10 e-catalogue: Lessons learned Catalogues are more complex than Invoices and Orders Lack of common understanding of the catalogue s semantics The benefits of e-catalogue reach their full potential when integrated with e-ordering system It' difficult to impose standards for the catalogues due to different business requirements (for instance classification such as CPV, the way to include maintenance, relationships with components/accessories) Business validation of a supplier catalogue involves multiple parties (technical responsible team, purchasing team )

11 e-catalogue: Implementation approach Topic Challenges Recommendations / Selected options Two main implementation approaches exist on the market: 1. The Punch-out approach (supplier-hosted catalogues) 2. The exchange of electronic catalogues The solution had to: Guarantee equal treatment of suppliers Provide control over the catalogue data Allow machine-to-machine exchange of catalogues using a standardised format with predefined schema and semantic model The European Commission opted for the electronic exchange of catalogues

12 e-catalogue: Interoperability Topic Challenges Recommendations / Selected option by the EC Multiplicity of existing catalogue formats from the European Commission Make supplier and European Commission systems compliant with the exchanged catalogue format The EC opted for UBL Multiplicity of item classification schemas imposed by the European Commission Adoption of a single item classification schema by the European Commission Find a way to handle: industry-specific classification schemas territory-specific standards Promote the use of a standard classification schema such as the CPV. In the meantime, e-prior supports multiple classification systems.

13 e-catalogue: Facilitating single format adoption by Suppliers Topic Challenges Recommendations / Selected option by the EC Creation of e-catalogues in a European Commissionimposed format is typically a burden for suppliers Adoption should be made as easy as possible for suppliers Successful adoption also depends on a forceful push by the Contracting Authority e-prior and PEPPOL joined forces to provide a tool for easily converting catalogues created by suppliers as spreadsheets (.xls,.ods) into UBL Enforcement of new e-catalogue format in all new calls for tender (contractual obligation) Define proactive e-catalogue onboarding strategy (assist suppliers in migrating to the new standard format) Set up governance model of (e-) procurement by the European Commission
