Are they honest in their fundraising materials and financial statements? Does the board of directors avoid conflicts of interest and provide adequate oversight? These standards are designed to apply to any charitable organization, regardless of size or area of service. A full list of the Standards for Charitable Accountability can be found on pages 6-7. WHICH ARE THE BEST CHARITIES IN THE GIVING GUIDE? The BBB does not make any judgments about the worthiness of any particular organization or cause. Donors are strongly encouraged to use the Standards as one resource for making their own decisions. You should also take into consideration the charity's mission, program activities, and history of service. Whenever a charity does not meet all Standards, its full report (available at or by calling or ) will explain exactly why and provide the charity's response, if any. WHY DO SOME CHARITIES HAVE FINANCIAL INFORMATION FROM 2009 AND 2010? The Better Business Bureau strives to provide the most accurate and up-to-date financial information available, but when charities choose not to disclose, the BBB consults publicly available sources, which at times can be outdated. Additionally, our evaluations are conducted every two years, and in some cases these were the most recent financial statements available at the time of review. Future editions of our Giving Guide will continue to update financial information as it becomes available. There are thousands of charities located throughout Northwest Ohio and Southeast Michigan, and in this edition of our Giving Guide we focused on organizations we felt potential donors would be most interested in. 7 WHEN CHARITIES DON'T MEET STANDARDS What does it mean when a charity does not meet all expenses are monitored on a regular basis, a charity Standards? Standard 16 asks organizations to produce an annual report available to anyone upon request. The BBB does not dictate the format - the annual report can be a glossy full-color magazine or a simple one-page fact sheet - but we do ask that it contain some basic information: the charity's mission statement, a summary of what it has accomplished in the past year, a roster of its board of directors, and a financial summary that includes total income, an expense breakdown, and its net assets. The BBB feels that this information provides potential donors with a basic but solid overview of the organization: what it does, who is in charge, and how it spends its money. A charity can miss this Standard in several ways. Some organizations may not meet this Standard because they overlook one of the basic requirements and did not amend their annual report in time for the Giving Guide. Other organizations don't publish an annual report at all. A few may actually want to make it difficult for the public to obtain basic information, like who is on the board of directors or the amount of assets it has. Transparency is at the heart of BBB Standards, and Standard 16 is one important way for a charity to be transparent. Standard 9 requires organizations to spend no more than 35% of contributions on fundraising expenses. "Contributions" include private and corporate donations, revenues from special events, foundation grants, and other results of fundraising efforts. This Standard, along with Standard 8, seeks to ensure that your donation primarily supports the charity s mission and programs. It's virtually impossible for a charity to raise money without spending money, but they should keep their fundraising expenses reasonable as a principle of good stewardship. Relatively few charities in the Giving Guide exceed this ratio, but there are many for whom the BBB could not verify what this ratio truly was. In most cases, the charity's financial statements did not provide enough information about how much it spent on fundraising. The charity may not even track those expenses, and will not meet several other Standards which relate to financial transparency and accuracy. 8 STANDARDS FOR CHARITABLE ACCOUNTABILITY GOVERNANCE AND OVERSIGHT 6. For all meetings, alternative modes of participation are acceptable for those with physical disabilities. 4. Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer. 5. No transaction(s) in which any board or staff members have material conflicting interests with the charity resulting from any relationship or business affiliation. Factors that will be considered when concluding whether or not a related party transaction constitutes a conflict of interest and if such a conflict is material, include, but are not limited to: any arm's length procedures established by the charity; the size of the transaction relative to like expenses of the charity; whether the interested party participated in the board vote on the transaction; if competitive bids were sought; and whether the transaction is one-time, recurring, or ongoing. MEASURING EFFECTIVENESS An organization should regularly assess its effectiveness in achieving its mission. This section seeks to ensure that an organization has defined, measurable goals and objectives in place and a defined process in place to evaluate the success and impact of its program(s) in fulfilling the goals and objectives of the organization and that also identifies ways to address any deficiencies. To meet these Standards, a charitable organization shall: FINANCES This section of the Standards seeks to ensure that the charity spends its funds honestly, prudently, and in accordance with statements made in fundraising appeals. To meet these Standards, the charitable organization shall: Please note: Standards 8 and 9 have different denominators. 8. Spend at least 65% of its total expenses on program activities. FORMULA FOR STANDARD 8 Total Program Service Expenses should be at least 65% Total Expenses 9. Spend no more than 35% of related contributions on fundraising. Related contributions include donations, legacies, and other gifts received as a result of fundraising efforts. To meet this Standard, the charity's unrestricted net assets available for use should not be more than three times the size of the past year's expenses or three times the size of the current year's budget, whichever is higher. An organization that does not meet Standards 8,9, and/or 10 may provide evidence to demonstrate that its use of funds is reasonable. The higher fundraising and administrative costs of a newly created organization, donor restrictions on the use of funds, exceptional bequests, a stigma associated with a cause and environmental or political events beyond an organization's control are among factors which may result in expenditures that are reasonable although they do not meet the financial measures cited in these Standards. 8

