1 WASH Cluster Hygiene Promotion Project: Building of Regional Institutional Capacity to Strengthen Hygiene Promotion Tool for assessing the capacity of regional organisations undertaking hygiene promotion training for emergencies Background This tool has been developed as part of the WASH Cluster Hygiene Promotion Project and can be used to assess the capacity of regional organisations providing training for hygiene promotion in emergencies. It is envisaged that a local consultant will undertake the assessment which may take from 1 to 1.5 days to complete. It is anticipated that the outcome of each organisational assessment will be a brief report of pages, which can be written by using the format provided in the appendix of the tool. It should be possible from this report to quickly understand the key organisational areas related to training for hygiene promotion emergencies which could benefit from strengthening. It is anticipated that the report will be used by others who may possibly provide capacity building support at a later date. Some regional organisations may offer a range of different types of hygiene promotion training including: those offering training (regular & structured courses which they designed themselves) those offering training (on-site and tailored specifically for other client organisations) those providing a mix of the above. This tool aims to also assess the emphasis placed on hygiene promotion by the organisation compared to water and sanitation. The main output needed from this organisational assessment is a list of key capacity areas for hygiene promotion training which may benefit from being strengthened. Introduction One of the aims of the WASH Cluster Hygiene Promotion Project is to strengthen the capacity of regional organisations which are delivering training on hygiene promotion during emergencies. This may involve focussing on strengthening a number of particular areas of the organisation 1 relating to hygiene promotion training in particular- - general water, sanitation & hygiene promotion issues - technical capacity of staff - training others on hygiene promotion - resources for hygiene promotion - documentation of experiences for knowledge sharing - partnerships and coordination with other organisations It is anticipated that strengthening some or all of the above capacity areas will help to contribute towards a stronger regional response for hygiene promotion during emergencies in the region. 3 Capacity building as a means: to strengthen the organisations ability to carry out specific activities. Capacity building as a process: to enable the organisation to continually reflect and adapt its purpose in response to change and learning: and connect its evolving purpose and vision on the one hand and its structure and development activities on the other. In general capacity building can be understood to be a way of improving an organisations performance in relation to its purpose, context, resources and sustainability, in order to develop a more effective organisation and help to identify its strengths and weaknesses. 2. Methodology for Organisational Capacity Assessment for Hygiene Promotion It is anticipated that this tool can be used by a consultant to assess regional organisations capacity to deliver hygiene promotion training for emergencies. A profile of an organisations capacity can be built up focussing on the six capacity areas listed above, and other important priority areas may also be identified during this process. This tool only focuses on these small number of capacity areas as a limited time is available to undertake this assessment. It is anticipated that each organisational assessment will take from 1 to 1.5 days. This assessment will provide a base-line of information on capacity to undertake hygiene promotion training in emergencies, and provide a frame of reference for planning subsequent support for capacity strengthening. This base-line information can be used to track and measure how well capacity is being developed over time. Qualitative and quantitative information can be collected from the organisation, and a number of combined methodologies used. These can include reviewing relevant hygiene promotion documentation, key participant interviews with staff (structured) and focus groups discussions. Key staff to interview may include: - Director of the organisation of Manager of WASH programme - Hygiene Promotion Officer or Water & Sanitation Officer It will also be necessary during interviews to ensure that Section A of this tool has been completed adequately. It is suggested that the consultant makes a brief preliminary visit to the organisation to introduction her/himself and drop off the introductory letter with summary of areas to be assessed, in advance of the interview visit. This will give the staff time to complete Section a and think about the other questions which will be raised during the interviews. As some of the key people to be interviewed may be travelling in the field it is important for the consultant to schedule a day for the interviews well in advance. A lesson from earlier piloting of this tool was that key participant interviews should be conducted in a quiet room, away from the bustle of normal daily office activities. It is important throughout the assessment process to remember to focus on the capacity of the actual organisation being visited, rather than the staff s impression of the strengths and weaknesses of other organisations in the sector who they may be working with. A number of indicators have been included for some of the areas of capacity. 