Bth stated that they were pleased t be part f the Cuncil and lked frward t a cntinuatin f the partnership shared by the participating agencies. Directr Waters intrduced Backgrund Investigatr Tina Trehy t the Cuncil. He stated that Investigatr Trehy brings 26 years f law enfrcement experience, supervisin, and a vast array f knwledge t PASS. Investigatr Trehy tld the Cuncil that she is excited abut her new rle and career. Directr Waters stated that he lks frward t wrking with the Pinellas Cunty Legislative Delegatin after the Nvember electins t advance the prpsed amendment f stabilizing PASS funding. Directr Waters advised Belleair Plice Officer Teddi Easterman perfrmed 60 hurs f service fr PASS in August The equivalent hurs saved t PASS using the entry level PASS investigatr salary is $1, in savings and service t PASS. Directr Waters prpsed an amendment within the Grunds fr Deferment applicatin prcess f ptential PASS applicants t address plice applicants wh 1

2 have been previusly charged with felnies but plea t a reduced cnvictin f misdemeanrs. Discussin tk place amngst the Cuncil t include pssibly mirrring the current deferral prcess as it relates t plice applicants cnvicted f misdemeanrs such as DUI r Reckless Driving within the past five years. This spurred further debate as t hw this may affect chargeable city and cunty rdinances. The Cuncil decided t table the prpsal until next mnth t allw further research t apprpriately reflect the standards f the Cuncil as they relate t applicant cnvictins bth in state and ut f state. 5 Cmmittee Reprts Legislative Cmmittee Chief Thmas Chief Thmas advised that she is awaiting the start f the Legislative sessin Training CEO Brck CEO Brck infrmed the Cuncil f a physical fitness requirement SPC is currently wrking n as it relates t plice academy students. He stated that the SPC Advisry Bard is cnsidering the Cper Standards as the template fr the fitness requirements. CEO Brck advised that the advisry bard has dne a tremendus amunt f research n the prspects f requiring law enfrcement fitness standards bth within the state f Flrida and thrughut the United States. The advisry bard is finalizing their research and CEO Brck is prjecting t be able t perfrm a frmal presentatin t the Cuncil at next mnth s PPSC meeting. Standards Review Cmmittee Chief Gavin Chief Gavin, withut the use f the SRC Reprt mitted by Directr Waters, gave a very detailed analysis f the appeals presented at last mnth s meeting (please see the nw attached SRC Reprt fr August 8, 2012 See Attachment 1). Finance Chief Edwards Directr Waters prvided the Budget Reprt LE Radi and User Grup Mike Cksey Mr. Cksey and Mrs. Beim advised that n August 13, 2012 Bruce Meller tk ver as the Directr f Public Safety Services. Directr Meller is cnducting an internal review and will finalize the Radi Manager psitin in the near future. P25 migratin The RNC affected the migratin prgramming rder f P25. T date, St. Petersburg, USF, Treasure Island, St. Pete Beach and Tarpn Springs have been cmpleted. Patrl 1-5 are still patched with PCSO as well as the ability t use LE3, LE4, SE3, SE4, and SE5 fr 2

3 interperability radi grups. Additinally, radi users have the accessibility f PCW (Pinellas Cunty Wide). Advised that this wuld be a gd time fr thse agencies nt already P25 t lk at their radi cmmunicatin needs befre their radis are prgramed. Advised that Mtrla intends t ffer the Apex radi with a 40% discunt and mre infrmatin is frthcming n this ffer. Chief Vincent advised that his fficers (Gulfprt) have raised sme cncern with regard t lack f easy cmmunicatin patching with surrunding agencies. Mr. Cksey and Mrs. Beim advised that they wuld lk int ways f imprving the cmmunicatin patching. LE Infrmatin Systems and Analysis Tim Burns N Reprt Hmeland Security Crpral Armistead N Reprt 6 New Business 7 Old Business N/A Chief Harmn thanked everyne fr an utstanding law enfrcement perfrmance during the RNC. He stated that the RNC was an extremely valuable exercise fr evaluating prcedures related t mass arrest, prisner transprt, and cmmunicatins systems. Chief Harmn brught attentin t the camera system in place during the RNC advising it was tremendus denting the 4g CISCO equipment between St. Pete and Tampa. He said the technlgy was seamless and everything was in real time which was a majr advantage. Chief Harmn advised that they had apprximately 450 prtestrs at their event but a cmbinatin f law enfrcement preparedness and the strm deterred any lasting prtest frmatin and they left the area withut incident. Chief Harmn stated that the cmmunity utreach with flyers was als a real plus in getting infrmatin ut t all visitrs f the RNC. 3

4 Chief Harmn stated that he is in the prcess f perfrming an after actin critique that upn cmpletin (hpefully within 30 days) he will make public and als available t the Cuncil. Chief Harmn advised that Tampa is als perfrming an after actin critique which als shuld be very infrmative. Chief Carrll added the pint that all Pinellas Cunty law enfrcement fficer invlved in the RNC had a very chesive frnt and was very impressive. Chief Harmn cncurred and advised that the wrking relatinship his fficers had with the Pinellas Cunty Sheriff s Office was utstanding. He said that there was a spirit f cperatin that surpassed any ther time they have ever wrked tgether. 8 Rundtable Chief Hllway eched in the spirit f cperatin and advised his department interacted nt nly with the Sheriff s Office but als with fficers frm Larg and Tarpn Springs and the interactin was flawless. Chief Hllway cmmented that the City f Clearwater had many significant guests attending the RNC and all f the supprting agencies services were very much appreciated. Chief Hllway infrmed the Cuncil that during the first week f Nvember this year the City f Clearwater will be hsting a vlleyball turnament where the US Olympic Wman s Gld Medalist Team players will be playing. The event is scheduled t attract at least 5,000 peple. Interim Radi Grup Manager Mike Cksey stated that the success Chief Harmn spke abut with the 4G technlgy seen during the RNC is just a small first step f bringing this technlgy t Pinellas Cunty. Directr Waters was asked t reach ut t Sheriff Gualtieri t pssibly prvide updates tward the status f the funding fr the Prisner Transprt Service (prvided by the PCSO t the surrunding municipalities) and the Emergency Operatins Center at the next PPSC Meeting. 9 Adjurn Mtin by Chief Gavin and Chief Thmas Apprved by Cuncil 4