Include in the financial statements a breakdown of expenses (e.g., salaries, travel, postage, etc.) that shows what portion of these expenses was allocated to program, fundraising, and administrative activities. If the charity has more than one major program category, the schedule should provide a breakdown for each category. 13. Accurately report the charity's expenses including any joint cost allocations, in its financial statements. For example, audited or unaudited statements which inaccurately claim zero fundraising expenses or otherwise understate the amount a charity spends on fundraising, and/or overstate the amount it spends on programs will not meet this Standard. 14. Have a board-approved annual budget for its current fiscal year, outlining projected expenses for major program activities, fundraising, and administration. FUNDRAISING AND INFORMATIONAL MATERIALS A fundraising appeal is often the only contact a donor has with a charity and may be the sole impetus for giving. This section of the Standards seeks to ensure that a charity's representations to the public are accurate, complete, and respectful. To meet these Standards, the charitable organization shall: 15. Have solicitations and informational materials, distributed by any means, that are accurate, truthful and not misleading, both in whole and in part. Appeals that omit a clear description of program(s) for which contributions are sought will not meet this Standard. A charity should also be able to substantiate that the timing and nature of its expenditures are in accordance with what is stated, expressed, or implied in the charity's solicitations. 16. Have an annual report available to all, on request, that includes: (a) the organization's mission statement; (b) a summary of the past year's program service accomplishments; (c) a roster of the officers and members of the board of directors; (iii) ending net assets. 17. Include on any charity websites that solicit contributions, the same information that is recommended for annual reports, as well as the mailing address of the charity and electronic access to its most recent IRS Form Address privacy concerns of donors by: (a) providing in written appeals at least annually, a means (such as a check off box) for both new and continuing donors to inform the charity if they do not want their name and address shared outside the organization, and (b) providing clear, prominent and easily accessible privacy policy on any of its websites that tells visitors (i) what information, if any, is being collected about them by the charity and how this information will be used, (ii) how to contact the charity to review personal information collected and request corrections, (iii) how to inform the charity (e.g., a check off box) that the visitor does not wish his/her personal information to be shared outside the organization, and (iv) what security measures the charity has in place to protect personal information. 19. Clearly disclose how the charity benefits from the sale of products or services (i.e., cause-related marketing) that state or imply that a charity will benefit from a consumer sale or transaction. Such promotions should disclose, at the point of solicitation: (a) the actual or anticipated portion of the purchase price that will benefit the charity (e.g., 5 cents will be contributed to ABC Charity for every XYZ Company product sold), (b) the duration of the campaign (e.g., the month of October), (c)any maximum or guaranteed minimum contribution amount (e.g., up to a maximum of $200,000). 20. Respond promptly to and act on complaints brought to its attention by the BBB Wise Giving Alliance and/or local Better Business Bureaus about fundraising practices, privacy policy violations and/or other issues. 9

The first column, Organization, provides the name and contact information for the charity, including the address, telephone number, and website (if any). The second column, Stated Purpose and Notes, provides a summary of the charity s mission statement. It will also note if the charity report is being pulled from information provided by another BBB or the Wise Giving Alliance. The third column describes the Financial provided to the BBB by the charity e.g., audited financial statements, IRS Form 990, etc. The fourth column is broken into two sub-columns. Column A lists the percentage of total expenses spent on programs, while Column B lists the percentage of total expenses spent on fundraising. Finally, the last column provides the charity s Evaluation, which can include different conclusions: A+ BBB ACCREDITED CHARITY At the time of the review, the charity met all 20 BBB Standards for Charitable Accountability and received a rating of A+. DOES NOT MEET STANDARD X Based on the BBB s review of the information provided, the charity did not meet one or more Standards and was assigned a grade based on the severity of those deficiencies. Donors are advised to view the charity s full report (available by calling , , or online at which will explain why the Standards were unmet and the reason for the letter grade. The report will also include the charity s response to this determination, if one is given. UNABLE TO VERIFY STANDARD X Despite BBB requests, the charity does not provide sufficient information to determine whether or not it meets a particular Standard. For example, the charity may not have provided its fundraising materials or submitted board meeting attendance for the year in review. In some cases, the charity fully cooperated with the BBB, but the necessary information was simply unavailable or too ambiguous for the BBB to make a firm determination. Depending on the severity of the unmet standard, the charity is assigned a letter grade. FAILURE TO DISCLOSE Despite multiple written requests from the BBB, the organization did not provide the requested materials. While participation in the BBB s charity review efforts is voluntary, the BBB believes a lack of cooperation may demonstrate a lack of commitment to transparency. BBB ACCREDITED SEAL HOLDER Organizations that meet all 20 BBB Charitable Accountability Standards are eligible to support the BBB by participating in the Charity Seal Program, which allows a charity to visually demonstrate its commitment to the highest ethical standards of the BBB.
