3 I m introducing a concept, not hyping my Program OK, I m going to hype my Program, but only if you buy the concept. Concept: Drug &Alcohol Programs don t typically fail because the treatment is ineffective. They fail because the testing for drug use and drinking is ineffective. A person is immune to therapeutic gains when drinking and using. Repeat offenders, the minority, account for the majority of detected or undetected substance abuse crimes. They know how to beat drug & alcohol tests. They like Getting Over on authority. Good news: They cannot beat continuous drug/alcohol monitoring.

6 Court Ordered Programs Don t Test Enough SB 38 (Multiple DUI s) no alcohol or drug testing (RS) PC 1000 (diversion) 1 drug test per month.
