions have been increasing, a number of initiatives over the last five years have been taken that reduce emissions. Expressed on a Per Customer basis, emissions have actually decreased over the past five years. Canadian Western's total greenhouse gas emissions are about 1.5 per cent of the total greenhouse gas emissions produced by the Canadian natural gas industry. Canadian Western has a number of initiatives planned for the next five Years to attain the target emission rate, reaching the 1990 level of emissions by the year SCOPE OF STUDY This study includes all of the greenhouse gas emissions produced directly by Canadian Western in the course of doing business.

4 The greenhouse gas emissions produced by our customers by consuming out product (natural gas) have not been included as part of this study. However, it is important to note the average residential customer useage has been steadily declining over the past five years. The decline is due to better insulated homes, higher efficiency furnaces and a growing public attitude to conserve energy. AVERAGE RESIDENTIAL CUSTOMER CONSUMPTION GJ s per Customer per Year EMISSION REDUCTION ACTIONS Action taken to date has resulted in a total emission reduction of 10.5 kilotonnes, carbon dioxide equivalent, Canadian Western has: Reduced pipeline leaks through our deteriorated mains replacement program, for a total emission reduction of 3,920 tonnes, carbon dioxide equivalent, between 1990 and Participated in the Alberta One Call buried facilities' program, resulting in a significant reduction in third party damage to pipelines and an annual emission reduction of 980 tonnes, carbon dioxide equivalent, each year. Displaced usage of higher emission gasoline through our Natural Gas Vehicles (NGV) Program for a total emission reduction of 250 tonnes of carbon dioxide per year, Reduced vehicle travel by 100,000 kilometres annually through our Automatic Meter Reading (AMR) Program, for a net reduction of 62 tonnes of carbon dioxide each year. Reduced operating pressure at our Carbon storage facility for an emission reduction of 2,570 tonnes, carbon dioxide equivalent, annually. Flared rather than vented natural gas to atmosphere for a reduction of approximately 1,085 tonnes, carbon dioxide equivalent, per year.
