HOW TO USE THE AARP VOTERS GUIDE: AARP produced this guide to help you find out what candidates are saying about important issues, including: the economy, Social Security, the deficit, Medicare fraud and access to doctors. All candidate statements contained in this guide were taken from publicly available sources, such as media websites. We ve included links to the websites for each of the candidates and encourage you to go there to read more about their positions. AARP also asked each candidate one question on how they would help older workers get back to work and improve the economic security for people of all generations. Each candidate was allowed up to 125 words to this question. AARP did not edit or modify the answer.

2 Social Security Solvency Social Security is based on the idea that after a lifetime of hard work, Americans and their families have the right to collect on the benefits they ve earned. Today, Social Security is a critical source of income for millions of older Americans and their families, but some changes will need to be made over the long term to ensure that future generations get the benefits they earn. Congress should take action to strengthen Social Security not only for current beneficiaries, but for our children and grandchildren....[w]e must find a way to preserve and strengthen Social Security without raising payroll taxes, reducing benefits, increasing the retirement age, or privatizing the system so it is available to all Americans for generations to come. Congressman Pomeroy opposes these proposals, stressing the importance of ensuring that those workers who paid into the program will be paid their benefits owed. Congress must cut wasteful spending, but we need to make sure that any proposed solutions look at the impact on real people, not just budget numbers. Unfortunately, there are proposals to reduce the deficit by cutting Social Security benefits Americans have earned over a lifetime of hard work. Social Security is paid for by contributions from workers and their employers and has not added to the deficit. Instead of cutting Social Security to reduce the deficit, Congress needs to crack down on waste and inefficient spending and make the tough decisions to fairly balance revenue and spending. The taxpayer-funded bailouts and out I have long advocated for fiscal of control spending coming from responsibility and budget discipline Washington must stop. 3 Medicare Fraud Medicare fraud is a serious problem, whether it s phony billing schemes, identity theft or paying kickbacks to gain more business. That s why Congress should strengthen Medicare s ability to crack down on fraud and abuse, which would protect Medicare beneficiaries, save tax dollars and strengthen the program. Specifically, Congress should increase legal penalties on scam artists for fraud, give prosecutors more tools to punish criminals, and shine a spotlight on crimes being committed against people in Medicare. AARP has done extensive research of the candidate s website, campaign literature and other sources without finding any statements on this particular issue. To help address Medicare s flawed payment system, I have also introduced legislation to reward health systems based on the quality and efficiency of their care, rather than the volume and intensity of services provided. The Accountable Care Promotion Act creates a voluntary shared savings program that provides financial incentives to Medicare providers for coordinating patient care...by creating financial incentives to provide better, more cost-effective care, my legislation will help drive down health care costs and improve patient health outcomes. For over a decade, doctors who treat Medicare patients have faced steep pay cuts due to a flawed payment system. But instead of fixing the problem, Congress has once again put the cut on hold this time until the end of November. Due to this lack of stability, many doctors have stopped accepting Medicare patients. Congress needs to find a long-term solution to this problem that improves seniors quality of care, and provides doctors with stable pay. Seniors who have worked their whole lives to earn the right to Medicare should have the peace of mind that they ll be able to find a doctor when they need one....increased fraud enforcement...must all be part of the solution. 4 What is your plan to help older workers get back to work and to improve economic security for people of all generations? Since the recession began, Americans have been hit with devastating job losses, shrinking retirement savings, declining home values and rising health care costs many older Americans nearing retirement have been disproportionately impacted. We need to instill confidence in the America, and in small business in particular, to create job growth and prosperity. Over taxation and burdensome regulation, imposed by Washington, is choking small businesses and growth. Washington has ignored the will of the people and has this country heading in the wrong direction. It's time we think about the next generation, not the next election. We can fix this country, but first we must fix Washington. Additionally, we made a promise to our seniors that Social Security would be there for them. I'm committed to keeping that promise. Working together, we must find a way to preserve and strengthen Social Security without raising payroll taxes, reducing benefits, increasing the retirement age, or privatizing the system. The uncertainty that has affected our seniors in the last few years illustrates why I feel so strongly that we must preserve the guarantee that Social Security and Medicare have offered for decades. In the meantime, we need to keep focused on creating jobs. North Dakota's economy is strong thanks to our booming energy and ag sectors and the dedication of our workforce. As a member of the Ways and Means Committee, I'm working to grow our renewable energy sector and prevent new federal requirements from hurting jobs in our oil and coal industries. As a key negotiator of the 2008 Farm Bill, I fought to strengthen our farm safety net. These policies will help all workers in my state and across the country. 4
