7 RWHAP ADAP Base Awards: Formula ADAP funding is calculated using the number of living cases of HIV/AIDS in the State or Territory in the most recent calendar year as confirmed by CDC

8 RWHAP ADAP Base Awards: Services Eligible Services under ADAP: HIV/AIDS Medications Health Insurance with a prescription drug benefit Access, Adherence and Monitoring (ADAP Flexibility - 5% cap)

9 RWHAP ADAP Supplemental Awards: Formula ADAP Supplemental 5% of ADAP Base provides funds for ADAP Supplemental ADAP Supplemental funding is calculated using the number of living cases of HIV/AIDS in the State or Territory in the most recent calendar year as confirmed by CDC

10 RWHAP ADAP Supplemental Awards: Eligibility Determined by an annual demonstration of need by a State based on an objective and quantified basis reported in the last submission of the ADAP Quarterly Report/ADAP Data Report: Financial requirement of Federal Poverty Level (FPL) =<200% Limited formulary compositions for all core classes of antiretroviral medications Waiting list, capped enrollment, or capped expenditures An unanticipated increase of eligible individuals with HIV/AIDS

11 RWHAP ADAP Supplemental Awards: Eligibility Eligible States will be notified in the annual Funding Opportunity Announcement under the ADAP Supplemental section Eligible States must have reported timely and accurate obligation of 75% of the Part B award from the prior year within 120 days of receipt of grant funds on the Interim Financial Status Report

12 RWHAP Minority AIDS Initiative (MAI): Formula MAI funding is calculated based upon the number of living racial and ethnic minority cases of HIV/AIDS cases in the State or Territory in the most recent calendar year as confirmed by CDC Purpose of funding is to increase racial and ethnic minority populations participation in the ADAP through MAI-funded education and outreach services

13 RWHAP Minority AIDS Initiative (MAI): Services States may only use MAI funds under the Support Service Categories of Health Education/Risk Reduction and Outreach Services States must notify HRSA/HAB of their intent to be considered for MAI funding via annual Grant Application Intent to decline funds must be noted in the application

14 RWHAP Emerging Communities: Eligibility An Emerging Community (EC) must have between cumulative AIDS cases during the most recent five years as reported to the CDC. States with Jurisdictions that were classified as an Emerging Community (EC) are eligible to apply for these funds. Funding is contingent upon meeting eligibility annually. An eligible State must spend these funds for services for PLWH in the Emerging Community.

15 RWHAP Part B Supplemental (X08): Funding Funding for Part B Supplemental is one-third of the difference between the Part B Base amount in FY06 and the current year base amount, plus: Unobligated Balances (UOB) or UOB penalties from all Part B Grantees in most recent Fiscal Year (except MAI funds) Part B Supplemental competitive award intended to supplement the services otherwise provided by the State

16 RWHAP Part B Supplemental (X08): Eligibility All 59 Part B Grantees are eligible except: States with more than 5% UOB of most recent fiscal year s Formula funds under Part B Base or ADAP Demonstrated need for this award is based upon use of quantifiable data on HIV epidemiology, co-morbidities, cost of care, the service needs of emerging populations, unmet need for core medical services, and unique service delivery challenges.

17 RWHAP ADAP Emergency Relief Funds (ERF) (X09) Funding for States that can demonstrate the need for additional resources to prevent, reduce, or eliminate waiting lists and to address cost-containment measures (including costcutting and/or cost-saving). Grantee must successfully demonstrate need for the additional funding.

18 RWHAP ADAP Emergency Relief Funds (ERF) (X09) Applications are competitive and are scored by an Objective Review Committee. States with a current ADAP waiting list must use funding to address the waiting list. States without an ADAP waiting list must continue to support current ADAP ERF clients to prevent a future waiting list and/or to address cost-cutting measures and/or support the implementation of cost-saving measures.
