3 Pg. 3 PURPOSE: The purpose of this report is to present to Council the 2013 Children and Youth Initiatives Fund grant recommendations provided by the Children and Youth Initiatives and Civic Awards Committee. BACKGROUND: Since 1998, the City has disbursed the Child and Youth Initiatives Fund to provide seed money to support or initiate events, programs and services for children and youth in the City of North Vancouver. All activities supported by this fund must be based in the City of North Vancouver, or be of primary benefit to children and youth residents in the City. Applicants are encouraged to involve children and youth who are not normally involved in community activities. Grants approved under this fund shall be for new events, programs or services, or to enhance existing events, programs or services which have proven beneficial to young members of our community. As in previous years, the 2013 Children and Youth Initiatives Fund was widely publicized. Direct ing occurred to schools. Parent Advisory Councils, non-profit societies, the Chamber of Commerce and Recreation Commission. A City View ad was placed in the North Shore Outlook announcing the grant deadline, as well as notification on the City's web site. The Review Committee (which also reviewed the Youth Awards and Civic Youth Scholarships) included Councillor Buchanan, Councillor Bell, School Trustee Lisa Bayne, a previous recipient of the Youth Centennial Scholarship, and two high school students. The Committee met on April 3, 2013 to review the applications and prepare recommendations for Council's consideration. The 2013 Children and Youth Initiatives Fund had a balance of $20,500. An amount of $19,000 was allocated for Special Projects grants (each grant having a limit of $3,000 for individual projects), leaving a balance of $1,500 for Youth Initiated Projects and Events grants (limit of $ to be applied for directly by youth). The amount requested this year was $58,335, compared to $28,500 in 2012; reflecting the ongoing need for this fund and the enthusiasm by community service providers to enhance programming for children and youth. DISCUSSION: Attachment #1 provides a summary of the applications received and the recommendations of the Review Committee. As in previous years, a variety of initiatives are being proposed, which involve a range of ages and interests, and support a diversity of special interest groups. 4 Pg. 4 The following criteria were used by the Review Committee in assessing the applications received: Encourage inter-agency cooperation and collaboration Encourage broad community involvement Maximize use of existing resources through creative partnership arrangements Responsive to diverse and changing needs of City of North Vancouver youth (particularly "at-risk", youth with disabilities, new-comers, and low income) Preventative in nature Provide opportunities for skill development High project feasibility Demonstrated need for service/project Evidence of benefit to children and youth A special project - fund not intended for core operations Involvement of youth in program design and implementation A total of 29 grant applications were received for a total request of $58,335. The Review Committee is recommending that 14 out of the 29 receive funding, for a total allocation of $20,500. Please see Attachment #1 for details. Although all the applications were very worthy, the fact that there was approximately $37,835 requested in excess of the funding available, difficult decisions had to be made by the committee. All successful applicants are asked to complete an Accountability Form upon completion of the program or project. The form is available online, and must be submitted by March 1, CONCLUSION: The number and variety of applications this year reflects the continued popularity of the Children and Youth Initiatives Fund. Funding these projects facilitates and enhances the lives of hundreds of young people residing in the City of North Vancouver. The Committee would like to thank all the applicants. FINANCIAL IMPLICATIONS: If Council approves the recommendations of the Review Committee, $20,500 will be allocated from the Children and Youth Initiatives Fund. INTER-DEPARTMENTAL IMPLICATIONS: The Major Project's Committee has reviewed and endorsed this report. 5 Pg. 5 SOCIAL PLAN IMPLICATIONS: The recommendations in this report support the City's Social Plan (3.2) which aims "To encourage a continuum of relevant support services and opportunities for youth and their families that are accessible, affordable, accountable, innovative, and proactive".
