3 3 JASPERS context JASPERS is involved in transport projects which are to be funded through Cohesion Fund and Structural Funds (CSF) including urban bus, metro, tram and rail transport, commuter rail, long distance rail projects. Relevant actions include PSC guidelines, template PSCs and advice on a number of PSCs for EU funded rail, rolling stock and urban transport projects. JASPERS promotes transparent relationship between the relevant public authorities and transport operators. It aims with this to contribute to sustainable transport service on as project lifetime basis.

4 4 JASPERS context In the new Member States the PSO regulation 1370 of 2007 was often the starting point for the establishment of contractual relationship between the operators and the competent authorities. The requirement to establish a new contract was in some cases also the starting point for the development of appropriate structures within the competent authorities. The PSO contract compliant with the Regulation 1370/2007 is understood as a precondition for EU support for necessary (infrastructure and) mobile assets. It also is an important document to secure external financing of projects.

5 5 Relevant JASPERS activities and projects The types of relevant JASPERS projects and activities relate to: Railway Infrastructure where the railway line serves a specific purpose in an urban and/or regional context (e.g. airport connection), Railway Rolling Stock Metro Systems (fixed infrastructure only or fixed infrastructure plus rolling stock) Metro rolling stock Tram Systems (fixed infrastructure only or fixed infrastructure plus rolling stock) Tram Rolling Stock, Bus Transport (fixed infrastructure and vehicles) Transport Strategies at local level, including specific modal strategies Portfolio includes about 80 relevant physical projects, drawing on more than 16 bn EU grants, of which 2 bn from current period (60 completed; 20 ongoing) plus 10 relevant advisory activities