4 up later can be used to measure whether particular capacity areas have been strengthened over time. It is intended that the consultant undertaking this capacity assessment for hygiene promotion will produce a report. An example of how this report should be structured can found in Appendix 1, and also includes an outline of the key points to be included for each area of capacity. Potential problems which may be encountered during an organisational assessment organisations visited may be undertaking hygiene promotion in a development context, rather than for emergencies. it is important to make the distinction between staff development for those staff belonging to the organisation being actually visited, and training which is being undertaken by that organisation. regarding the section on Resources this question relates to resources of the actual organisation being visited (training in house for staff development, funding, materials available etc), rather than the resources of others. The consultant undertaking this assessment will need to be properly briefed both on the use of the tool and the WASH Cluster work in general, and should be provided with the necessary materials. This tool is divided into two main sections: - capacity areas to be assessed (Section 3) - which comprises of a list of the areas and checklists of data which needs to be collected. - the interview questions to be used for collecting the above data (Section 4). Organisational areas to be assessed The different capacity areas to be assessed include the organisational profile, general issues relating to water, sanitation & hygiene promotion, technical capacity of relevant staff, training for hygiene promotion for emergencies, resources, documentation of experiences for knowledge sharing, and partnerships and coordination with other organisations. After all the data is collected, those areas which most need support should be prioritised. The specific interview questions for each of the above areas are included in a later section (on page 8) A. Organisational profile Purpose of gathering information: to document key information about the organisation. - name of organisation - contact details - name & title of persons interviewed - type of organisation (institute, government department, INGO, NGO, UN) - organisation structure (whether has a Board of Trustees) - date organisation established - where it works (at local, national, regional, international level) - main activities of organisation & main beneficiaries B. General issues on water, sanitation and hygiene promotion Purpose of data collection:: to find out whether hygiene promotion is adequately integrated in the existing strategy/policy for water, sanitation & hygiene promotion. Also to record the key challenges, lessons learned and future plans for the training programme. - existing strategies/policies of the organisation relating to water, sanitation and hygiene promotion (for development / emergencies) - whether hygiene promotion is considered to be adequately represented and integrated in the strategy. - strengths of this strategy - weaknesses of this strategy - overall organisation mission and objectives - when water/sanitation/hygiene promotion training first began, and the key activities at present. - key achievements of training for hygiene promotion for emergencies. - key challenges faced in training for hygiene promotion in emergencies. - lessons learned from training. - future plans for training programmes in the region. Technical capacity of staff Purpose of data collection: to document the technical capacity for hygiene promotion training available to the organisation, and to evaluate whether staff receive adequate support, training and access to technical resources. - total numbers of staff in the organisation working in all water, sanitation & hygiene promotion training. - how long these staff have been in post (date when joined organisation). - the gender of each of these staff. - number of staff who currently have aspects of hygiene promotion training in their job descriptions. - the grades of staff working in hygiene promotion training compared to others who may be training for water and sanitation. - experience of current staff in post working in training for hygiene promotion for emergencies. - whether staff felt they had received adequate technical support from their manager/supervisor - whether there are board members belonging to the organisation with expertise in hygiene promotion for development/emergencies. - access to technical support (from outside the organisation) - access to technical support (as a result of partnerships with other organisations) - problems encountered when accessing technical support. - access to technical resources (hygiene promotion resources, presence of resource centre within organisation, access to internet) Training - training given to staff on hygiene promotion in last 5 years (including for emergencies) stating exact number of days. - any follow-up training given - staff perceptions of the gaps in training - any other problems D. Partnerships & coordination with other organisations Purpose of data collection: to assess how the organisation has coordinated and collaborated with other organisations in the delivery of hygiene promotion training. - whether the organisation belongs to an emergency network of organisations collaborating on water, sanitation and hygiene promotion (for training and/or activities) - list of organisations in this above network (including whether at local, municipal, regional/state, national level). - collaboration activities (e.g. attending planning meetings, production of materials, joint activities). - whether the organisation is receiving technical support from any of these partnerships. - role of organisation within this network. - how often members of this network meet. - strengths of this network. - how network collaboration could be improved. - whether networking activities/lesson learning have been documented by the organisation. - whether the above documents were shared with network members. - whether members of this network meet regularly in between emergencies for preparedness planning. (including for development & emergency situations) who 5. What are the grades of staff working in hygiene promotion training compared to others may be working in training for water and sanitation? 6. How many of these staff have actual experience of working in hygiene promotion during emergencies? 7. Do you feel you receive adequate technical support in hygiene promotion from your direct manager/supervisor If no, what do you need further support for? 8. The report should not be longer than pages and can include bullet points. A. ORGANISATIONAL PROFILE The following should be included: - Specific details about the organisation and whether training for hygiene promotion is being undertaken (for development or emergencies or both) - The key activities of the organisation (where the organisation carries out a broad range of activities including training) B.
