European Social Fund Overview of DWP Commercial Approach

Key Principles - Open Competition - Delivery through lead legal entity can include Joint Venture Partnerships, Special Purpose Vehicles, Consortia - Adaptable and responsive supply chains including specialist providers from the SME/Voluntary Sector reflecting customer groups and their needs - Payment By Result - Tender opportunities advertised on Contractsfinder Prior Information Notice (PIN) published at least 1 month earlier, followed by OJEU notice Department for Work & Pensions 14

DWP Invitation to Tender Process (ItT) - ItT process via e Procurement System BravoSolution - Pre registration on BravoSolution not required, registration process and links will be included within the advert placed on Contractsfinder - Bid writing phase approx. 6 weeks - ItT consists of:- - Specification - Technical Envelope bidder has required policies e.g. Equal Ops and Diversity, Anti Fraud, Health & Safety, Legal Entity details - Qualitative Envelope Delivery Model, Management, Stakeholder Management, Premises, Resources, Implementation Plan, Past Performance, Security Plan - Financials Price and Constituent Elements, Past Company Accounts, Performance Offer - Draft T&Cs - Award Criteria - Bidder Guidance - Bidder Q&A Process Department for Work & Pensions 15

Transparency and Level Playing Field Bid Evaluation Process - No late bids - Tender Opening Panel - Compliance Checking - Benchmarking - Role of Evaluators, Moderators & Commentators - Senior Management Checks - Commercial Board - Commercial Assurance Board - DWP Programme Board - Ministerial Approval - Cabinet Office Approval (where required) - DWP Internal audit - ESIF Audit - Freedom of Information Act Department for Work & Pensions 16

And the winner is Preferred Bidder Announcement Written Feedback Post Tender Clarification Alcatel/Standstill Period Contract Award Publication of Redacted Winning bid(s) Implementation Phase (incl Security checks e.g. penetration testing) Go-live Performance & Contract Management Department for Work & Pensions 17

Bid Writing Hints and Tips Common Faux Pas Assume nothing our evaluation process is designed to ensure only the information contained within a bid is evaluated (we evaluate what we read, not what we know) Use all the space available but don t exceed it Comply with the font size the goals for all competing teams must be the same size (and we do check) Each question is self contained don t cross reference All subcontractors must provide written assurance as part of the submitted bid that they have agreed in principle to the commercial arrangements with the bidding organisation. Any changes in sub contractors requires DWP approval Ensure your financials match your qualitative response Remember where you offer higher than the specification requirements, that is what you will be contracted for and managed against Department for Work & Pensions 18

Finally Have your bid quality assured and reality checked by someone not involved in the bid writing critical friend Don t leave submission of your bid until the last second we use e-ps not ebay Answer pages are limited so make every word count be concise but describe in as much detail you can the who, why, what, where, when, how Avoid broad sweeping statements yes the detail pins you to the mast - but broad statements of intent leave you behind on the jetty Further information on Procurement at DWP Department for Work & Pensions 19
