Moving Upstream Prevention Efforts in the Face of Increased Workloads and Decreased Funding Angie Boy, DrPH, Stephanie V. Blank Center for Safe and Healthy Children Tiffany Sawyer, GA Center for Child Advocacy Objectives 1. Explain two reasons why prevention is an important part of the work of a child advocacy center 2. List two prevention programs available for CAC s to use or recommend 3. Give 3 examples of organizations CAC s can partner with to expand prevention efforts. 2 Why is Prevention So Important? To be intentional about protecting children we have to think on a community level Involving multiple partners in collaborative approach has a broader impact than education alone within a single agency To prevent all types of abuse, we must shift our cultural norms 3 1
Prevention Benefits to a CAC Go to expert in the community Brings more funding opportunities Positive side to child abuse Helps with grants Strengthens reporting process Creates more volunteer opportunities Creates a purpose for community involvement Strengthens relationship with MDT partners Best Practices for Prevention Comes in all shapes and sizes Is a defined geographic area or specific demographic Focuses on widespread awareness and prevention training Engages supporters through motivating goals - Stewards of Children 2
Stewards of Children Darkness to Light s Stewards of Children program teaches adults how to prevent, recognize, and react responsibly to child sexual abuse. Stewards of Children Overview 2 hour adult prevention training Facilitator led or available online Available in English and Spanish Shares life experiences from survivors and experts OJJDP model program Outcomes: Increases knowledge & awareness Changes child protective behavior Cost & Sustainability Facilitator Workshop: $350 per person All day workshop by D2L instructor Includes DVD, facilitator manual, resources and ongoing support Stewards of Children workbook: $10 per person Required for each individual CAC/Facilitator can charge extra to recoup and cover other expenses Advanced Training Modules available for free Partner In Prevention 3
Training Targets for Stewards Youth serving organizations (YMCA, Camps, etc.) Schools K 12, Daycares Youth sports programs Faith Centers Higher Education Law Enforcement CASA, CPS, Juvenile Court Legal Community Parents Implementation Strategies for Stewards Top down, bottom up approach Newly empowered adults advocate for training and policy changes Presentations at local conference/meetings Integration of Stewards at university level Integration into already established systems Continuing Education LCSW, LPC, LMFT, Nurses, EMS, Educators, Law Enforcement, Legal Integration into funding requirements Develop community based approaches Progress As of July facilitators have been trained 48,500+ adults have received training in Stewards of Children 4
The Period of PURPLE Crying Program Components 10 minute DVD 10 page booklet Extra 17 minute video on soothing a crying infant and coping with increased crying Parent website: 5
The Period of PURPLE Crying Created by the National Center on Shaken Baby Syndrome based in Utah Based on over 35 years of research on infant crying Has been tested for effectiveness in prenatal classes, maternity wards, pediatric practices, and home visits by public health nurses Benefits of PURPLE Delivers simple, key messages Presented at grade level 3 language Designed to be relevant to males and females Representative of multicultural and ethnic backgrounds Available in 10 languages Cost & Sustainability Partnership with Children s DVDs provided to organizations across the state (CHOA absorbs cost for one year) To sustain, organizations pick up cost 2.00 per DVD/booklet package + shipping (can order directly from NCSBS) Training of staff to address turnover 6
PURPLE Snapshot CHOA First Steps Hospitals & other programs Outside organizations Partnership for Healthy Communities: Child Abuse Intervention & Prevention 7
Partnerships for Healthy Communities: A Course for Pre-Hospital Providers and Law Enforcement Program was developed in response to alarming increasing trend of non accidental trauma deaths Goal: To enhance awareness of child abuse and design useful prevention strategies Designed to educate first responders on how to: Recognize signs of child abuse Document their findings Report suspicions Prevent child abuse First responders interface with families on a daily basis, making them ideal partners in prevention 22 Benefits Upon completion of the training, first responders will possess prevention strategies applicable to every 911 call All families in the community that are served by first responders trained in the program will receive a community resource guide The guide helps parents and families find resources and information that allow them to find support in their local community First responders are now able to properly document and respond to cases of potential abuse 23 Community Resource Guides 8
Overview Originated by Trauma Services and Center for Safe and Healthy Children at Children s Healthcare of Atlanta Curriculum design process Working group with pre-hospital, law enforcement, and hospital (clinical and non-clinical) Monthly meetings Multiple revisions, including expert content review Evaluation design Continuing education credits available for law enforcement, EMS & nurses Minimal costs to sustain the program Program Roll-Out Program Development began in 2011 and involved locating stakeholders in 11 local organizations Used an existing child abuse recognition and prevention program as a framework Extensive editing was required, but allowed us to avoid starting from scratch Conducted face-to-face meetings and conference calls over the course of 10 months to create the curriculum Successfully piloted the program in December 2011 Rolled out to first responders throughout 2012 Demand grew, which led to the creation of the Trainthe-Trainer curriculum So How Can it Be Done? 9
Building a Prevention Program It s okay to start small! Design program to address an existing need Reference current evidence based programs Try to obtain financial support up front (think Rotaries, Exchange Clubs, etc.) Engage potential donors in the design process Keep stakeholder group small & engaged Devise a robust evaluation plan Building a Prevention Program (2) Start with pilot projects Small trainings Focus on single organizations Use the expertise you have Secure outside resources Ex: interns, student groups from local universities Frame your messaging Use social media to your advantage If newsletter exists, make sure prevention message is ALWAYS included Potential Partners Schools Law Enforcement Daycares Rotary Club Faith Centers Junior League Garden Clubs Healthcare organizations 30 10
Simple Strategies/Programs CLICK for Babies Raise awareness about the PURPLE program, normal increased infant crying Knitting project to provide caps for newborns Great way to get different demographic involved in your work Don t necessarily have to be participating in PURPLE to participate in CLICK Visit for more information Pinwheel Garden/Awareness Tables Pinwheel national symbol for child abuse awareness Use as part of an awareness event to educate community Use pinwheels to represent your message (number of children served, number of people trained, etc.) Think about strategic locations entry to town/city, school lawn, city hall lawn, etc. Relatively INEXPENSIVE way to highlight your work 33 11
Awareness Tables/Remembrance Events Tabling can be excellent way to provide prevention messaging Include resources for families and professionals Think about where people gather Can you use those spaces? Remembrance events can be important times of healing and also an opportunity for prevention messaging 34 Book Reviews Sponsor book lists for parents Make sure all ages are included Discuss why book made the list, age, subject matter, cost, availability Children s books can be great way to start conversation about sensitive topics Example: Hospital Services/Child Protection Center/~/media/CHOA/Documents/Services/Child Protection Center/Resources/Book List.pdf 35 Sources for Resources Child Welfare Information Gateway Prevent Child Abuse America/PCA GA Darkness to Light GA Center for Child Advocacy Stephanie V.
